Vol. Forney's Lecture Last .tilght
Quite a large audience was in attendance at Lafay
ette Hall last ovening.to hear the lecture of Col. John
W. Forney, on "American Statesmen," which had
been announced by the Young Men's Library Asso
ciation; old the speaker was listened to with marked
attention throughout the whole course of his re
marks.
Ile inttoduced his lecture by saying that it was
hardly possible to do justice to his subject in the nar
row limits of a lecture; that whole volumes might
bo written on theme he had chosen. Ile contrasted
the American statesman with the English statesman,
who is educated for the position from his earliest
infancy and grows grey in the service, and when ho
drops the reins, they fall into the hands of his son or
relative, who has been educated to the succession in
a similar manlier to his predecessor. The American
statesman was like no other in the world—ho had
fewer advantages of education and more to contend
with in winning fame for himself—his field was
wider, and hts oontests more bitter. lie alluded to
the almost universal poverty of American statesmen.
Franklin had borne " the proud man's contumely"
and the scorn of r. i ucracy ; Clay had commenced
life wtthuoi ponny in hit, pocket; Webster had
wruggled 1 , 2;1,,:i as a Massaclusettq Iow•
yor, and ,Ittcichon would i,are poor with Li g old mine
at his command. But it did nut follow that because
they wore poor they were necessarily corrupt and
mercenary. lie behoved the contrary was the fact.
The character of thc American statesmen is *higher
than is generally conceded to him. A public man
who is not true to his constituents and their princi
ples, soon ceases to have much influence.
Its next spoke of the groat backers claim Revo
lutionary movement—Franklin, Washington and
Jefferson. Franklin had in his composition material
for twenty statesmen. Washington seemed to have
been specially designed for his mission. It had seen
supposed by many that too much idolatry had been
lavished on the memory of Washington—but "we
shall never look upon his like again." The 11.1013L1-
went of Jefferson was in our system of government—
which stands - pre-eminent among all others.
He then passe/ tu'another era of statesmanship,
the repre ieutatives -of which were Jackson, Clay,
Webster and Calhoun, and presented some of the
chief characteristics of each. Jackson had SOIL
menced life, as it were, a peer soldier, and by his
—ever flagging energy and unbending will had placed
himself in the position he occupied. Alter 1815 he
was the iron man of his time. With all his ener g y
of character, he was still full of the sympathies of
human nature; he was ever touched by the tale of
sorrow, nod could at any time be enlisted in the cause
of mi - tfortune. He closed his remarks en Jackson
with a touching recital of his last words. Clay was
distinguished above all other men in his sphere. He
NVPS a highly finished gentleman,•a powerfdl orator,
and had the rare faculty of-swaying multitudes by
his opinions. If Henry Clay had not been a great
statesman, ho would have been a great miller.
Had he been born twenty years sooner, he
would have hems in the thickest of the Revolutionary
war.. He was unquestionably one of the great Leas
ter spirits of his time, and it was singular to reflect
' , ant the youngest man in the audience might have
known hint. In alluding to Webster, the speaker
said that in approaching his character it seutned
inure like viewing a splendid picture or a eullossal
statue than a man. He seemed the type of another
age. His speeches were pert.tet in all their parts, yet
they seemed a compouns of nature and of art. As
an English statesman he could nut have failed—as
an American h 1 was triumphant. He was possessed
of a rich fund of humor, yet that humor was ii
light or flippant, and if he attempted to be playful
with his ;adversary, it was the playfulness of the lion.
His career bad been a magnificent one for his•coun
try, but an unsuccessful uric for himself. As a part!,
leader he had failed—perhaps because ho detested
the trickery ofitartizamthip. The speaker here recd
some extracts front a letter written to Webster during
his absence at one of the Presidential coventions, by
his daughter in Boston, which was full of heautifut
and touching passages.
Calhoun was different both in in ad and manner
from all his cotemporaries. Ho was not only a great
light in the Senate Ch.-mber, but equally brilliant
an officermit the cabinet. He was the etrabodim !nt ut
his own particular section, but also sincerely devoted
to the interests of the whole country. He seemed to
be more of a philosopher than a politician, yet his
tot - I:mace over his immediate followers was greater
than that of Jackson or Clay. lie hat , evor kept
bis eye steadily fixed on S.iuth ( 3arolida, his own
Mate, and had been an advocate for secession. If
he were living to day ho would be found on the ex
triune of the issue now before the people, but wool
not for a moment encourage sectional alienation.
[Here the speaker was interrupted by loud and keg
continued applause.]
Here the speaker remarked that he regretted that
his limited time would not permit him to pay
proper tribute to ono of our greatest living state,
men—Thomas IL Banton. He had the great virtu,
of acknowledging his errors. And now that his duty
to his country in the halls of legislation was unclad,
the Ono great desire of his life was to be spared
long enough to finish the great work on which he I:-
engaged, which, when. concluded will be an invalua
ble addition to the archives of America.
Tne speaker then, with some hesitancy, as he said,
reverted to the living statesmen, remarking that every
crisis has its hero, and that when the cause is appa
rent, a Franklin, a Jefferson, and he said it without
irreverence, a Clay or a Jackson, will be found among
the ma••ses, suitable for any emergen ty. The man
who visits the Senate chamber cannot fail tt observe
the youthful character of the men there, contrasted
with times gone by. There were but a few of tho
older school there; Crittenden, Bell and Fessendm
were the few now in the Senate over fifty years el
age: He mentioned many of the leading men in the
Senate at present. [At the mention of the name
of Douglas and Sumner the audience applauded en
t lusiasticalfy.]
He then alluded to the fallmg off of the statesmen
of Pennsylvania x and adverted to the period when
Buchanan, the Forwards, Ingersoll, M'Kennan, and
others, were rota ned in the service o the State, in
contrast with the course at present pursued.
He then stated that the South pursued a different
policy. When a man was found to be cosetont Emu
attached to his constituents he kept his teat in Cor,
greys until he chose to give it up. This was own
great reason why the South, though in a minority,
always had an ad rantage over the North.
In conclusion, ho draw a picture of a true states
twin, having only the good of his country at heart,
himself' incorruptible, and closed with a beautiful
and appropriate extract from one of the poets of oar
country.
The lecture occupied about an hour in its delivery,
and tew who listened would have been wearied with
another hour's discourse. It abounded in passages ot
thrilling cli,queuce, which we cannot do justice to it.

A Constable Sue,tl.—An information was made on
Saturday before Ald. Lewis, by a young man from
Lawrenceville, against a constable of the Third Ward,
named Giblin, for assault and battery. The prose
cutor states that he was arrested without a warrant .
and taken to the county jail, where the jailor very
properly refused to take him without a commitment,
whereupon the prisoner was discharged, without an
examination, trial, or oven the preferment of a charge
against him. According to the statement of the con
stable, the prosecutor was found at the door of a house
in the Sixth Ward, and at the request of the proprie
for of the establishment he arrested him. Giblin was
held to bail. We think a lit.le justice should be ad
ministered to some of the constables in the city.
Merely because they happen to be invested with a lit
tie " brief authority," they frequently make arrests
without a shadow of cause, and if they do not know
their duly it should be taught them.
The following proceedings were had in the Su
preme Court in Philadelphia on Saturday lost:
The County of Crawford vs. the Pittsburgh and
Erie Railroad Company. In equity. On motion of
U. Church, attorney for the defendants, the Court set
aside the decree end strike off the motion order, &c.,
and vacate the decree of pro confessor of the second
day of March, 1858.
It is ordered by the Court that the defendants an
swer within thirty uays from this date. It is further
ordered that a 8 übpcena issue in the above case re
turnable the fourth Monday of April next at Harris
burg, directed to the sheriff of the County of Craw
ford, to serve the same. Tho preliminary injunction
to continue. It is further ordered that the above
case be certified to the middle district at the reque,t.
of counsel.
Charge of Highway Robbery.—On Saturday a man
named Purcell was committed to jail, on oath of one
Andrew Maxwell, who states that while rmuraing
from the firo on Thursday morning last, he was robbed
of a gold watch and chain. Purcell came up to him
shortly !Afterwards; Maxwell suspected him, and as
certaining that Purcell had sold the watch to a man
is Allegheny oity, had him arrested. Several sus
picious circumstances have appeared against the
prisoner. Query: Is this the same Purcell who tried
to appropriate fifty dollars entrusted to him by a
firm in Rochester last week 7.
Accident.—A young lad named Davis, only
thirteen years of age, lost his life yesterday morning
in a very distressing manner. ,He was employed at
the mill of Messrs. M'Knight ot Bro., Birmingham,
and wa, engaged in attending a pair of huge rollers
used fur pressing out iron, when by some means his
clothing uecaum entangled, and he was drawn be
tween the rollers and crashed to death. Life was
entirely extinct when he was extricated.
Discharged.—John Cain, whom we noticed yes
terday as having been arrested on a charge of steal
ing some clothing at the Red Lion Hotel, on Satur
day, had a hearing before the Mayor at three o'clock
yesterday, which resulted in his discharge. The
evidence not being Sufficient to hold him over. Ho
was not identified with the larceny in anyway.
On last Saturday week, as Mr. George Craft was
returning from Brownsville to his home, three miles
east of that place, in a two horse wagon, his horses
became frightened and ran off; throwing him out of
the wagon. He became entangled in the reins and
was dragged sou.° distance. Ho was found lying in
the road, dead, with his skull fractured in several
places. He left a wife and family.
Acquitted.—Mr. D. G. Miller, first engineer of the
ill-fated Fanny Fern, after a rigid examination and
trial before J. S. Sproul, U. S. Commissioner, was
honorably acquitted of all the charges against him.

Shannon for defense. Mr. Miller's friends will ha
glad to hoar of this malt.

. Court of Quarter Sessions and Oyer and Terminer.
—The March term of the Criminal Court com
menced yesterday morning at ten o'clock. The
Grand Jury were sworn in, and after listening to a
very able explanation of their duties by Judge
M'Clure, retired to their room. Some cases of trifling
importance wero then disposed of, after which the
Court adjourned. This will probably be one of the
shortest terms of ibis Court we bave-haUor some
time. The eases are but few in number, Rai most of
them are of a very trifling character. We do not
anticipate the crowds of spectators that were present
during tic last session of this Court.
A Slight Mistake.—Some of our cotomporaries
have announced that the President of the Pittsburgh ,
Fort Wayne and Chicago Railroad Company had tic
copted the ordinance passed by the City Councils a
ft w weeks since. We learn that this statement is
incorrect—that the ordinance has not been accepted.
It is still subject to the action of the Board of Di
rectors. The ordinance has not as yet been recorded,
though we presume it will be to-cily. The company
have always expre , sed their willingness to make
fair contract with the city, and they will undoubtedly
do so in a short time.
Liberal.-0a Saturday, Messrs. Zug Jr. Painter,
iron merchants, on Water street, presented the Fair
mount Fire Company with ore hundred dollars, and
also promised to procure them some hose. This do
nation was on account of their exertions in saving
