SITCFIANAN'S CHARITIES
In the fall of 11f49, James Buchana'n made a !
.I.otation of four thowtantidoitors t• for the relief
of poor and indigent females in the city of Lan
caster." It was made in - the certificates of the
Lancaster City six per cent. Loan." The fol
lowing ordinance passed by the Councils of that
city on the 12th of October, 1849, and found on
page 87 of the published ordinances of that city,
will explain fully the nature and objects of the
donation, and how it has been applied by the

city authorities:
Whereas, the Honorable James Buchanan has
given to the city of Lancaster, four thousand dollars
in certificates of Lancaster City six per cent. Loan"
of one hundred dollars each, numbered from 230 to
259 consecutively, as a donation in trust that the in.
wrest annually accruing thereon, be appropriated to
the purchase of fuel for the benefit and relief of totor
and indigent females of the city of Lancaster.
"Therefore, for the purpose of protecting said trust,
and of ensuring a faithful fulfilment of the bonevo
lent designs of the donor--
1. Be it ordained and enacted by the citivens o f
Lancaster, in select and Common Counetlit assent
bled, That said certificates of Loan t,e and the same
are hereby accepted, set apart and held in trust btr
i the purposes aforesaid, and that they be endorsed by
the Mayor with the words, " Donation by the Hono
rable James Buchanan for the relief of poor and in
digent females in the city of Lancaster-- four thou
sand +Mars."
2. That said certificates be placed in the hands of
the City Treasurer for safe keeping.

t. That upon the passage of this ordinance and
annually thereafter, at the time fixed for the ap
pointment of other Standing Committees, the Presi
dents of Councils shall each appoint two members
from their respective bcdies, who in conjunction
with the Miiyor shall constitute a Standing Commit•
tee and be styled •• the Committee on the Buchanan
Reiiet donation. - with power to receive the interest
accruing on said donation, and to appropriate the
KILO(' to the purchase of fuel and make the distribu
tion thereof required by the terms of the gift.
4. That said Committee shall keep a record of
their acts, showing in detail the amounts of interests
received, the expenditure of the same, and the in
stances and manner of relief they may afford from
time to time.

It cannot be dist wed that there are thollSallti6
in the ranks of the new Republican party who
desire to carry out, in good faith, the Constitu
tional terms of our Federal Union, and who are
sincerely opposed to all northern interference
with southern institutions. But this new party
has a history which indicates something of its
future character, and which to suggest the in
quiry--will it be possible for such a party to
restraiu its course by Constitutional bunts, if it
should , ucceed in getting into power.
During thirty years the Democratic party has
geners!ly been the dominant one, and its opposi
tion party, known by various names, has always
been tnade up of all the discordant elements
which usually constitute a minority patty. Its
priticit Ics were essentially heterogeneous, and
hence it was impossible for it to retain power
when it obtained it. The immense majority of
the op:.dsition were faithful to the Constitution
on the -object of slavery, and when they came
Into pdtver they adunnistered the government
in pod faith, and thus lust their power by of
fending many of their allies who had no respect
for the Constitution.
But they have long been suffering in their
principles by their contaminating alliances. Cc
making eommou cause with anti. Constitutional
abolitionists sympathysing with them in their
general denunciations of Democracy, and suffer
ing with them in their defeat,'they have gradu
ally and somewhat unconsciously fallen into
many of their opinions. All the weight of party
denunciation fall very naturally in the dominant
party. and even the orthodox of the opposite ,n
have countenanced the abolitionist deuunciat,ns
of Democracy so long, because their own aspires•
tious were thus, though illegitimately, aided,
that they have gradually become themselves
tainted by their associates.
A most manifest illustration of this is at hand.

ty have claimed to have the half or nearly the

Provided, however, and it is hereby declared,
that nu part of the military force of the United States,
fur the support of which appropriations are made by
this act, shall be employed in aid of the enforcement
of any enactment of the body claiming to be the Ter
ritorial Legislature of Kansas, until such enact
ments shall have been affirmed and approved by Con
gress."
This proviso was attached to the army appro
priation bill within three days of the close of
the last session Remembering this fact, the
reader will at once perceive how utterly imprac •
ticable it was, to say nothing of the extraordi
nary character of the attempt to introduce a
subject of general legislation into an appropria
tion hill. At that stage of the session, it was
~imply impossible for Congress to take up the
Kansas laws—forming a volume of eight or ten
hundred pages—examine them, and determine
which of them ought to stand and which ought
to fall. Congress could not possibly do this
work. The effect, therefore, of the passage of
the bill with the proviso would have been, to
leave Kansas without an organized government
—without a single law regulating her domestic
concerns. Her whole code, good, Lad and in
different, would have been abrogated, and her
condition would have been that of anarchy and
confusion, or a military despotism. Thu entire
machinery of her Territorial system would have
been stopped. Her local courts would have been
dissolved—her county and township organ;za
lions disbanded—debts could not have been col
leeted—crime could not have been punished (ex
cept the higher grades in the (limited states courts)
municipal and othercorporatione would have been
anuilailateds—disorder would hove reigned, un
less restrained by the presence, in every pert
of the Territory, of an overwhelming military
foeee.
