Now, in the first place, supposing that such designs are entertained, will it be likely to lead to a war with that, or any other European na tion ? One of the most influential of the British Reviews "Minks not. in speaking of the present difficulties between England and this country in relation to the Central American States the re viewer thinks that England should not contend with ns about the matter, and should not desire to prevent our acquiring the possession of those States if we desire it. It thinks England would be beneatted by it.' Now, no better English authority can be found F' o ' ;',.• • than that. And it is not alone in that opinion. Other English journals have from time to time expressed a similar opinion. They think it time to give up the attempt to prevent the expansion and growth of the great republic. It is evident, then, that any design we may entertain in re gard to the Central American States will not in volve us in any war with foreign powers. The next question is, dors the Democratic par ty design to acquire new territories in that di rection? The Cincinnati Convention no doubt expressed the views of a large majority of the portion the subject. They were contained in the following resolutions, which were adopted by that Convention, not as a part of the party plat form, but as an expression of the opinion of the Convention : S. Resolved, That our geographical and political position in reference to other states on this continent, no lees than the interest of our commerce, and the development of our growing power, requires that we hold sacred the principles involved in the Monroe doctrine, and their binding import, which admits of no misconstruction, and should be applied with un bending rigidity. 9. Ls it not proper, then, that we should seek to acquire controlling influence over that sea, end in those states" The safety of our coast, and our commerce, add of our Pacific States, require it : and no European nation has a right to pre vent it. Such a purpose Implies no design to extend our sway by conquest or by force. But if force be needed to prevent the control of those regions passing into other and hostile hands then force should be employed in that direction arc (co va,t an.l too vital to be abandoned through an idle fear. And they will not be abandoned while Democratic policy pre. 'nab! Tbo English reviewer say, those Cent' al American Staten are rich in natural resources, and would be developed and made great Stater by the energy and civilization of tbe Anglo- American race; and should annexation he offered, it would not he rejected. Such is democratic policy, and that i. what the abolitionists call tilli bustering. The name objection were made to the seqqisiOon of the Louisiana territory and Texas, and New Mexico and California. Yet under democratic rule they were acquired, and the people approved it in every instance. Demo erotic policy, then, ha, not changed ; nor has the public mind of the nati,,n changed. They Cann be Caught. We find the following paragraph in the Loni.- villa Courier: " The know-nothings are more liberal in Indiana than they liaie been before. They had a county Convention in Brookville last Saturday week, and at this Convention they nominated the German Protes tant minister as a candidate for treasurer, and Simeon Bath, a German Catholic, for sheriff. By this they thought to secure the German vote, both Protestant and Catholic, for their other candidates. But they got fooled, as both candidates declined to run under that party." Think of that Know Nothings of Indiana nominating a German Catholic for Sheriff, and that German Catholic indignantly spurning such a nomination from such a source. And such is the news we got from all quarters. Their pa pers are bought up but they refuse to be sohL Long before November next the know nothings and republicans will find out that the money in vested in German papers is a bad investment. The German voters have some ideas of their own. Falsehoods were told as to what speakers , would be here. The great - contractor, George Law, was to be here. Burlingame was to be here -awl give us some more Massachusetts infidelity. It was to be a wonderful treat, and desperate were the efforts made to find guests. The lame, the halt and the blind were urged to come; and out of eighteen thousand voters in this country they get together of all parties less than three thousand men and boys ; not to hear the speakers promised, but to hear a young gentleman who was formerly an attorney here, and Wm. F. Johnston. Wilson came to teach us Massachusetts abolitionism, and disappointed all by his weak voice and weaker discourse. He is a failure ; one of those who are thought great whih; a great ways off. Now, with all the efforts made the meetings should have been twice as large. Hundreds of Democrats were there to look on, and they help ed to make up the " mass." We have seen nothing more encouraging to the friends of the Union, than these two half rival, half allied meetings. We feel now more &Went than ever of the success of the only national party. Such abuse of foreigners will secure the Dutch vote, will itY To announce a German speaker in order to draw Germans there to hear themselves abused is a new way to win votes. The German must be disgusted at this open attempt to treat them as dunces who can be led astray whenever some demagogue affects to admire that " sweet German accent." • The rich Irish brogue" is not talked of yet. The Democrats will get to work before long, and then some speakers will be here worth bear ing. And their speeches will not at all tend to one idea of "up with the niggers and down with the Irish and Dutch." [From the Detroit Free Prem.; is it a Fair Measure I On the day previous to the passage through the Senate of the Kansas bill, introduced origin ally by Mr. Toombs, of Georgia, John Y. Hale said of it: " I take this occasion to say that the bill, a: , a whole, does great credit to the magnanimity, to the patriotism, and to the sense or justice of the honorable Senator who introduced it. It is a much fairer bill than I expected from that lati tude. I say so because lam always willing and determined when I have occasion to speak any thing, to do ample justice. I think the bill is almost unexceptionable." This was said before the adoption of the amend ments invalidating the offensive laws of the Kansas legislature, and providing that citizens who may have left the Terrritory in consequence of the disturbances therein, and who shall return prior to the first day of October, shall be entitled to vote. Without these amendments,. John P. Hale conceded that the bill did great credit to the magnanimity, to the patriotism, and to the sense of justice" of the author of it. But he arged one objection to the bill ; he did not know who might be selected as agents to carry it out, whereupon Gen. Cass said: I feel authorized to say that the selections of Commissioners under this bill by the Executive will not be a local or a party question.
