WALKER, Secretary Scott's New Hotel An unusually large number of buildings are going up in different parts of the city ; and, if we may judge from this that the facilities for doing business are increasing, we can safely conclude that hereafter there will be more done than heretofore. If, indeed, the old fabrics, in which men did business last fall and spring, were large enough to accommodate their trade, why would they be tearing down and building larger 7 The fact, then, that large warehouses, store rooms, hotels, ,tc., are going up in every part of the city, is sure evidence of the increase of business and the prosperity of Pittsburgh. Among the many very respectable buildings now rapidly approaching completion, we would mention, as prominent, the new Hotel of Thomas Scott, Esq., President of the Merchants' and Manufacturers' Bank, situated on the corner of Irwin street and Duquesne way. This house, when completed, will be an ornament to that part of the city, and will re flect credit upon the enterprise of the proprietor, as well as upon the skid of Messrs. I. ct A. Patterson, she intelligent and industrious contractors. The building is four stories high, and a portion of it stands where the old Allegheny house (which was destroyed by fire) did a few months ago. It is a de cided improvement upon that dilapidated-looking occupying about four times as touch ground, and possessing all other marks of progress that one would expect or wish to see. It is now ready fur the roof,, which we understand is to be of slate; and when the plastering, painting, papering, furnishing, &c., is entirely completed, which will be at the opening of navigation in the spring, some six huu- Aired ,people ran find a comfortable home under its roof. The huadreds of lumbermen, who evefy fall and •spring ride with their lumber and shingles upon the Allegheny, to supply our market, will be glad to learn that the old man who has given thew so much •of his money for their lumber, has now got some of it in a shape to shelter them while doing business with us hereafter. That a first-rate landlord - - one who will keep the new house just as it should be kept—will be found - in it at all times, the well known character of Mr. Scott for business capacity, honesty and integrity, is a sufficient guarantee. Eltihusineir .31rei ing.— The meeting which was held last evening. on the lot adjoining Rea': tavern, Fulton street, in the Sixth ward, for the purpose of organizing a Buchanan and Breckinridge club for the upper wards, was large and enthusiastic, from twelve to dfteen hundred participating. The assem bly was called to order by John N. M'Clowry, Esq., when Capt. J. D. W. White was chosen President of the club, together with a number of Vice Presidents and Secretaries. THIRTY-FOURTH CONGRESS FIRST SESSION. WASHINGTON, August 13—Senate.— A message was received from the President in answer to the resolution calling fur information relative to tho protocol of the Peace Congress, in regard to priva- Leering. The Senate discussed and passed by 35 against 11, the bill regulating the compensation of members of Congress. Adjourned. //min.—The House passed the bill extending the patent to the Adams' printing press by 40 majority. The Senate amendment to the legislative, execu tive and judicial appropriation bill, was then taken up fur consideration. The question was stated on agreeing to the Sen ate's amendment to strike out the proviso, that no money be expended until persons under indictment in Kansas be discharged and prosecutions dismiss ed, .t.c. Mr. Pennington moved an amendment to the Sen ate's amendment making a similar provision, hut nothing therein shall he so construed as to prevent the indictment, arrest, prosecution, punishment or d e tenti o n io or by any court of the United States, in Kansas of any person who shall hate violated any provision or any net of Congress or in the commission of auy offence against person or property. Mr. Pennington said that he would never vote one dollar to sustain those indictments for treason, or up hold the bogus Legislature. Mr. Letcher said that the courts only could de termine whether those individuals were guilty ur in noceut. He thought that the house was poorly employed in seeking to nullity judicial proceedings by legal enactment. He should like to know wheth er Mr. Pennington and his friends were afraid of the Courts? Mr. Pennington—l am afraid of the Courts of Kansas. Does the gentleman of Virginia believe that any persons are guilty of treason in the terri tory Mr. ',etcher replied affirmatively; they have sol emnly sworn to subvert the government. Mr. Campbell, of i quo, wa,t satisfied that no person now in prison ur under arrest in Kansas fur treason would be prosecuted or punished. Mr. Kunkel wished to know how Mr. Campbell became the recipient of information denied to other gentlemen ,Nlr. Peuningt,m's amendment was agreed to, ayes 91, uays 2. Various ineffectual efforts were made further to amend. During those proceedings, Mr. tirow spoke of the events in Kansas in connection with its Courts, as a disgrace t humanity, and insisted that a limitation of the appropriation could be made without revolu tion. Mr. Davis, of Md., said if Judge Lecompte was properly reported, there was not a shadow for the charge of treason. The House had not reached the point when a revolutionary remedy was justifiable. It was childish in the extreme to withhold an appro priation from the Kansas Court, when the machinery by which it carries on its business is not arrested. Mr. Kunkel said he had a right to know whence Mr. Campbell derived his information that there will he no prosecutions in Kansio. Mr. Crimbell replied that it was well known that he had no sympathy with the present administration, nor with the party which brought these wrongs on the country by the repeal of the Missouri Compri,- 1/,. Ile repeated that he knew and believed that those men arrested in Kansas on a charge of treason for the violation of the laws of what le termed a Is-- gus legislature. would not be prosecuted to punish ment and he said to Mr. Kunkel that he never should violate the confidence reposed in him by gis • ing the source of his information. Mr. deteher said that the President had no more right to discharge the indicted parties in Kansas, than if they were detained in Virginia.
