thermometer at 90° in the shade, it is quite a task
to walk up Penn street to Ald. Wilson and Parkin
aea's offices. We thought so yesterday ; but after
arriving there we found other people in trouble too.
i'rom what we could learn it appeared there had
been a free. light at, the canal basin, in which an in
dividual Who sails under the cognomen of Thomas
Mandell, did, the pence and dignity of the Common.
wealth to the contrary notwithstanding, beat and
otherwise abuse a person named John Bannon.
Thomas acted rather independent while in the office,
and wished to create the impression that it was no
harm to "lick" an Irishman. Parkinson, however,
thought differently, and in default of bail, gave Tho
mas an opportunity to meditate, by sending him for
a "few days" to the county boarding house. A
man named George Barnett was also committed for
abusing Bannon, wbo, from ell the circumstances,
appeared to be a kind of victim ; at least we thought
eo from the fact that he presented a very battered
physiognomy.
C. Baer swore that a man named Henry Mungel,
did pull out a knife and pistol, with which tools, he
proposed to take his life. Mr. Baer fearing that
Henry might in his wrath slay him, made a surety
of the pewee case out of it. Parkinson filled up the
PaPem
Joseph Davis swore that some man, (to give his
own words,) " struck me and kicked and jumped on
me with his feet., and pounded mrface badly." A
look at Joseph's " mug " was *ate enough to con
vince us that he was telling the troth. Alderman
Parkinson issued a warrant.

ing August 3a. was 28. Of these there were 10 males
and IS females-2:1 were under 10 years of age, and
5 aged between 30 and GO; 13 died of cholera in.

Wssanrrow CrrT, August 6.---Sendle--The ,pro
ceedings have been of an nnimportant character.
Mr. Seward introduced a bill which was. referred
to the Judiciary Committee, to provide for a change
of venue in certain criminal oases now pending in
U. S. Courts in Kansas. This is founded on the
petition of Robinson and others, which was present
ed yesterday.
Mr. Hunter moved to take up the army appropria
tion bill.
Mr. Seward wanted to finish the internal improve
ment bills to-day.
Mr. Hunter insisted that the appropriation bills
deserved precedence.
Mr. Douglas was for sitting out the army bills.
Mr. Clayton thought the appropriation bill should
be first acted on, as there was some danger of their
being lost. He expressed his dissent from the idea
of having night session, for it was beyond human en•
durance to sit lure all night this hot weather, and
millions would be voted away by less than a quorum.
Mr. Hunter's motion was lost by 3 majority.
The Senate considered and passed bills containing
appropriations for the improvement of harbors at
Apalachicola, Charleston, S. C, Cape Cod, Provi
dence, Georgetown, D. C., Hurigate, Bayou La
Fourche, inland passage between St. John's and St.
Mary's rivers, Florida, Mobile harbor, Hudson river
steam dredge, Lake Michigan, Cape Fear, a wagon
road to the Pacific, and five private bills.
Mr. Fish presented a petition from the Ocean
Steam Navigation Company praying for a renewal
of their contract, and against the bill to make ono
with Vanderbilt
The Senate adjourned.
House—Mr. Orr presented the credentials of Mr.
Keitt, re•elected from South Carolina, who was
sworn in.
Mr. Thorington reported a bill granting lands in
Nebraska, Minnesota and Kansas for railmadawhich
was referred to Committee of' the Whole on the State
of the Union.
Mr. Bennett, of New York, reported a bill grant
ing 1,500,000 acres of land in Mississippi for a
purpose, which was passed—yeas 93, nays 59.
The House then went into Committee of the Whole
on the Legislative, Judicial and Executive Appro
priation Bill.
The clause appropriating $BOO,OOO to pay the ex
penses of the Courts of the United States was read.
Mr. Grow moved the proviso that no part of this
money shall be expended for prosecuting or detain
' ing any person or persons charged with treason or
any other political offence in Kansas.
Mr. Grow desired to withhold support from a
Court in the Territory in order that prosecutions for
alleged treason may terminate.
Mr. Phelps wanted the question met in an open
and manly way. The amendment in effect proposed
to shield traitors from deserved punishment.
Mr. Stanton moved to amend by adding " or any
prosecution which has heretofore boon instituted for
political offences." He wished to express his disap
probation of an army being employed in the nefari
ous work of crushing out Free State settlers and to
preclude tho United States trout paying out even
one dollar to fillibustering and marauding parties.
Mr. Keitt contended that these amendments asked
the House to make itself a judicial body to deter
mine whether treason had been committed and ile•
cide in advance of the proper tribunal whether the
laws bad been violated.
Mr. Grow's amendment, together with Mr. Stan
ton's, was adopted by a vote of 69 against 57.
The Committee rose when Mr. Campbell of tilito
suffered a substitute for the hill, omitting the clause
making appropriations for the Kansas legislature and
excluding the provisos of Mr. Dunn, sberman and
Grow, restricting the proposed expenditures.
Mr. Washbnrne, of Maine, raised the point that
the substitute was not in order, as it was opposed to
the action of the Committee of the Whole on the
Union being superseded by that of Ways and Mean,.
Mr. Campbell replied that he slid not speak for
that Committee, but for himself, and explained at
length his reasons for offering the substitute.
The Speaker sustained the objection taken by Mr.
Washburn.
The House proceeded to act on the amendments to
the Bill reported.
The House voted on Mr. Dunn's amendment that
no part of the money appropriated be drawn from
the treasury till the passage and Presidential appro
cal of the act for the pacification of troubles in Kali -
sas, which shall, among others, eouLqin provisions
restoring slavery restriction to Kansas and Netira,
ha. Rejected by a vote.
Mr. Grow's amendment to the appropriation for
the judiciary of Kansas, that the money shall not Le
drawn from the treasury till the criminal twirl,u

the money be expends 1 far prosecuting or detain
ing any person charged with treason, was agreed
to by 82 against 62.

The President has communicated to the Senate in
reply to the resolution calling for information rela
tive to affairs at San Francisco, together with the
correspondence on the subject. A letter from t h e

with their ammunition and appliances, promising

parable obstacles to the action now demanded, re

e 1.41013 he approves. Mr. Cushing argues that there
is no evidence in the Governor's statements or other
authentic information that in what has occurred at
San Francisco, there was committed or threatened
any art of resistance or obstruction to the Constitu
tion, laws or official authority of the United States.
Th o p res id en t i s on ly t o he moved to action by the
legislature of the State in which the insurrection ex
ists, or by the executive of such State, when such
legislature cannot be convened, and when imminent
or extreme public disaster can he avoided only by
such interposition of the federal government. Ile
says the whole constitutional power of California
has not been exerted, and it does not appear that
the Uovernor took any steps to r invene the legisla
ture, although that remedy might be adopted, and
I had its effectual application to the evils long before
any such remedy could bo demanded from the Pre
sident.
Brook - a and Burlingame Again.
list.riunne, August 6.—A further correspondence
is published in relation to the Brooks affair. Mr.
Lane says that inasmuch as Mr. Burlingame was
willing to meet Mr. Brooks anywhere, he is directed
by the latter to request that a place of meeting be
designated, and that in behalf of Mr. Brooks he is
authorised to name any place within ton miles of
Washington to accept any place within one hundred
miles of Washington. Mr. Campbell replies that
his authority to act as Mr. Burlingame's friend
canoed on the. 26th ult., and ho returns Mr. Lane's
note, that he may communicate with Mr. Burlingame
as he thinks proper. Mr. Lane again addresses Mr.
Campbell, informing him that Mr. Brooks will await
Mr. Burlingame's address or return to the city until
Tuesday, and then make an expose.
