The receipt of a volume of nine hundred end forty one pages, containing the "Annual Report of the Railroad Commission of the State of New York," has again brought to our mind—and this time with increased force—the necessity of a new department in the Government of this State, in order that authentic statistics- of a vast in terest in which Pennsylvania overtop all other States, may be registered in one office and re ported to the Legislature, thereby adding one more to the existing series of useful -- and inter esting " Exeoutive Documents." There are in Pennsylvania MOTO MGM fifty Bail road Companies, owning more than - two thotisand five hundred miles of railroad open to traffm, costing in the aggregate more than one hundred and thirty millions of dollars t And yet or this vast interest there is no compact record, - for some of the companies do not even print their official reports for the use of their own stookhglders I And if the State, through the Logislatnre that gave birth in acts of incorporation to the com panies who control the enormous slims invested in permanent railroad improvements, should; for any purpose, desire to acquire accurate info:ma tion of their coat, condition and operations, she would find many obstacles to be overcome before attaining her objeot ; while citizens of the State and of other States ' who hold shares of stock and certificates of loan in railroads within the State, have no access to a public record, such :as is kept in the State of New York and elsewhere ; because, as we have said, no such reoord is pro vided for by law in Pennsylvania. This remissness on thepart of Pennsylvania-- a State so transcendent in her resources and pre ponderant in her advantages—has e often amazed intelligent non residents, if it has not actually sometimes deterred them from venturing the in vestment of their means within her limits; for order and system are necessities in good govern ment, and hence to govern wisely it is essential to know the condition and transaction's of _the governed, giving to everything attention and leaving nothing to chaos. Consequently, if every member of the Legislature of Pennsylva nia, had in his desk, ready for reference, a volume of reports from all the railroad compa nies in Pennsylvania, classified by a competent archivist or head of department of railroad ge netics, he would be fortified with the means of more intelligent legislative action, 'because-in such case he would have within his reach faota stated under oath, in lieuof oral representations which sometimes are as evanescent as Is the moisture in the breath that gives them utterance. The assessed valuation of the real estate within the 24 wards of the city of Philadelphia for 1858 is $147,752,152, a sum which, however _large in itself, is scarcely more than the cost of the rail roads and canals in Pennsylvania. Of the valuation of real estate in all the counties of the State, there aro records running far back into years agone ; but of the valuation represent ed by the iron ways of Pennsylvania including their appurtenances, traffio,capital, debt, income, eto., it remains for the Legislature to provide that, hereafter, such a record shall be - kept: Imagiats also the interest that would be elicited by a tabulated statement of the tons carried over the iron and water ways in Pennsylvania giv ing the r roduot of 'Other States? The London Court Journal has the following paragraph: A rumor has been afloat the last few days In Paris of an anticipated change in the temporal government of Rome, welch will create surprise in the minds of every people in Europe. The nomination of the latter to Cardinal ate, in preparation for this event, has frequently been announced. As General of the powerful . Order of Ignatius, Father Ventura's position would enable him to accept the Papal Crown with probation. Upon .he above our esteemed contemporary, the Catholic Miscellany, has the following re _ marks: If the above piece of news be a fair sample of the intelligence of those who write and read the London Court Journal, we should like to know in what courtiers and clowns differ as to mental calibre. It is no exaggeration .to say, that there is positively not one word• of truth in the whole paragraph. But it is absuril as false.
