Browne, a Sen ator from Philadelphia, which passed both branches, -was signed by the Governor, and went into operation on the first of July. This law requires all foreign Insurance Companies doing business in this State to have a paid capital of 8200,000: and to make a de tailed statement of their affairs for the past and pre sent year, to Do filed with the Auditor General. I t the statement is satisfactory, a license is then issued to each agent annually, upon the payment of each year for the county of Philadelphia $2OO ; ny and Lancaster each $1 SD ; all other counties each $lOO. and a state tax of 3 per cent., on the gross re ceipts of each Company, without regard to profit or loss: This law is very burdensome on foreign Coal Panies, and wilt succeed in driving all, or nearly all, of them out of the State. To show its onerousness we would state that its tax, including the ucesseery expenses, on the...c.tna. of Hartford, C..unectlew, - one of the safest Companies with a iery capital—is equal to about '22 per cent. on it, actual business.
