In consequence of the failure of Congress, at its
recent session, to make provisions for the support of
the army, it became. imperatively laeumbent'all me
to exercise the power which the Constitution confers
on the Executive for extraordinary OCCIIBiaIIS, and
promptly to convene the two Houses, irr order to af
ford them an opportunity of reconsidering a . subject'
of sach Vital interest to the peaoe and welfare of the
With exception of a partial anthority vested by
law in the Secretary of War, to contrast for supply
of clothing and subsistence, the army is wholly de
pendent on the appropriations annually made by
Congress. The omission of Congress to act, in this
respect, before the-termination of the fiscal year, had
already caused embarraisritents to the service, which
were overcome only in expectation of appropriation 3
before the close of the present Month. • Tithe 'requi
site funds be hot speedily provided, •the Executive
will no longer be aisle to furnish the transportation,
e.ittipments and munitions which are essential to the
effectiveness of a military force in the field. With
no provision for the pay of the troops, the contraots
of enlistment would be broken, and the army must
in effect be disbanded; the consequence of - which
would he so disastrous as to demand all paoll3.le ef
forts to avert the calamity.
It is not merely that the officers and enlisted men
of the Army are to ho thus deprived or thispay and
emoldments lo which they are entiOeUSY'sfAnding
laws: that the constraotiOnof tame it gha t ' public
armories, the repair and construction of ordinance at
the arsenals, and the manufacture of military cloth
ing end camp eiptipage 'must be ditichntinued; and
the persons connected with this brooch of the public
service thus be deprived suddenly of the employment
c,enti.o to their subsistence. Nor is it merely the
sta , te consequent on the forced abandonment of the
seaboard fortifications, and of the interior military
po s t- and other estahliahrnettig, and the enormous
expense of recruiting and reorganizing the Army,
nri.l again distributing-it - over the vast regions which
it now occupies. These are evils which may, it is
true, be repaired hereafter by taxes inmposad on the
country.
But other evils are involved, which no ez.nendi
tures, however lavish„coodd remedy, 7 -inceittpinison
with Which local and peisonal . or-interests
sink into insignificance.
A 'great part of-the army is situated on the remota
frontier, or in the deserts and mountains of the inte
rior. To discharge large bodies of men in such places
without iho means of-regaining - their liomes; and
where few, if any; could' obtain . enbsiateilee by honest
industry, would be to anbjecti them to suffering and
temptation, with disregard of justice and right most
derogatory to the Government.
In the Territories of Washington and Oregon, nu

a war of extermination against the white inhabitants;
and although our troops are Actively carrying on the
campaign, we have no intelligence na yet of a ens.

of outrages, which, if not designed to provokes con

ti-s. A strong force in the state of Texas has pro
duced the temporary suspension of hostilities there;
but in New Mexico, incessant activity on the part
of the troops is required to keep in cheek the mania

Florida, and the withdrawal of the troops therefrom,
leaving that ..hjeet unneeomplistted, would be most
injurious to the inhabitants, and a breach of the pea

To refuse supplies to the army, therefore, is to
• compel the complete cessation of all its operations,
and its practical disbandment, and thus to invite
hordes 'of predatory savages trom the Western
plains and the stocky Mountains to apread devesta
lion along a frontier of more than four thousand
. miles in extent, and to deliver up .the sparse pope-

Such, in substance, would be the direct and imme
diate effects of the refusal of Congress, for the first.
time iu the history of the government, to grant sup
plies for the maintenance of the army; the inevitable
waite of millions of public treasure; the infliction of

military establishment by service, employment, or
contracts. the our forces from the field; the
fearful eacritlce of life end incalculable destruction of
property on the remote frontiers; the striking of our
notional flag on the battlements ,uf the fortresses
which defend our maritime cities nga , ust foreign in.
vasion; the riolatiou of the public tamer and good
faith, and the discredit of the United States in the ,
eyes of the civilized world.
I confidently trust that these considerations, and
others appertaining to the domestic peace of the
country. which fait to suggest themselves to
every palpiotic mind, call, on reflection,- be duly ap

the enactment of the re.inisite provisions of law for
