The same thing will occur on a grander scale
should Mr. Seward' ever succeed in becoming
President or placing a creature of his own in the
P—ldent;al chair. Disunion would of course
follow, and the South would , at once require, for
•is own safety and the preservation of its prop
erty, to tuff.- -var upon the North. Slave prop
erty would not be worth holding on the northern
frontier of the southern republic without some
provision fur the capture of runaway slaves,
which the South could not expect (rum the North
except at the close of a successful war. - Rut,
besides the South, the West would in all probti ,
bility fall away. Divergent and hostile interests
would spring up between Wisconsin and New
York. Ohio would refuse to be governed by
Massacb wet ts, and would in virtue of its superior
population insist upon claiming a preponderance
in the councils of the Northern Republic, which
the smaller States would rebate to concede. The
wisest thinkers who have written upon the United
States have fortold a division between the west
and the seaboard as even more likely to occur
than one between the North and the South. The
rivalry that the experience of the Republican
party has Miown us would spring up between the
leaders of the Northern Republic. would be the
-entering wedge that would produce the split. In
a few years, instead of one, we might have four
or five Republics, all animated by the bitterest
feelings of animosity towards each other, and
effectually neutralizing each other's piogress.
We might—indeed, it is rational to suppose we
should repeat, for the benefit of the delighted
Monarchs of Europa—the shocking spectacle
which was presented in former times by the Gre
cian, more lately by the middle age Italian, and
which is revived in our own day by the South
and Central American Republics.

show how utterly demoralizing and paralytic are
the results of domestic agitations on the subject
of slavery—if they have not served to exhibit
how, by their influence, the goverment has been

macy—how it has alike distracted our councils,
of legislation, weakened the executive arm, in
troduced into our political system the elements
of anarchy—how it has arrayed section against
section, impaired the public confidence, and
caused distrust and suspicion by one department
against another—if these fruits are not enough
to teach the people the folly and madness of fur
ther agitations, and of the great necessity' of re
turning to the Federal Constitution as the guide
of our actions, then experience is thrown away
and national morality and wisdom utterly de
' throned.

There are, in fact, but two parties—those who

indirectly, on the question of slavery, the fide
ral constitution, and those who sustain that com
pact. All intermediate ground is a etontifrontise
I etwern right and wrong—a Compromise which can
not be maintained, and which must be surrendered
as the contest advances. The constitution is are
only basis—the terminus of all ethical and an just
political deductions from the premises.
We have come to that point in our domestic
affairs when it is necessary, and absolutely ne
cessary, to know alike our friends and our ene
mies. Pardee are to be known by these desig
nations as much as in time of war. ,On the side
of the government is enlisted the representatives
of all our material wealth and all our productive
industry, whose tenures are found in order, and
the faithful discharge of public duties. We have
also enlisted against: the agitators the patriotism
of the country—a patriotism that achieved its in•
d e pendence, and that now as vigilantly guards
its honor as in the days of the Revolution. It is
a practical patriotism—a liberal, magnanimous
patriotism—a pervading, sleepless patriotism ;
and it is not only capable of sustaining the gov
ernment, but is able to put down and utterly die
grade its enemies. And it will do so. What we
claim is its union into a great party ; and that
union will be effected the moment the public lib
erties are seriously menaced, whether by abo
litionists at home, or by governments from
abroad.
If ever that hardened wretch has felt an emotion
of shame —if ever he has felt a sensation of hu
miliation—will he not feel it now, when he sees
his own opinions, like Actean's dogs, tearinghim
to pieces, and rending him . away from the only
part of his experience which preserved him from
universal detestation and scorn.

ceetlings of the twenty. third annual meeting of
