WALKER, Bacrotary. Meeting of Select Council.—The Select Council met last evening, Mr. Clarke in the Chair. Members present—Messrs. Alexander, Clarke, Drum, Galway, ions, Lambert, Murdoch, Reed, Smith, Taylor, Varmun, Wade, Weaver and M'Auley. The object of the meeting was to reconsider the motion of the Sa lted Council in regard to the consolidation question. OA motion of Mr. Murdoch, Mr. G. W. Cass, Presi dent of the Ohio and Pennsylvania Railroad, was re quested to address Council in relation to the quos tit:44, -glitch he did at length, explaining clearly the ixitportauos of the object, giving statistics and facts in relation to consolidation, which, if not new, were received with great attention by the Council. Mr. Reed offered the following resolution : • Provided, Also that the Committee appointed to represent the city shall vote for consolidation only upon condition that said contemplated consolidated company shall first indemnify the city of Pittsburgh from the payment of interest, accruing on the bonds hinted by said city for stock subscribed to the Ohio and Pennsylvania Railroad, until the maturity of millponds. The above resolution being in the shape of an amendment to the action of the Common Council, it was discussed and indefinitely postponed by a vote of 11 to 3. Birmingham Semin ary.--The examination and 4W:dams of this institution took place on last Fri day afternoon and evening. The scholars, both male andlemale, acquitted themselves with credit. Classes in algebra, philosophy, astronomy, physiology and other branches of education usually taught in Semi naries passed the ordeal, arid we take pleasure in saying that parents and teachers were alike satisfied. The exhibition in the evening was decidedly inter- The declamations of the young masters, and dhe compositions of the young misses gave evidence that all that was necessary to make them opt in their departments was their own application under present tutorage. This institution is under the control of Rev. G. K. Ormond, assisted by his brother Marcus and sister Maggie, who, we have no doubt, will firm ly establish a school that will be very useful in the net • hborhood. Yesterday Afteraf , oa quite a crowd gathered at the Merchant's Exchange to witness a contest a pens between the Professors of Writing in our rival Commercial Colleges. It was tu have taken place between d. D. Williams and Wm. P. Cooper, but the latter gentleman not being iu town, his place was filled by A. Cowley, his partner. Mr. Williams, however, refused to write with Mr. Cowley, hence the affair was postponed until this afternoon, when Coo per will be on hand. "Beneath the rule of men entirely great, the pen is mightier than the sword." Allegheny Valley Railroad.--This road will run four excursion trains on the Fourth of July. The first will leave at 8 o'clock, A. M.; the second at hi, A. M.: the third at 12, M., and the fourth at Bt, P. M. The Allegheny Valley Railroad is now opened up for 43 miles, and is under the superintendence of A. J. Hopper, Eeq., one of the best practical railroad men in the country, which is evidenced by the free dom from accidents, /cc., that has attended it since he first took it in charge. This will afford a capital opportunity for pic-nics and parties of pleasure to go on a new route on the Glorious Fourth. A Collection of M o .troeih'ea.—There is now on exhibition at the corner of Sixth and Wood streets, a collection of natural—or unnatural—curiosities, well worthy of a visit from those food of such sights. They consist of a double headed calf, with five legs, and a eocaplete double development of all its parts : and an eight legged pig. These monstrosities are both alive, and are exhibited along with a number of .other curiosities ofa similar character. No Reward for Lair.—The Common Council Monday evening passed a resolution, offered by Mr. Quinn, authorizing the Mayor to offer a reward , f $5OO for the apprehension of John Lutz, the supposed murderer of Richard O'Leary, but the Select branch 'failed to concur. There seems to be a general im ,pression abroad that no arrest will be made until some stimulant like that proposed by Mr. Quinn be applied to the detectives of our city. Pyoth Gardner, the famous banjoist, is in town with a troupe of Ethiopian Minstrels, and purposes giving a couple of entertainments in a day or two. Frank has hosts of friends here and as he has not been among us for four years, we will be surprised if his houses are not crowded. WASHINGTON, July l.—.Senate.—Mr. Case said that very grave transactions had occurred en the Pacific coast, am:lading to accounts just received, into which an examination ought to be made. Gov. Stevens, of Washington territory, has proclaimed mart al law there, and arrested the Judge of the District Court, 'and sent him away some distance, and closed the Court. He did not desire to prejudice the ease, bat this certainly seemed a great assumption of power. .He submitted a resolution calling on the President .for the facts in relation to the matter. The resolu tion was adopted. Mr. Collamer submitted a minority report from the 'Committee ',on Territories on the Kansas question, which was read and ordered to be printed. The Hansas Bill was taken up. Mr. Thompson VHS to some extent favorable to the measure reported yesterday by the Committee on Territories, but would prefer to have the govt.oment to take strict measures with the territories and treat them as a father did his bad boys, who used to give them a flogging every morning because be knew they would do something wrong before night to deserve it. (Laughter.) Ile thought it ridiculous for a young territory, only two yeors old, to set itself up against the lawful authori ties its progenitor. lie wanted the laws enforced strictly, and to send enough of a military to do it. Iledescanted on Fremont's qualifications for the Pres idency, alluded to the state of the political parties generally, and dissected the various platforms. He was nut satisfied with either the Republican or Dem ocratic platforms, but the Philadelphia platform was able, sensible and pattiotic, but still, above all other platforms, he preferred the Whig platform of 1852, and under th, good old Whig banner be would live and die. He hoped all the old Whigs would follow his example, and not stray away after false gods. • Mr. Bigler advocated the bill reported yesterday by the Committee on Territories as being the hut remedy for the existing troubles in Kansas. Mr. Hale liked the bill very well. lie thought it was a much fairer propeeition than could have been expected, considering the source from vellum.° it emanated, bat the difficulty was likely to be that this administration, in carrying it out, would not do so in a fair and impartial amener. lie pointed out other objections to the bill. Mr. Adams moved to amend the bill by striking out that part which gives the right of suffrage to all persons who shall have filed their declaration of in tention to become citizens of the Voiced Stalin., in compliance with the Naturalization lawn. Mr. Crittenden hoped that the amendment would be adopted. He thought that those foreigners who had declared their intention to become citizens hail no mere right to vote than those who made no such declare tion. The Senate adjourned.
