A special meeting of the City Councils was held in
the Council Chambers last evening.
In Select Council, Mr. M'Auley in the chair.
The resolution passed in the Common Council rela
tive to an exchange of tho stook in tho Ohio and
Pennsylvania Railroad watt taken up and amended
by altering the date to the 19th inst., and appointing
Messrs. Brown and Moorhead. In this action C. C.
concurred, after receding from the former action, and
appointed Messrs. Errett, Dickson and Dignnm on
the committee.
The Aqueduct resolution coming back from the
Common Conned amended, the Council adhered to
their former action, and appointed Messrs. Kam.
miner and Miller a committee of oonference. Tho
Common Council appointed Messrs. Errett and Camp
bell on the Conference Committee.
The Conference Committee reported in favor of re
ferring back to the Aqueduct Committee, with power
to act, which report was adopted, after a suspension
of the rules. In this action B. C. concurred.
An opinion of the City Solicitor concerning the
grading and paving of atr.ets was read, adopted and
placed on file. C. C. concurred.
A petition f..r tho grading and paving of Barker's
alloy from DINIAOLthe Way to Penn btreet, was re.
ferred to Committee on Grading and Paving. C. C.
concurred.
A petition for the laying of water pipes on Barker's
alley, from P^on street to Duquesne Way, was re
ferred to the Water Committee. C. C. concurred.
A petition for the laying of gas mains on Duqueme
Way, from Irwin street to Barker's alley, was re
ferred to Gas Committee. C. C. concurred.
In Common Council, Mr. M'Kelvy in the chair.
Tho resolution in relation to building a new arch
under the aqueduct, provided the cost does not ex
ceed $BOO, laid over on second reading at last meet
ing, was taken up, when Mr. Errett moved to amend
by adding " providing the revenue during the year
should reach that amount." On motion of "Mr.
M'Candless, the consideration of the matter was in.
definitely postponed, and referred to the Aqueduct
Committee and the City Regulator, with instructions
to examine into tho condition of the aqueduct.
Mr. Errett presented an ordinance fixing the fees
of constables for returning unlicensed vehicles, and
making the returning of these vehicles the duty of
the Chief of Police and day police or constables.
After some discussion the ordinance was laid ou the
table.
Mr. Campbell presented the following resolutions,
which were adopted:
Resolved, That the Finance Committee be re
quested to communicate with the City Solicitor
whether or not, in his opinion, there is any just and
legal defense which the city can or should make to
the actions against the city for interest on railroad
bonds referred to in the correspondence with Robb do
M'Connell communicated to Councils at last meeting.
Resolved, That if, in the opinion of the Solicitor,
such defense can be made, the Finance Committee is
hereby authorized to employ countel to assist the
Solicitor in conducting said defense.

S. C. concurred in this action. e
The committee appointed wiWreference to grant
tag the Allegheny Valley Railroad the right of way
down Pike street, reported that an ordinance was
already in existence, granting the road that right.
Attached to the report was a resolution recommend
ing that no further action be taken until a conference
is had with the company. The report was accepted
and the committee continued. S. C. concurred.
Mr. Dickson offered a resolution authorising the
Finance Committee to contract for the erection of a
weigh scale on or near Morton street, in the Ninth
Ward, to be paid for from the revenue of the same,
which was adopted. S. C. concurred.
The ordinance relative to licenses, which had been
laid on the table, was amended by striking out sec
tion second, read a third time and passed.
A resolution was adopted authorizing the City
Printing Committee t. enquire into and report the
probable cost of getting up and publishing a new and
complete digest of city ordinances.
A resolution was adopted instructing the City Con.
troller not to pay the bill for printing ordinances for
1857.
Council adjourned.
Yesterday morning an information was made by
Mr. D. Stewart, proprietor of a Variety Store on
Fifth street, against a young German named John A.
Young, for the larcenoy of an umbrella. The boy
was arrested, and on the examination Mr. Stewart
testified that on or about last Christmas, Young went
to his store and said he wished to purchase an um.
brella. He looked at a silk umbrella, worth $4,50,
which ,he agreed to take, but offered in payment
counterfeit money, which was refused. He then con
cluded not to take the silk umbrella and purchased a
cotton one worth $1,75. After purchasing a ring and
breastpin he went out, while Mr. Stewart's attention
was directed elsewhere, taking with him the silk um- ,
brella and leaving the other. Yesterday a search
warrant was issued, and the umbrella was found in
the house of Thomas A. Hinton, his employer. The
boy admits that he offered counterfeit money, but
says he did not know it was bad; he also says he
took the umbrella in mistake but had not time to re
turn it. The Mayor, thinking that he might have
found time to walk two squares, in the course of three
months, for the purpose of returning it, bound him
over to court in the sum of $lOO.
Bad Streets.—The Allegheny Bridge Company,with
a laudable desire, we suppose, of bettering the con
dition of Federal street, during the winter filled up
that street with fine gravel and sand, between Isa
bella street and the bridge. The sand, by the recent
thaw, has become coarse mud to the depth of eight
to ten inches, causing much annoyance both to pe
dcstrians and vehicles. The draymen in order to
get clear of the bad street have encroached on what
is supposed to be the sidewalk, making it an impos
sibility to pass along without getting over shoe-top
in mud. We call the attention of the proper authori
ties to the fact, and hope to see it remedied.
Burglary.—On Saturday night, between nine and
eleven o'clock, Cho hardware store of Whitmore,
Wolff, Duff i Co., on Wood street, was robbed of
goods to the amount of $350, consisting principally
of fine cutlery of various kinds, mostly pocket knives.
It is thought that the robbery could only have been
committed by persons well acquainted with the house
and precincts. The proprietors have some clue to
the party engaged in the burglary, and they will
probably be brought to justice in a short time. No
violence was used by the burglars, and appearances
indicate that the door had been opened by a false
key.

Special Meeting of Councils.
All about an Umbrella.
The 'Three Fast Men.—To night is the last per
formance of this favorite piece, which has caused
more excitement, more laughter, and made more
money than any piece ever before performed in the
city—not eveta , excepting " Uncle Tom's Cabin."
The piece abounds with jokes, bonmots and puns;
which excite merriment with which to while away:
the evening hours; for after all the great secret to be
aimed at in a Theatre is amusement. People go
there for that purpose and no other, and the "Three
Fast Men" is the piece in which to derive it.
Penn Literary Society.—The contest of the above
literary society will take place this evening, at their
Hall, in the First Ward School Building. The exor•
cises will consist of dialognessays, orations, de
bates, Ao. A good band of mast e will also be in at
tendance, and, altogether, the performances will be
excellent and pleasing. Those persons holding
tickets of invitation are •oordially invited to attend.
The 17th of March—St. Patrick's Day, is to be
celebrated in a very appropriate and fitting manner,
by a lecture from the distinguished orator and states
man, lion. Joseph R. Chandler, in the basement of
St. Paul's Cathedral. Apart from the object of this
lecture, (the benefit of the poor,) the name of the
man who is to deliver it is sufficient to fill tho house
to overflowing.
First Arrival of Spring Goods at Carnaghan's, Al
legheny City.—A very full and elegant stock of cloths,
new style oassimeres and vestings, furnishing goods,
&c., for men and boys wear, are now opened, to which
the attention of cash buyers is invited. Terms being
strictly cash, buyers may rely on the prices being
favorable.
Accident. —A little boy was run over in Lawrence
ville on Saturday, by a six horse coal wagon. Ho
was much bruised, and it is feared he has received
internal injuries which may prove fatal. He was
taken to the residence of his parents, in Wilkinsburg,
where he was properly cared for.
Robbery.—A gentleman was relieved of $5OO yes
terday morning, at the Pittsburgh, Fort Wayne and
Chicago Railroad depot. It was cut from his breast
pocket by some adroit pickpocket. The thief is not
known, and no arrests have boon made.
Stealeny Copper.—A boy named Jenkin Edwards
WAS charged yesterday with stealing some $26 worth
o"pper pipe irom Woods' rolling mill, at Saw Mill
Rue. He woe arrested, and the Property found in
posseision. He was accordingly committed to
'ail.
Another Counterfeit.—Wo are informed that a new
counterfeit has just been put into circulatiDn in this
-icy and vicinity by which some of our citizens have
been victimized. It is a well executed $3, on the
John Han?ock Bank, Massachusetts. Business men
had better bo on their guard agLinet this dangerous
note.
Mayor's Office.—There ie usually a calm attar a
storm. After the full dockets of Saturday and Sun
day mornings, thero was but three common cases be
fore the Mayor yesterday morning. They . were all
discharged on payment of their fines.
A list of valuable stocks—also a brick warehouse
and lot, on Second street, near Market, are to be sold
this evening, at the Commercial Sales Rooms, No.
54 Fifth street, by Mr. Davis.
Fruits and Candies.—Reymor d Anderson, Wood
street, opposite the St. Charles, have just received a
large stook of fresh fruits and nuts. We recommend
them to the public and all dealers.
The photographs of the star, sisters, who are play
ing with great success at the Theatre, may be seen
at Wall's, .Fourth street.

Arrest of a Madman.
On Sunday afternoon, information was conveyed
to Mayor Weaver at his residence by a man named
James Neeson, that an insane man named Gallagher,
living on Prospect street, bad in his possession a
large butcher knife, with which be threatened the
life of all who approached him. They said that they
had employed officers Gallagher and Giblen, of the
independent police, to arrest hitn,.whieh they were
unable to do. Neeson wished a warra't issued for
his arrest, which the Mayor at first declined, learn
ing that other officers were engaged, but at last con
sented, and wrote a note to officer Hague, requesting
him to arrest Gallagher. He took with' him officers
Wray, Richardson and Hamilton, who soon captured
him. After the Mayor's police had secured him,
officer Grennan, of Alderman Lewis' office, tried to
take Gallagher away. Hague refused to give him
up, and took him to the tombs. Ho was gem to the
Hospital yesterday morning. Yesterday an informa•
tion was made against Hague and Wray for "rescue,"
by Grennan, before Alderman Lewis. They entered
bail for their appearance at Court. Tho independent
police officers state that when they went to make the
arrest they already found the Mayor's police there,
but when the :leer was broken, Grennan entered first
and arrested Gallagher, and that Wray and Hague
afterwards took the prisoner from him. We ore
sorry 'o bee these colli:ions between the different
bodies of police, as they can rebuilt in nothing but
bitterness and ill-feeling between them. Gallagher
was arrested some time ago, and sent to the Western
Pennsylvania Hospital, but getting better soon after
wards he was releksed, and his symptoms did not re
turn with violence until Sunday.
Monongahela Valley Bank
We understand that the Commissioners of the
Monongahela Valley Bank, to be located at M'Kees
port, are new in this city, and have their stock book
at the rooms of the Board of Trade, where they will
be pleased to receive subscriptions for stock from oar
citizens. We hope they will not ho disappointed,
but that they will receive a liberal subscription in
this city. The proximity of the institution to our
city will enable city stockholders to watch over their
interests, as well as if it was lo'cated in our midst.
We have no doubt that if properly conducted it will
be as profitable as any of our city banks. The vast
amount of coal business carried on in that neighbor.
hood, together with the general trade of the valley,
we think will be sufficient to employ the means of
the bank to advantage. The books will bo open to.
day, Wednesday and Thursday.
An Appropriate Present.—During the session of
Councils last evening, Mr. Campbell, on the part of
the members of Jouncil, presented to the venerable
messenger of Councils, Capt. E. F. Pratt, in a very
neat speech, a fine photograph likeness of himself;
also a pair of gold spectacles, presented by the Presi
dent of Select Council. The Captain replied in a few
very appropriate remarks, in his own peculiar style
The liberal artist who took and presesented the like
ness is Mr. Lawyer, of Market street. The picture
was hung up in the Common Council Chamber by the
Captain, back of the President's chair, where it-will
remain.
Serious Accident.—On last Sattir.lay morning Mr.
William Brown, of Monongahela City, met with a
serious accident. He was endeavoring to remove a
log which was frozen to the ground on the side of a
hill, when it suddenly started, and Mr. Brown not
being able to got out of the way, it rolled over him.
One of hie thighs was fractured, and he was injured
otherwise. His friends do not expect him to recover.
Mr. B. hae resided in Monongahela City several
years, and has for some time been Burgess of the
city. He at one time resided in Allegheny, and is
well known to many of our citizens.
British Reviews.—The North British Review for
February is on our table—the first number of a new
volume. Con tents:—Stanhope's History—Walpole
and Pniteney; Naples; 1848-1858; Scottish Natural
Science; Logic of Induction—Mill; Arnold and his

Child Burned to Death.—We learn from the Bed
ford " Gazette" that one day last week, Elizabeth
Gates, a colored girl, ten or twelve years of ago,
whilst engaged aboat a fire in her father's house, in
Shover's Valley, in that county, was so badly burned
by her clothes taking fire that she died in a short
time after the accident. The deceased had charge of
a number of children younger than herself and was
her father main stay and support, his " worse" half
having deserted him some time ago.
Godey's Lady's Book.—This excellent magazine is
on our table for April. This is one of the best maga
zines published, and is a welcome visitor at every
fireside. The engravings are very fine, and the col
ored fashion plates are alone worth the price of sub
scription. We would suggest to all of oar lady read
ers who desire to subscribe to a superior family maga
zine to procure " Godey" at once. It is published
by Louis A. Godey, Philadelphia.
The Concert !hie Evening.—Tho concert of Pro
fessor Wan:wank and his pupils is announced for this
evening, and we hope the house may be well filled.
Those who attended his first concert during the win
ter, will not fail to be present, and many friends of
the two charities far whose benefit it is givon—Pass
savant's Infirmary and the Mercy Hospital, will be
there. We would say to all who desire to spend an
evening in a rational and agreeable manner, go to
Lafayette Hall tonight.
Sentenced.—C. M. Ottinger, recently convicted on
two charges of forgery end larceny at Bedford
Springs, has been sentenced to seven years in the
Eastern Penitentiary at hard labor.
