A city altogether, or chiefly, commernial, i ,
New Orleans, does not increase in population,
buildings, and necessary, extent of territory, like
Cincinnati ; for she is alio a manufacturing city.
A commercial house, directed by one or two
minds,. with a dozen clerks, porters; and dray
men, may transact business to the. amount of a
million a year, under a single roof; while a
manufacturing establishment, to do a. million
a year, must employ thonaande, who will requirq
hundreds of houses,. and call around them butch
ers, grocers, doctors, school-masters, hatters,
tailors, -shoeniakers, • Ste., 'whe must also have
houses;) and the construction of these houses
requires such as carpenters, plasterers, painters,
&c. ; and they in their turn, must have houses ;
and the houses of each of these clasees must
have Lots on which to stand. If- we say, then,
that Cincinnati is, and-is to be, a great manufac
turing city, it is
,saying that she must necessarily
have an immense„pepulation, extending over a
large territory. •
Now Cincinnati is, emphatiCally, a commercial
.and a manufacturing city ; for, though her com•
merce already exceeds an hundred millions of
dollars annually, . still, three-fifths of her popu
lation are producers, who, from low priced,
crude materials—by their labor, their handywork,
and mechanical skill, produce innumerable mer
chantable articles, at greatly increased values.
And, generally, the industry of Cincinnati is
devoted, not in imitation of French and barman
toys, superfluities and luxuries, but to.wirrks of
obvious utility and value—they may,..then, be
fitly styled producers.
The commercial and mercantile classes are not
producers in the same sense ; they have commo
dities to the amount of thousands and millions,
without adding one dollar to the instrinsic value
or usefulness of the articles which they bay and
sell. But both classes are essential to the : growth
of the city : and both classes will increase in
numbers and in wealth, with the growing com
merce of Cincinnati; and her commerce. will in
crease with the increasing wealth and population
of the millions by whom she is surrounded, And,
to say nothing of the Demerol's canal lines, rail
road lines, and lines of telegraph, now converg
ing to this point, let any one who doubts the im
portance of Cincinnati, as a commercial empo
rium, but read the following list of regular
Steamboat packet lines nowsunning and trading
between Cincinnati and Pittsburgh, Wheeling,
Zanesville, Kanawha, Portsmouth, Maysville,
Lawrenceburg, ' Madison, Frankfort, Louisville,
St. Louis, Nashville,Florence, MemPhis, and
New Orleans. Of t he nutderous transient steam
ers which are Constantly arriving and departing,
from, and to, every part of this great central
rein of the West, we say nothing, •

But hundreds of lots, in the , outillifts of the
city, have been thrown into the market, and
bought at low prices, and are now held by in
dustrious and worthy,. citizens, who do not essen
tially belong to the two great classes who are to
give permanent support to such a city in future, /
In the - incipient stages of our giant grottth, they
have found abundant and profitable localemploy-
ment in cutting down hills, filling up hollows,
making landings, grading, paving and curbing •
streets, and alleys—laying down water pipes,
gas pipes, &c.,—much of which will never be
repeated, and much of the balance, not by the
present generation. Consequently, many of those
who have been active in these labors about the
suburbs of the city, having no other trade or
business by which to gain a livelihood in a city,
must - pass away to newer cities and towns; just
as the builders of a bridge, a church, a ship,—
or the makers of a canal, or railroad, pass from
one field of labor to another, of similar character,
but differentlecation. Their plaCes Will be sup
plied by other classes, whose work will'nevor be
done; yet even to be done.
The building and wearing out of steamboats—
importing and exporting, wholesaleing and re
tailing, manufacturing, banking, insuring, and
the labors of professional men, will, not only
continue but increase. And persons connected
with all these pursuits must have loonlities, and
for such localities they must pay advanced prices,
to the pioneers whom they supersede..
The idea, which we would impress by these
remarks, is simply this, that there is danger of
extending our boundaries too far, for profit; and
that there iv less certainty of au advntinte** le ..„
value of city property, as we recede from t e ' 14 4
centre towards the circumference, or from long
known, and well established marts of city busi
ness, towards the comparatively low,priced farm
lands of the surrounding country.
English Precedents for the 'Recapsltion
of Walker.
The London Economist in an article on the re
cognition of Walker's Government in N'caragua
by the United StateS; says:
In the first place, the principle laid deem by
President Pierce, though now asserted for the
furtherance of an iniquitous design, is one which
we are not entitled to dispute. We- have adopted
and acted upon it ourselves in more than one in
stance. Moreover it is unquestionably sound,
where honestly pleaded and honorably abided
by, and it has become a settled aiom of our own
foreign policy. Our alliances are with nations,
not with dynasties. Whatever form of gdvern
ment a people choose to give to themselves, that
I government we recognise as soon as it is bonafide
established, even though it had, its origin in a
successful revolution or a wicked usurpation. On
this ground we recognized the SoutheirnAtnerican
Republics when they threw off the'detainion of
the Spanish Crown. On this grotrad_we recog%
nized Louis Phillippe {LS King of . .FT4lce, when
the revolution of July phiced him on his cousin's
throne.
On this ground we fraternised with Lamartine,
when President of the brief French. Republics;
and on this ground we accepted- Louli,NaPolecn
as Emperor, because be was such de facto,
though numbers of his countrymen pessistin re
garding him as a mere military tyrant and
usurper. lf, then, Walker be the real and actual
Governor of Nicaragua., we can .scarcely object,
as a matter of international law,.to his recogni
tion by the President of the United States, how
ever indecent may have been the haste, or how
ever sinister the motive of the not.- It 19 obvi
ously impossible to lay down any fixed rules as to
the length of time a new government shall have
been "established" before it can be entitled to
recognition. Therefore, though With our eyes
fully open to the probable sequencb of this pro
ceeding; though entertaining little doubt that
the effect of this recognition will be to enable
Walker to secure his power; though entertaining
no doubt whatever that, when Mice securely es
tablished he will fill the State'le governs with

have the way for alliance first and annexation

guise from ourselves the influence which such
proceedings must exercise%pon the future fate of
Mexico, Costa Rica and the adjacent States, still
we see no ground for the opinion, which so many
mein to entertain, that this measure of Mr.
Pierce ought to urge us to some immediate diplo
matic action ; and we see many reasons why, as a
matter of wise policy, we. should abstain from
such action altogether. These reasons we will
