Opening of the Sterling Coal Mines, in
Beaver County, Pa., Angina 20, ISan
As a fall report will he given, through the papers,
of this highly interesting celebration, wo will content
• ourselves with famishing only the following scrap.,
which we have begged from the speaker.
The opening celebration of the Sterling Coal
Mines, near Paton valley, in Beaver county, Pa.,
look place on Wednesday. At about 9 o'clock, by
the, morning mail train from Pittsburgh, a large
party left Rochester and New Brighton to partake of
a complimentary dinner at the above coal mines.
The Sterling Company is made up principally in the
cities of Syracuse and New York, with two or three
ehterprising citizens of Beaver county Pa. They
own two or three hundred acres of cannel coal lands,
above the Cannel mines, and there are valuable
, veins of bltnminous coal already open and going to
Northern and Eastern markets. The Company have
expanded some $60,000, have a railroad one end a
•half miles in length, connecting with the Ohio and
Pennsylvania road, one and a half miles west of
Boon. They gave to their guests a sumptuous din
ner, with choicest liquors and wine, accompanied
by is band of music from Pittsburgh.
Many speeches were made, songs sung, toasts
drank, &e., after which the festivities closed with
dancing. Joshua Hanna, Esq., from Pittsburgh, pre
sided on the occasion. He and many others had
their ladies with them. Among others we noticed
Gen. Wm. Robinson from Allegheny city.
Mr. Gould was repeatedly called on for a speech,
but declined in favor of younger men, (of whom
there were several prepared to spesk,)—reserving to

Toast—the originators, the promoters, the officers,
directors, and engineers—the stockholders, the butch
era and bakers, and especially the " Butlers," of the
sterling Coal and Mining Company of Beaver Co.,
Pa.,—may they one and all reap a rich reward, for
their enterprise, their outlay, their f,atiencte, perse
verance, and long suffering ; and above all for their
hospitality,—as we, their guests, on this occasion,
have jest done, for our invaluable services from nine
In the morning till the end of this banquet,—as
shone by mar indbmitable and untiring industry far
the last twenty minutes. I feel that each and every
one in these presents. has done full and ample juA
tics, to the day, the place, the occasion, and most
emphatically le the creature comforts of this been
taunt board, - which do not now remain. As in duty
bound, your humble servant has endeavored to net
full well his part, always remembering that Adam
was the first man, Mesas the meekest, Sampson the
strongest, Solomon the wisest, Methusaltun the old
es', and your humble servant nut the youngest.
The festivities, of eating, drinking, speaking, jab -
ing, singing, toasting, and so forth, being over, and

A Dutcyful Compiimene. —The Dispatch this morn
' fog, in noticing the speech of Mr. Stokes, before the
Buchanan and Breckinridge d eL, last night, pays
that gentleman the following rather doubtful rom
pliment :
" His (Mr. Stokes') address was a model of a po
litical speech. Avoiding all claptrap, and rschrw;n f ,
the assertion of naked foe. for the 'take of list, be
made a clear and well digested argument in support
of the doctrines which he advocated."
The public have now the opinion of the
as to what constitutes a " model political speech
namely, "the eschewing of naked facts" by the
speaker. Political speakers who would have our so.
temporary speak favorably of their speeches,. will
please take notice, and " eschew naked facts" in
their addresses hereafter.
The above small piece of sophistry is from the lo
cal column of an evening cotemporary. If one could
believe the writer did not perceive the difference he.
tween "the eschewing of naked facts" and " the
eschewing the assertion of naked facts for the .alfr
of effect," there would be much need of " the school •

of the coin could be bad. The houses indicated
were searched, without success. An exarination of
the accused will take place at 2 P. M. to=day, when,
if there is any thing to develop, it will probably be
brought to light.
Lawrenceville Deetiv.—The democrats of Law
renceville have rented an ttld church that will rear,
they say, five hundred. Every seat was filled last
night, and at least one-fourth of the crowd ha.l to
stand up. The size of the meeting may be judged
from these facts. The (flee Club was greeted with
hearty applause. Cul. Roth addressed the meeting
in Germs; and Dr. McClintock and George F. (Hil
mar° in English.
Those who think that'Lawrencevilleiis!igninzt the
Democracy should have been at that meeting. It
was one of the largest political meetings ever held
in that borough ; and it gave every indication that
the democracy is all right there.
Attempted Suicide in tire Juil.—Yesterday morn
ing, Frederick Teaks, a German and a married Loam,
sent to jail on a trivial charge, attempted to commit
suicide. Tie had been allowed access to the second
story for the purpose of exercise, and while stan•ting
near the Court House end of the gallery, precipita.

WASHINGTON, August 21.—The President's Moe•
sage was received and read as follows:
Fellow citizens of the Senate and HOLM of Rep
resentatives :—ln consequence of the failure of Con
gress, at its recent session, to make provision fOr the
support of the army, it becomes imperatively incum
bent on me to exercise the power which the Consti
tution confers on the Executive, on this extraordi
nary occasion, and promptly to convene the two
Houses, in order i lyt afford them an opportunity of
reconsidering a sugect of such vital interest to the
peace and welfare of the Union. The exertion of a
partial authority vested by law in the Secretary of
War'to contract for a supply of clothing and the
subsistence of the army, is wholly dependent on the
appropriations annually made by Congress. The in
disposition of Congress to act in this respect before
the termination of the fiscal year hail already caused
embarrassments which were overcome only in the ex
peetations of adjustment during the present month.
If the requisite funds he not speedily provided, the
Executive will no longer lie able to furnish Air trans
portation the equipments and munitions which are
essential to the effectiveness of a military foree in
the field, with no provision for the pay of the troops.
The contracts of enlistment would he broken, and
the army must he in effect be disbanded; the conse
quences of which would be so disastrous as to com
mand all possible effort to avert the calamity It is
not merely that the officers and enlisted men of the
army ore to be thus disposed of. their pay anti
the emoluments to which they are entitled by
the standilig laws, list that the •construction
of arms at the public armories, the repairs,
and the construction of ordnance at, the Ar
senals, and the inanufnetore of military clothing and
vamp equipage must be discontinued, and the per
sons connected with this branch of the public ear
ice thus be deprived suddenly of employment essen
tial to their subsistence; nor is it merely the waste
consequent upon the forced abandonment of the sea
li and and of the interior military posts

The continued showers which have prevailed for
the past three weeks, begin to tell upon our risers,
which have slightly risen within a day or two, but
not sufficiently to be serviceable for steamboat navi
gation. Should there be a continuance of the prey.

sufficient rice to enable the smaller class of steamers
to resume their trips. l'ntil then, business will con•
tinne restricted. There have been tome arrivals of
Produce within the past week, by ricer; while the
railroads are in?reasing their supplies. We have no

the prices generally, although well sustained, have

The Money market hes undergone no change since

sure, and the Banks continue to discount freely the
