Procrastination appears .to be a common fault with legislative Jiodies j, postponing impor tant matters'to thi las ihonerit, when they are on ! in ,the hour of atijottrnnient, without Oat consideration and deliberation, required for Vietll legislation. In the present case,the less dotie by Congress the better for the eettitry, for no one can expect anything good of snch i men as compose a majority of the House of Representa tives. Monday, Tuesday and Wednesday were spent by the Senate on internal improvement hills, cleaning the docket of .the large-number of bills of this description reported from the Committee on Commerce. Twice Mr. Hunter urged upon the Senate the importance of taking up some of the appropriation bills, but a majority of the Senate insisted upon proceeding with the river and harbor bills, to the neglect of all other buoiness. And it is boasted by the Black Re publican press that a Democratic. Senate followed Mr. Seward's lead in this matter, who resisted Mr. Hunter's suggestions., The, beast is well founded, and it places some of ~ .tl:(e. B eintiorats of the Senate in an unenviable - - poOition - indeed—in the attitude of following the leadership of the Prince of the Black Republicans. Such asso ciation might reasonably suggest some question as to the orthodoxy of their position. The whole series was duly passed with 'here. and there an exception, and sent to the House of Representa tives for its concurrence. The lateness of the session may prevent notion there, and, in that case, they will be laid over to the next •ftession. On Thursday the Senate took up and acted on the army appropriation bill. The Committee on Finance recommended a single amendment only to strike out the Kansas clause, being the amend ment offered by Mr. Sherman in the House. As usual when any question in any way connect ed with Kansas comes before the Senate, a long I debate arose on the amendment, involving the I merits of the whole Kansas controversy, con ' tinning until nine o'clock at night, when the Black Republicans gave it up, and the amend ment was struck out. The issue is now , made between the two Houses on this amendment alone. Will the House insist upon its intention and cause the loss of the bill, or will back out from the revolutionary position it has assumed ? If the House now adheres to the clause the bill will go to a Committee of Conference, and, as the members of this Committee on the par'l of the House are appointed by Mr. Speaker Banks, the bill may be said to be in his 'hada. - . What can be expected from one wbo is ready " to let the Union slide " under certain circunistances ? Will he not say that the abrogation or the laws of Kansas, or at least,-to forbid their execution by the President, constitute the state of circum stances justifying revolution" The day of trial is close at hand. If any of the appropriation bills be defeated, the Black Republican majority of the House of Representatives are congratulating themselves in advance, that they can convince the country that their defeat will be owing to the Democratic opposition. They seem to forget.: that the majority is always responsible for the acts of any legislative body. Before final action he reached on this bill, it will happen that the positions of the two parties will be completely reversed. The Democrats will vote to concur with the Senate's amendment, while the opposition will present the true issue as to responsibility for the defeat of the bill, if it happens to be defeated. The impression however is that the Black Re publicans will tremble and back out when the issue is squarely presented. ' The remaining appropriation bills continue to occupy the time of the House. The bill for the support of the navy passed through without a Kansas rider. It embraces all the provisions as reported from the Committee of Ways and Means with a few other items added by the - House it -elf The bill providing for the support of the legislative, executive and judicial branches of the government, was not so fortunate ; it contained several items for the support of the Kansas Ter ritorial government, and Black Republicanism could not permit them to pass without applying a set of riders. These not only restrain the executive branch of the government, but attempt also to coerce the judiciary—e, majority' of the House thus assuming power to control eneh and every branch of the government. Mr. - Grow's amendment, directing that all indictments and prosecutions in the Territory of Kansas under its laws, shall be withdrawn before any payment of money is made under this bill, is tf.ftrther step in the path of revolution. This is the legitimate result of that higher lawism which mocks at the ConstitutiOn when Witands in the way of the accomplishment of selfish purposes; it is a bold attempt, in defiance of the constitu tion, to render the courts of the country subser vient and obedient to the commands of a mere majority in one branch r , f the legislating power. Let the country see in this the efforts of the abolition party to overthrow those checks and balances which it has been taught to regard as necessary to maintain our form of government. A resolution has passed the House to pay Andrew H. Reeder per diem and milee'gewhile he was contesting the seat of John W. Whitfield as delegate from Kansas. This is merely trbonus of three or four thousand dollars by the pack Republicans to Gov. Reeder for his efficient services in promoting the cause and sehreeehing for freedom. It pays very well for abolitionists to contest a seatir• Co . :gross. There are still further accessions to Mr. Buchanan among Southern politichins A few nights since Mr. Percy Walker, of littibile, elected to Congress as an American, made known his intention no longer to act with the Know Nothing party, but to support the Democratic Presidential ticket. Hon... A. G. Watkins, another opposition member from Tennessee,-has di fined his position in a written letter, Mr. Clayton, the Delaware Senator, has authorised the announcement that he shall support neither Fillmore nor Fremont, reserving for the future his decision whether to remain neutral or positively Co give in his adhesion to Buchanan arid Breckinridge. James C. Jones, ,Senator front Tennessee, yesterday came out for Bnchanau; .atter the adjournment of Congress be will canvass his State for Old Buck and Young Kaintuck. Eustis, of Louisiana, also follows suit and deserts the Know Nothings. The Southern States will be unanimous for the nominees of the Cincinnati Convention. The election returns demonstrate two facts —that Mr. Fillmore has no strength at the South and that the presidential contest is to be a strictly sectional one. In Kentucky the Democratic majority will he very great; and iu North Carolina the Democratic majority is perfectly overwhelming. In the latter State the contest was a strict party one, both the candidates for Governor being talented and popular gentlemen. In Missouri it will he a one-sided contest in November, whatever may be the result ef the triangular canvass for Governor. lowa, the only Northern State that has held an election, is eiven over to the enemy. gaining a member of C•oneress. Buchanan and Fremont are before the country as representatives of a national and w'ctional ticket, and the contest ie betwegrthem.
