a remarkable fact, that during its late triumphant

THIRTV.-FOURTH CONGRESS
S}:SSIO.
WASHINGTON, July d.—Sc rate. — Mr. Douglas, from
the Committee on Territories, to which was referred
the House hill to admit Kansas as a State into the
linion, reported back with nn amendment striking
out the preamble and all after the enacting clause,
and inserting the bill passed by the Senate on Thurs
day. He asked for its immediate consideration,
whtch was agreed to.
Mr. Douglas proceeded to eilvuoate the amend
ment.
Mr. Douglas remarked that the proposition before
the Senate wes a plain one, namely whether they
would admit Kansas into the I with the Tope
ka ConAltution, or whether they would substitute a
proposition, which, after having been modified to ob
viate objections made again , t tt, hind been adopted
by the Seuate, after full and thorough examination,
the other pied. There Ira- 1,0 evidence whether a
.11111k/rity or minority of the people of Kal - IRAA noted
for the 'topekii Constitution, but it was known that
tl,e Constitution which hail been presented here, and
which it vans now proposed to legalize, was a moth

rr•in general reijert and newspaper stet Cements, but it
wit. proved by the report of the House Committee of
liiiestigat,on, mud in i•iimmenting on that report he
charaeterited it tur partial. unfair and unreliable. fie

submitted by him.
Mr. Co lldwer. a member of tl4 Committee on Ter
