MONDAY MORNING WASHINGTON, June 29, 1856. • week on Territorialbustness—Voile of the Black Republicans in pressing the Topeka Constitution —A new Kansas bill in the Senate—A real measure of pacification—Oregon as a State r :- Amending the rvles of the Senate—The Campaign —Buchanan to be elected—Hands and Sops— Benton—Hamlin. The past week having been devoted exclusive ly to the consideration of Territorial business, general debate in the House of Representatives on political topics was suspended, although 'the discussion on the Kansas bill had a hearing upon such topics. A number of territorial bills were disposed of, and the House proceeded regularly until it reached the bill to admit Kansas as a tstate under the Topeka Constitution. The pre vious question has been called and sustained on this bill, and the various amendments will first be put to vote. The subject will occupy the atten• lion of both Houses daring the greater part of the week. The Black Republicans of the Rouse, after sending a special commission to Kansas to inves tigate the nature and cause of the disturbances in that Territory, in order to be fully advised of the proper remedy to apply, have not waited for a report from that Commission, but seems earn estly desirous of anticipating that report, as though they knew it would not sustain the action they propose. They have placed themselves in the position of acting without the information they themselves demanded should be procured. The Commission. is now here, and will make a report in a day or two. Mr. Oliver will present a minority report. Accordingto present appear ances, the Topeka Constitution cannot pass the House of Representatives, if all the Democrats are in their places as they should be. During the week, several new propositions have been presented in the Senate, providing for a settlement of Kansas difficulties, all of 'which, together with the bill originally reported from the Committee on Territories, have been referred to that Committee, for further consideration and report. To-morrow a new bill will be presented, based mainly upon Mr. Toombs' proposition. • It will yield nothing so far as the great principle involved in the Nebraska bill is concerned—that the people of Kansas and Nebraska shall settle, their domestic institutions for themselves, accord ing to their own interests and wishes—but it will carefully provide for the ascertainment of views and protect them from improper outside interfe rence. Such is WI! character of the political speeches in the House of Representatives. Northern and South ern opponents of the Democratic party disagree among themselves, yet co-operate in waging a war upon the only national ticket in the Freed lettlial field. Mr. Carlisle, the lone star from Virginia, takes the lead in waging a war against Mr. Buchanan, yet he should know that his course really tends to the election of Fremont— that is, if Fillmore had the slightest chance of carrying Virginia or any other Southern State. Thu result of the presidential election mast be the election of Buchanan, or of no one by the people. In the House of Representatives, Banks' election as Speaker is a premonition of what re sult might be expected. Mr. Carlisle anti othtr Southern Know Nothings may make a show of opposition to Mr. Buchanan, but the people of the South understand too well the real issues of the campaign to be led away by false reasoning and corrupt leaders. The settlement by the Cincinnati Convention of the quarrel between Herds and Softs, is not adhered to by those factions with the readiness then and there promised. The division of the party in New York will continue; that may be set down as a fixed fact; yet a single electoral ticket will be arranged, so that a hearty co-op eration may be effected on the Presidential ticket. The arrangement of a united State ticket in New York makes difficulty. if a few of the leaders could be driven to the shades of retirement, the mass of the party would find no difficulty in get ting together. Benton, in Missouri, is seeking I to secure his own re-election to the Senate, at d to give the vote of the State to Fillmore. He cannot succeed in the latter object. In Maine, the coalitionists will probably nominate Hamlin fur Governor, hoping with him to carry the State in November for Fremont, In North Caro lina the State campaign is in progress and Gov. Bragg will beat his Know Nothing competitor at least ten thousand votes. That will demonstrate what Mr. Fillmore's strength is at the South. The prospects of the caniptiign .are flattering, even If the contested States only are kept in view. With Pennsylvania and New Jersey, there can be no doubt of the triumphant success of Bu henna and Breokinridge—of "Old Buck" and Young Kaintuck."
