The iCfly of the Transgressor is Hard.—John 'Brown,. the • Indiana horse thief, was sentenced at EltilrityLlle last Monday to three years at hard labor in the Western Penitentiary. He appeared to be on. ilrely overcome when the doom of the law was an nounced, and shed tears abundantly, whether of an guish or penitence. During the whole trial Brown was faithfully attended by his wife, who is described by the American, as young and handsome, and cal culated to create a world of sympathy in the heart of every beholder. "If the countenance is to be relied upon as an indication of the heart, she is modest and Innocent in her disposition. 'Thin is one of the 'argent concern, which has ever visited our city. The menagerie is a good selection of rare animals from all pert, of the world, and the circus company in an excellent one. The Cooke family compose a portion of the c, , mparly. There are two "gentlemen of the motley - ---one them, Den Stone, an old favorite in this city. Prof. Langworthy eaters a cage full of ferocious animals, over which be exercises the most unlimited control. There is but one admission fee to the circus and mo. nagerie. The exhibition will take place in front of the American Hotel, Penn street. News of the Neighborhood. —A party of workmen while engaged in excavating for a foundation at M'Ree's Rocks, discovered the romaine of some thin teen human bodies. They are in an excellent state of preservation, and are supposed to have been de posited there some time during the eighteenth cen tury On Thursday afternoon last, ono of the fire brick kilns connected with the Orizaba Works, in South New Castle, was etruck by lightning. The fluid panned along an iron bar, and then to the ground, without doing much damage. A boy was in the kiln at work at the time; he was knocked down, but soon revived. His arm remained paralysed, and be was under the impression that it was broken. The anniversary exercise!, Liekinrmi Colleyr of Dickinson College will commence at Carlisle, Pa.. on the Bth of July, with the Balmlaureate aerumn by Dr. Collins. The anniversary of the Belles het tree Society will take place on the evening of the 7th, and that of the Union Philosophical' Society on the Bth. The address before the literary sucietiei will be deliv'ered on the evening of the 9th by Her. T. FL Stockton, D. D., and the commencement exer cises will take place on the 10th. It ie now universally allowed that no fashionable lady considers herself well dressed without wearing one of M'Tighe'e new style mantillas, and as there merle some who have not yet supplied themselves, we would say for the information of such that A. 11'- Tighe, corner of Grant and Fifth streets, will this morning open one hundred more of those beautiful black aed colered mantillas at $3, $4 and $r each. The Weather.—lt is perhaps a work of supereroga lion to inform the public that the weather we have been enjoying (save the mark !) for the past two days has been "quite warm." Yesterday, however, the eky clouded over and a stiff breeze was blowing dur ing the greater part of the day—for all of which we felt duly grateful. The Bechauoa a nd Breckiaridge Club of Allegheny county have made arrangements to celebrate the com ing Fourth at Wilkinsburg. 4. dinner will be set out in a beautiful grove by Harry Horbach. Eminent speakers will be there, and every arrangement made to aroma a delightful gathering of the friends of Bu chanan and Breckinridge. The Th,etve is closed until the 4th of July, when two performances will be given. 4 . ~.~' a.t , gang Ilitevete==uSitiMi asked RaYph "frilter" hung himself in tc : 4l4 ; liear Piietown, on the ongahela, on Sunday thornlng. The first indication of the union, in a material way, is the comOirnentary visit of the " Duquesne Greys " to the "Chicago Light Guards," which was originated, in the idea of giving Chicago a shake-of-tho-hands by Pittsburgh, by our friend D. W. Bose, Western Agent of the Pennsylvania Railroad. Mr. Boss is one of the most industrious and energetic agents we know of, and his services must be invaluable to sa y company. " Lang may be wave," We extract the above from the Chronic/e of yester day. We endorse every word of it, and believe if Boss owned half the Pennsylvania Road he would not have more than his deserts. WAsunwierotr, June 80.—Senate.—The bill autho rizing the issue of an additional number of arms for the use-Oftilifornia was passed. Mr. Douglas, from the Committee on Territories, to which was referred various Lille relative to the affairs of Kansas, made a voluminous report on the subject. It contains an elaborate argument in favor of the now bill reported by the Committee, which provides for the appointment of eve commissioners, to be se lected from different sections of the Union, to repro sent fairly all political parties. They shall take a census, of all the legal voters in the territory, and make a fair apportionment of delegates to - be elected in each county to assemble and make a constitution tind State government. When the apportionment be thus made, the commissioners are to remain in ses sion every day except Sunday, at a place most con venient to the inhabitants of said territory, to hear all complaint, examine witnesses and correct all er rors in said list of voters, which shall be previously printed and generally circulated through the terri tory, and posted in at least three of the most pablie places in each voting precinct of each county. So soon as all errors shall have been thus corrected in said lists, the committee are to cause a corrected list of the legal voters to be printed and furnished to each judge of election, to be put up at the places of voting and circulated in every county of the territo ry before the day of the election. No person will be allowed to rote whose name has not appeared as legal voter.. The election for delegates to take place one day preceding the election, and the convention to assemble on theist Monday of December to decide first whether it be expedient for Kansas to come into the Union at that time, and if so decided, to proceed to form a constitution and State government, which shall bo in a republican form, and admitted on equal footing with the original States. The bill provides that no law shall be of force and enforced in the territory infringing liberty of speech or of the press, or the right of people to bear arms. dc., and also for punishing illegal voting, or fraud and violence at the elections, and the rise of military for that purpose. The main point is that the present inhabitants shall decide all points in dispute in Kan sas at a fair election, without fraud or violence, or any other improper influence. All white male in habitants over the age of 21 years will be allowed, if they have resided in the county and territory three months previous to the day of the election, and no other test shall he required: no oath to support the Fugitive Slave Law, or any other law, nor any other condition whatsoever. Mr. Douglas gave notice that he will ask for a vote o; Wednesday. Several private bills were passed and the Senate iuljourned Hour.—Mr. Grow made a closing F peeoh in favor of the bill for the admission of Kansa.. into the Union, opposing all substitutes for the measure under con sideration. Mr. Stephens moved to commit the bill with in structions to report instead thereof the substitute he °tiered providing fur on appointment of five persons by the President to make an enumeration and ap pointment, with a view to a Convention for the fern motion of a State Constitution. dc.
