;When Dr. Franklin was our representative at the
ouit of Louis xvi, he was asked by the king what
~would be oar .probablo increase of population in case
the colonies were successful. He replied that he
thought--the population would double itself every
tibeety-five years. The first census was taken in
situd, between that period and 1840 the popula

lightful thought, that one hundred and ninety mil.
ILions.of.ivimericasi Freemen will gather, as we are
gathered, under the same Star Spangled Flag that

I know you will bear with ins, (continued the
speaker,) while I turn your attention to the origin
and-significanse of this flag. It is not the flag which
"the Colonies unfurled when the first blow was struck
forfreedom. As late as February, 1770, we find an
,Ameeican ship of war carrying at her masthead the

The Stars and Stripes" were adopted after the
Declaim:don of Independence by the American &ores
he Congress assembled. The rattlesnake was a fierce
and hostile banner fit only for war. It was "of the
earth—earthy." But the other has its firmament in
the heaven, and to them appealed for its stare.
-While it flashes fire in conflict, it adorns with be
nignant smiles the path of peace. (Applause.)

Bodes Arctic Regiona at Masonic Hall.-- -The con
Untied popularity of this thrilling exhibition, and tl e
associations itAwakens, is not surprising. As a work
of art., , lt stands unrivalled. As an epitome of a sea
and region with its ice-bound shores, and towering
pyramietalif led, with their "cloud-cap'd towers,"
and wild winter landscapes, it possesses au interlnd
at once striking and appalling. A lady remarked the
other erooteg, while watching its movements, as it,

seemed to — tieri ono
revolution, that she felt Ille-vo.xs • from the ice and
snow-clad mountains. This is not arto z ~,,
imaginary idea, for the impression made on on 1'
the senses by an object perfectly represented acts up
on the others, and produces an effect almost equal to
that as if applied directly to them al Thus it is,
that this exhibition on these warm nights acts as a
fan to the human system, and causes a sensation of
cold, while the mind, warmed into action by its truth
and power, in its mystic operations, places us ou

I known female offender, named Frances McCullough.
wattgre.sto kesterday, says the Chronicle, on charge
of fiandstlently obtaining some $23 worth of goods
from 140 glass . establishment of Thomas ek Marks, Bt..
Clair street. The accused, it would appear, called at
the atone of the prosecutor, and, by representing her
self as a servant in the employ of Dr. Hartman, of
Anulusny aity, and stating that he had sent her
there, pruenred some twenty-three dollars worth of
soods,;nonalsting of various articles of glass sod
c hin* ; N am. She carried the articles to the jail, and
there distributed a portion of them among her friends.
Jailor Phillips•entertained a suspicion that she did
not come by the property honestly, and he questioned
her closely on the subject. In reply she stated that
she giit them - from a man for whom she was going to
play an organ, at Wheeling, and scouted the idea of
her having stolen thorn. The articles given to the
parties in the jail were promptly returned, as soon as
it was ascertained that she obtained them dishonest
ly, and the officer,ls Vow in search of the, remainder,
whieb,lt is believed, she disposed of in the 6th ward.
The offender was. committed.

Heart-rendin#'eurn„.::4:-Yeeterday morning about 4
o'clock a young boy named John Desmond, about 14
year* of age, who worked in Adams' glass works, on
Roes street, after. leaving his work, went, in com
pany with a youth near his own age, to the Monon
gahela river to bathe. John dove in first, and im
mediately found that the current was suoking him
under a flat near by, and called to his companion for
help, but before assistance could be . rendered, the
spirit of young Desmond bad flown to that " bourne
whence no traveler e'er returns." This case, among
many similar ones, is peculiarly distressing, for he
was the main stay of his widowed mother. He was
all she bad to support and comfort her in the de
cline of life ; and now he is gone. May He " who
tempers the wind to the shorn lamb," be the solace
and comfort of this aged and now childless widow.
The Duquesne Fire Company.—This important
branch of our fire department purpose taking a com
plimentary benetifiat the theatre next week—thy pro
ceeds to be devoted to the repair of the company's
house, the purchase of hose, ‘te. Mr. Foster, who is
now in the East, has kindly granted them the use of
the theatre for the occasion, and most of the actors,
amateur and otherwise, now in the city, have volun
teered their services for the occasion. We have nut
been apprised of the evening on which the benefit is
to take place, but when it does come we are sure it
will be a "rouser."
The above is from the Chronicle, and we endorse
all that can be said in favor of the merits of the Du
quesne to a complimentary benefit- The affair, we
are informed, will come off on Friday evening next,
the 18th inst.
In our account of the mowing and reaping match
that came off on Mr. Kelly's farm, near Wilkinsburg,
a slight mistake, calculated to do injustice to the
committee, was made. Instead of the prises being
advertised for the best reaper and mower combined,
the silver medal was to be given to the best reaper,
and the silver cup to the best reaper and mower com
bined. Strife in such a matter as this is commenda
ble, and we have no desire to do any party a wrong.
lo Totrn.—Yesterday we had the pleasure of meet
ing, at the St. Charles hotel, Col. Thqs. C. McDow
ell, of Blair county. Torn is one of the best law
yers in his district, an eloquent defender of Demo
crttLic principles, and a man, socially speaking, in
whom dwells a heart that those who know him beet
say equals in size a ten plate stove.
Mr. Porrl'rk A - err, of St. Charles Furnace, Clarion
county, Pa., directs all correspondence, papers, Sc.,
addressed to him, to be sent to New Bethlehem, in
stead of to Leatberwood, his former Post Office.
There isnow a daily mail from Pittsburgh to Brook
ville, by way of New Bethlehem.
The Broicwirilte Boats.—The Jefferson and Lo
%erne, as well as the boats for McKeesport, West
Newton and Elizabeth, are now making regular
trips. They leave at SA. M. and 6P. M. Passen
gers can depend on their departing regularly et the
hours advertised.
Fifth 'Ford Property at Auction.—We call the at
tention of our readers to the advertisement of prop

be sold this day at 2 o'clock.
Prank Gordner will appear in Birmingham thiN
.evening for the last time. We understand be will
perform in this city in a few days, where of course he
will be greeted with full houses.
Rev. Thomas U. Stockton is announced to preach
to-morrow morning, at 194 o'clock, in the First M.
P. Church, on Fifth street. Mr. Stockton is one of
the moat eloquent clergymen in the Union.

FIRST SESSION.
WASHINGTON, 411.170,—Tbe .89/late. proceeded to
the consideration of private bills.
The Senate passed thirteen bills, one granting the
w id ow of -c ommo d o ii, Rtssatur $5O p e r month for five
years.
The bill for the relief of M'Cormick, pro Posing to
allow him to go beide the Commissioner for a re;
newel of his patent, on the ground that his-former
application was refused through a technicality, was
defeated. It was rejected by 9 majority.
The Senate adjourned until Monday.
Ffoase.—Mr. Oliver, of Mo., from the minority of
the Kansas Investigating Committee, made a'report,
in which he says the resolution on which the Com
mittee was raised, was simply to collect evidence and
report the same to the House. He had no expecta
tion beyond this being done, and arraigns the report
of the majority as altogether ex parte, remarking
that many statements without facts front testimony
to support them.
He states that the evidence shows Whitfield to
have been duly elected delegate in November 1851,
and while the testimony is conflicting and directly
contradictory ou some points relative to the election
in March, 1855, for members of the Legislature, yet
from the whole it clearly appears that the anti-sla
very party was in the minority in fourteen out of
eighteen election districts.
The aggregate votes cast for their candidates
throughout the territory, as they appear on the poll
books, was short of 800, while by the census taken
in the territory before, there were 2005 legal voters,
without allowance for emigration Woe fide settlers.
Ile states that there was no evidence of any force or
violence used to prevent any man from voting in the
territory; no evidence of a single assault and hat
tory about voting on that day ; no evidence assail
ing in the slightest degree the correctness of Gov.
Reeder's judgment in awarding certificates of elec
tion to members of the Legislature. That legiila
tore was the proper law-making body, and therefore
its laws were valid as far as consistent with the con
stitution of the United States, and the organic act,
and Mr. Whitfield being duly elected in pursuance
of the law thus passed is entitled to his seat. Mr.
Oliver reviews at great length the existing troubles
is Kansas, saying that front the evidence they ore
properly chargeable to the revoiutionary movements'
of those who get up the Topeka Convention and
have pledged themselves to resist, at all hazards, the
laws.
The 1101180 resumed the conaideration of the re
port on the Sumner assault. Mr. Allison contended
that this subject involved not only the rights of Mr.
:laminar, but of the people. This wax not merely a
private quarrel ; the sanctity of the Senate Chamber
had been violated by a member of this Hous e , w hi c h ,
bowel:4 r unpleasant, should punish the offender.
Mr. &week :aid there was no cue on record show
log the expulsion of a member for assault and bat
tery. Ile argued that the case pending would not
0 arrant the interposition of the House; no such dis
orderly behavior for which the Constitution provides
punishment having been committed.
Mr. Summons argued that the protection of mem
herr from insult for any thing said in debate was Or
Serlool to freedom of debate, and he, therefore, sm
'mined the position taken by the select committee in
their report.
Mr. Wilson said this whole matter had been invest
cd with en importance quite unmerited. When the
forts were developed, he found nothing but a per.
rune! controversy. The House had only a limited
power over a member, and could not punish for dis
orderly behavior, unless committed in open session :
and could not expel for offence committed elsewhere.
Mr. Eddie =aid the House owed it to themselves for
the protection of their rights; they owed it to the
nation in defence of a great Constitutional principle
to pass a resolution of expulsion, and touch as ho
regretted the tiee.6.sity, he %Van constrained to vote
its passage.
Mr. Giddings tendered to Mr. 'Brooks the whole
sympathies of his heart, for he recollected that Ii
years ago he stood hero accused, but on a different
charge, without being permitted to open hie lips, or a
friend to utter a sentiment in his behalf. He said
that Mr. Brooks had satisfied the law relative to es
stult and battery, but had unatoned for a great crime
comitimed against the Coustitution, a blow made
against the sovereign rights of the people. Ile en
dorsed every word of Mr. Sumner's speech.
Mr. Campbell, of Ohio, wild he should to-morrow
endeavor t.. close the debate by moving the previous
in order that the vote be taken on Monday.
The House then adjourned.
