WASHINGTON, Aug. 23---Senate.—Mr. Jonas, of Tennessee, rose to make a personal explanation. lie read an extract from the Philadelphia " Ledger," containing a sketch of the speech of Mr. Trumbull in which Mr. T. was represented as saying that Mr. Jones was a man who had never told a political truth in his life. Efe took this opportunity to have the correction made publicly, as he had bean in formed by Mr. Trumbull that the latter had been misrepresented. Mr. Trumbull stated that he had used no such language in reference to Mr. Jones. The Senate then resumed the consideration of the Army appropriation bill. Mr. Clayton said he was bound by no party ties and had no other object in remaining in public life but the good of the country. He deeply deplored that the House had resolved to adhere to their amendment, as thereby the Senate was driven to the necessity either to recede or adhere. At the proper Hui. he would introduce a resolution fur the ap pointment of a committee of seven members on the part of the Senate and eleven on the part of the House, to take into consideration the disagreeing votes of the two !louses on the Army hill, with a view to arrange the details, and settling the differ ences between them, and to report to their respective branches. The Senate had agreed to adhere to their amendment, striking out the Kansas restriction, but notwithstanding, he believed Lis proposition could be made acceptable. It would comprembse the honor of neither house and might save the Army from a disastrous fate and preserve peace in the territories where there is now civil war and perhaps preserve the Union. Mr. Hunter said no such resolution was now in Order; by the Senate's adhering, this bill would be lost, but that which failed on Monday and As now on the table of the Ilouse might be taken up. To adhere would only be to express an opinion relative to the bill. Ho understood furthermore that it was probable that a new cue would be introduced or, Monday, in the House. by the Committee on ways and means. Mr. Toucey spoke in strong tortes of condemnation against the action of the llou,e in sending to the Senate the army bill, under the circumstances ; do Glaring that they will stop the wheels of government unless the Senate will yield their opinion and concur in the legislation of the House. Ile regarded this conduct as not simply unconstitutional, but in the highest degree revolutionary. If the House could enforce obnoxious legislation and coerce the Senate on one subject, they might on another: they might refuse appropriations for the judiciary or executive, unless the action of these departments of government Ls satisfactory.
