Many think that they are contending now to
prevent the extension of slave territory, and I
have shown that as yet slavery has not been ex
tended over one foot of ground under the influ
ence of our united institutions, but that its
boundaries hive been very largely diminished.
Some say, howeier, that there is danger now that
Kansas will bee slave State, and that they would
rather dissolve the Union than sanction this.

Such men present a conscientious principle as
the foundation of their action, and then of course
we are to assume that they will act on conscien
tious principles in effecting the separation. They
will not wrong the South by the act of dissolu
tion, whatever they may thick of their institu
tions By the Constitution the terms of tie
l'uton are fixed, and the rights and duties of
each are measured by our representative mem
ber. By that standard the right of the south to
the public domain is a little over three eighths,
and there is nn rule of justice that entitles u.S to
deny it to them. The rights of tenants in com
mon of land never depend upon the moral char
acter of the tenants It follows that if a division
of the Colon takes place, tliere must also be a
division of the public domain, and three-eighths
of it will be taken from the control and settle
ment of those who are in favor of freedom, and
surrendered to those who are in favor of slavery.
In all fairness too we wilt give their share so
set off that it will adjoin the part which is already
their•. Thus we place them in immediate
contact with Mexico and leave ourselves is

present territory should be extended, it will be

If there be truth in the proverb that revolu
tions u , ver go backward, the country is indeed
en the brink of ruin, and The government rapidly
aiiiVroaching dissolution. A faction in one branch
of Congress has effected the defeat of the bill
providing for the support of one department of
the goy, rnment, thus assuming to accomplish by
indircetion, what it has not undertaken to do di
rectly. The leading fact has already been pro
claimed to the country, but the mode of proce
dure by which this result was accomplished, the
factious. consumption of time, and the extraor
dinary operation of the Speaker of the House
of Representatives. call for a full explanation,
disclosii g, as it do, s, the spirit animating the
Black Republican party in Congress, and devel
oping clearly the purposes it has in view.
TM re was time enough yesterday morning,
between 4 and 12 o'clock, to have disposed of the
army bill, and passed it, as a majority of the
House was clearly in fav,:r of receding from its
position. and allowing it to pass as amended by
the Senate. The third Committee of Conference
had rel orted its inability to agree. In the
House this report was followed by a motion to
insist and ask for another Committee of Confer
ence. The motion was voted down by five ma
jority, s that the next motion in order—to re
cede—might be put It is fair to presume that
the same majority that refused to insist, would
have voted to recede when the bill would have
been passed It requires from thirty-five to
forty minutes t., call the roll of the House,
and by some of the members insisting upon the
decision of each motion by yeas aud nay -,

Supporting Jensen Buchanan.
This gentleman, a leading Whig of Maeeachu

Representatives in Congress, was lately invited
to attend a Kansas Aid Meeting, in Faneuil Hall,
Bo4ton, to which he replies in a calm, dignified
tueLn e r, but taki.. occasion to administer a just
and merited rebuke to och traitors as are in-t:-
gating rebellion in Kansas , t hereby visiting upon
the country the evils of civil war and a dissolu
tion of this glorious Union His letter is worthy
of an old hue Whig statesman, whose affections
are centered in the Constitution of his country,
and who is willing to sacrifice party attachments
when our free institutions are in peril In clo
sing his letter, he state, his position in the
fol
lowing language:
"There is really but one absorbing question now
before the people. In the solemn magnitude of its
presence all others are hushed. This question in at
last presented in a tangible form -- Shall the Union
be preserved ? or shall the first step be taken toward
the entire disruption of the States of the Union, by
a severance of the North from the South? Looking
at the political signs of the times, with this question
staring us in the face, we make our choice o f candi
dates. The nominesse of the Cincinnati Convention
make the preservation of the Union the matter of
paramount interest Other principles are advocated:
but if any subselrthiney is to be- made, all may be
subservient; bat "the Unien,it must be preserved."
•.On the other hand, the preservation of the Union
is a minor and secondary principle with those who
have met in convention under the title of Republi
cans. With them the preservation of the Union is
to be tolerated as a matter of contingency. Mr.
Banks committed the first act of treason in declaring
in the Halls of Congress that he was in favor of "let
ting the Union slide," unless a favorite crotchet of
his own or his associates should be endorsed.
"This is the broad and grand division of the (pas.
