ton The Senate has had the Kansas bill under
divcussion: and many able. speech - es have been
made en both hides. The lion. John J. Critten-
den made one of his greatest efforts in opposition
to the bill providing for the admission of Kansas.
His searching analysis, admitted talents, and
01.,quent delivery, together with his venerable
age, gave great force to his remarks. This great
eff•"rt of the Kentucky Senator made a profound
impression do all parties, and will be read with
deep interest all over the country. Mr. Toombs,
of Georgia. matte one of his great speeches in
r-ply to Mr. Crittenden, but ho was laboring
under the influence ofa bad cold, and spoke
with great difficulty His speech was unques
tionably a master effort of a great mind.
The House have had the Army bill under dis
cussion, which was debated with earnestness and
r.b , lity by Gen Quitman, Mr. Faulkner, Col.
Curtis. Humphrey Marshall and others. The
amendment offered by Mr Faulkner to increase
' he regular army was voted down, and the bill to
raise five regiments of volunteers, as reported by
Gen Quitman, was carried by a large vote this
morning. Here now is a chance for our Penn
eylvanians to show their patriotism, by tendering
their services against the Mormons.
After the passage of the Army bill, the
House immediately went into Committee of
the Whole on the State of the Union, when the
.übject of the admission of Kansas under the
Lecompton Constitution was brought up. Mr.
Montgomery, from the Washington district, in
our State, obtained the floor,' and made one of
the most powerful and convincing speeches yet
made against tlio Lecompton Constitution. To
give you an abstract of his masterly effort,
would oily mar its matchless clearness, and
weaken its extraordinary force. To be appre
ciated, this great speech must be read, studied
and reflected upon. For the space of an hour
the House sat calm and motionless—not a move
ment was made, not a murmur was heard. You
could see the eager and enchanted auditory in
the vast galleries, b aning forward to catch the
mighty thought as it fell from the speaker's lips.

I have no hestitaucy in saying that he is the
thinker and ablest debater that ever rep
resented Piinnsylvania in Congress. The speech

looked around amongst these gentleman where
they sat, the very pictures of mortal fear—ap
palled and confounded, when the eloquent de
fender of the rights of the people told them to
vote for the L-compton fraud, and then go home
and face an outraged constituency. I have never
hoard words fall with such awful and crushing
,sect Snen, in fact, was the effect of Mr. M.'.
speech to day, that it is everywhere admitted
coat the Lecompton Constitution cannot pass
Gmgress, and now, even Southern men talk
openly of compromise, and it is strongly ens
prated that several Southern members will vote
for Montgomery's bill.
I am, as you aro wml aware, a fast friend of
one President and sustain his policy but if Mr.

On Monday next Senator Douglas will wind up

Tonnage Tax.
Ma. Loma:— Ile repeal of the tonnage duty
ei toe Pennsylvania, and Harrisburg and LaI:IOP.S
-"Sr Railroads being a question now before our
Sate Legislature it is desiiable that the sub
ject—the operation and result of this tax—should
be correctly understood in all its bearings.
Many object to its repeal under the belief that
the repealing it would be a gratuity and benefit
eunferred on thobe railroad companies, and so
much of a less, as its amount, - - to' the people of
the State. This, hewever, is an entire mistake,
except so far as its repeal might enable them to
get more through trade and travel, coming from
beyond the limits of the State, than they now can
or do Those companies, under their respective
charters, have the power and right to charge
higher rates than they now do. Their charges
on such through business twist and will, at all
tunes, be regulated and determined by those of l i
competing lines on the north and south of them.
Consequently and inevitably, while those com
pauies are contrmled by persons capable and dis
posed to take care of and protect their interests,
the whole of this tonnage tax, while it exists, is,
must, and will have to be paid by the people of
the St .te ; or, in other words, by the local trade
and travel within it, with added charges for the
trouble and expense of ascertaining its amount,
and to make sure of having enough. Not only
tliS is so, but also what may not have occurred.
to many affected by it—that since the Pennsyl
;anis. Railroad Company has purchased and own
he oafambia Railroad, as part of the Main Line,
t is but natural that this company should, and
it dues, charge a proportionate part of this ton
nage tax on and to the local trade and travel,
over the Columbia Railroad. So that
th - people of all the counties through which this
C.,li.mbia Railroad passes, and of all the counties
of ties State through which railroads connecting
Witt, it, directly or indirectly, from which trade
ir.l travel conies or is sent, and which, in part,
o s: es over the Columbia Railroad, as well as the
P. nMilylvania. Railroad proper, in point of fact,
pay a portion of the aggregate amount of this
tonnage tax. The result, therefore, of this tax
-0 tir as regards the interests of the people of
tau State, being precisely similar to that of the
policy of a man who gives one hundred dollars
ut of one pocket to he enabled to put ninety
dollars into another Pocket.
In the nature of things, while it exists, those
who control those roads, where they can, will—
:aid, it must be conceded, they ought—make such
charges as will indemnify them for this tax, and
be a fair compensation for their capital, expense
and risks. They cannot charge a proportion of
tais tax on the trade and travel coming from
without the limits of the State, for the reason
that no such tax is charged on the competing
routes on the north and south, and their charges
must be regulated by'those of their rivals throngb
other States ; and it necessarily t flows that they
must, they will, and they dn, charge the whole of
its aggregate amount on the local 'rade and travel
within the State, with something added for the
-xpense and trouble, &c , consequent on its ex
istence.
Bur, it is said by come, that if even this tax
was repealed, those companies would still con
Untie to charge no less than they now do, or
otherwise would, on the local trade and travel
within the State. Snob opinion, however, is•di
reotly contrary to the ordinary course of human
action. and to some extent must be founded on
latent prejudice. Those who control those roads
will, in the first place, charge whatthey consider
a fair compeosation for their capital, expenses
and risks, and at haat the whole amount of this
tax, if not something more. And espeoially will
they be likely to charge somewhat more, if they
think tti:o tax ought not to be imposed on them.
The question in reiiard to this tax ought notto
be decided by any feeling of either friendship or
hostility toward the comps-ies paying it, but
solely with reference to what is the true interest
of tho people of the State, and the trade and
travel within it. COMMON SENSE.
A Specimen of P allot Banking.
We insert the following from the Philadel
phia Ledger, without note or comment. The
facq speak for themselves :
" Quite a stir was created on Third street,
yesterday afternoon, rdi the publ cation of the
Evening Journal, containing a hugo• i pst - Of the
debtors to the Bank of Pennsylvania. This
list covers nearly out entire page of that paper,
and nunders in all nine hundred and torty items
of accounts—principally-notes matured and ma
turing, and overdraits—of the aggregate value
of millions. The appraised value of these ac
counts compare with the aggrog• - •te"asa drop to
the bucket, being so meagre in amount as to be
hardly worth collection. Many of the parties
named as debtors are known to be utterly worth- .
less, and the estimate put upon their accounts of
a cent to $lOO, is probably not under estima
ted ; but there are other parties liable to the
amount of thousands of dollars, who hold prop
erty, and who are otherwise supposed to be able
to pay, whose liabilities • aro appraised at some
merely nominal sum, leading to the inference
that the appraisers had some knowledge that the
said indebtednees had been, or was to - be; liqui
dated in some other way than by payment in
money. .After the-fact -of
. the known pecuniary
worthlessness of same of the parties who had
been permitted to become debtors to the Bank,
the most remarkable thing is the immense amount
of worthless stock securities received as-collat
eral, namely—Camden and Atlantic Railroad
bonds and shares, Ilempfield R. do:, Guano
stock, Iron Company, Coal Company, Improve
ment Company, mortgages on unproductive land,
and, in fact, a good deal of almost everything
worthless that has been on the market for the
last ten years. The publication of the exhibit
will, no doubt, be complained of by many par
dons as an outrage on their feelings and an
inexcusable exposure of private affairs.
It is possible that some innocent parties may
suffer from being found in suspicions company,
and who are probably free from all indebtedness
to the Bank. But good it is to be hoped will
come from it, as showing how large a portion of
the business of banking is loose and illigitimate.
Much of that shown by this expose was wholly
disconnected from such business pursuits as
banks are established to foster ; so far from aid
ing that which is proper and useful, almost its
entire capital has gone to the moat worthless spec
ulations before the country; to toe direct and
positive prejudice of useful and productive in
dustry. It is to
. be hoped that the condition of
the Bank of Peffneyivania may not be taken as
a type of that of any of the other banks of our
city ; ut if the character of the business of any
of them re,embles it, the sooner they are b neli
-d out of existence the better, and it would be
well for the industry and real prosperity of the
city, if their places should never be supplied by
ethers. Banks, we have contended for years, all
Things considered, do more harm than good to
Practical business men. The prudent and solvent
trader would be intiuttely better oft without them
than with them The knave is the party most
dvantaged, the banks too frequently aiding him
to a. fioticious show of credit resembling the real,
long enough to deceive and defraud the worthy.
We will not, however, press this matter just now,
out hope the Leg sleture will real the whole ex
pose carefully over before granting any more
~ u nk criarters, or before the pending bills, im
posnig restraints on the existing banks, are fi
di.posed of. There is one thing, especial•
ly, that shohld command attention at the hands
the Legislature ; they should insist on open
ing the books and business )1,1111 our banks to
public scrutiny, precisely as the books and pa
pers of the public offices are open to the inspeo

est in the search. Had such a law been•in force
during the last live years, does any one believe

well as gratified to learn chat on Wednesday
last at 2 o'clock, Miss ReM cca Blacit,the accom

united in marriage to James F. Shunk. Esq.,
-on of the late Governor Francis R Shunk, of
Pennsylvania. Mr. Shook has been for some
months past holding an important position in the
, flice of the Attorney General, and has made

ciety, and his present good luck, which it is my
pleasure to chronicle, will be very gratifying to

In this metropolis great praise, for the gentleness

,f Pennsylvania—whose wife Is, I believe, the
sister of Mr. Shunk—a sister of Mrs. Black,
and one or two other Pennsylvanians. The At
torney'General and his lady dispensed vary
gracefully the hospitalities of their. mansion, to
the few distinguished guests present. 0u the
occasion the Rev Dr Septimus Tustin, of the
Presbyterian Church, performed the ceremony,
and at 4 o'clock the happy couple loft the city
for a brief visit to their former residence in Penn
sylvania.
This interesting couple, I am sure, have the
earnest wishes of very many for their future
happiness.

NAnitow ESCAPE —W., team by the Ontonagan
4dvoeam of February 2filla, that 'two Frenchmen
went out ou the Lake ice on the 23d to pear
troute. Soon atter they discovered the ice was
moving, and hastening for the shore found a
grip of water iu their way. The wind was
blowing frbsh from land, and they ,had no alter
native but to stick to their ice ship. Fortunate
ly an. Indian on shore discovered them ran some
five miles to Ontonagan, and a boat pn out to
the rescue. After considerable search the men
were discovered and Liken off, but not until the
gap between them and land had widened to three
miles. The Indian N7.l' rewarded with a barrel
of flour for hie act of humanity, to the white
brothers
LITTLE or no water found in the stomach of
a drowned man, and when it is present it can
in no way have contributed to death. The ex
periments of Orifila and Mare have proved that
water is never found in bodies eunmereed after
death ; and that it cannot be made to enter the
etomach without the assistence of a tribe passed
into the gullet. This fact, and that of little or
no water 'entering tho lungs, cannot be too
widely propagated; as the popular prejudice is
in favor of the opposite opinion ; and bodies taken
out of the water ore still rolled on barrels, and
held up by the heels, in order to dislodge it—a
practice fraught with the greatest danger, if the
smallest chance of resustieatioa exist.
