bers of the confederacy. Its character is strict
ly national, and it therefore asserts no principle
for the guidance of the Federal Government
which is not adopted and sustained by its mem
bers in each and every State. For this reason it
is everywhere the same determined foe of all
geographical parties, so much and so justly
dreaded by the Father of his Country. From
its very nature it must continue to exist so lung
as there is a Constitution and a Union to pre
serve. A conviction of these truths has induced
many of the purest, the ablest and most inde
pendent of our former opponents, who have dif
fered from us in times gone by upon old and ex
tinct party issues, to conic into our ranks and
devote themselves with us to the cause of the
Constitution and the Union. Under these cir
cumstances, I most cheerfully pledge myself,
should the nomination of the Convention be rati
fied by the people, that all the power and influ
ence, constitutionally possesad by the Executive.

Federal Government must of necessity exercise a
sound discrettfin in dealing with international
questions as they may occur ; but this under the

session at the Franklin House until a late hour.
The Fremont Committee talked of the necessity
of union for four hours at least, hut submitted
no definite proposition. Nearly every member
of it spoke. The Bolters' committee appeared
unwilling to he hurried in that way, and waited
with great patience for their proposition. About
I, A. V., the Bolters received a proposition that
if they would aeeeede to the union, they might
have Johnston, of Ps., for the Vice-Presidency.

result of this proposition will he learned from
to-day's proceedings in Gonvention.
