the untruth know it to be such ; and those who

low men. Within the pretty wide circle of our
acquaintance, 'we know not one man who desires
to have slavery extended over one - tere'of Terri•
tory now free. We speak now-of the people of
the northern states. Of course in the south
there are many Democrats, Whigs, and Know
Nothings who would make Kansas a slave state
if they could ; but with their views on that sub
ject northern men almost universally differ.

over new territories, for none in the north desire
that ; but whether the people of those territories
shall decide the question for themselves whether
they will have slavery or not ; in the same man
ner as they decide whether they will have a
Maine li q uor law, a usury law, a law against
horse racing, an insolvent law, a common school
law, or any other local legislative enactment for
the regulation of their own affairs. The Delon
crate say the people of the territories may settle
all these questions for themselves. That is the
doctrine of popular sovereignty as applied to the
territories as well as states. That doctrine is
the very foundation of all our republican in
stitutions. It is the corner stone of our fabric
of free government. It is the rule of every
state. It is the law of freedom. The Demo
crats say it shall be forever maintained, and every
where applied. The Abolitionism say it shall he
repudiated; that it shall not be applied to the
territories. Such is the issue ; the Democrats
contending for the rule of popular sovereignty.

Anti in order to cast some discredit upon the
doctrine, the abolitionists chose to call it in Kan
sas "squatter sovereignty." But this term
means simply this: the people who have gone to
Kansas and settled there, have seated themselves
upon lands which they have not paid for: simply
because the surveys are not yet complete, and
the lands are not yet offered for sale by the
government. But by the territorial law they are
allowed to locate upon "claims - or tracts, and
when the surveys are complete and the lend of
fered for sale, they come forward and pay for
their tracts of land. This is the course upon the
formation of all new territories. But until the
•' lands are paid for the settlers are termed in de
rision by the abolitionists, " squatters:" and as
they are the voters, their self-government
termed " s q uatter sovereignty." As those set
tlers are generally a respectable class of people,
and are the pioneers in laying the foundation of
• &great Commonwealth, the Democrats prefer to
speak-of their political franchise and right of
• self-go vernment as "popular sovereignty."

That is one of the great issuer of this campaign.
That is one of the questiOns that the people have
to decide at the ballot box in November next.
We have said, it is the law of freedom. It lies
at the foundation of all our republican inslilu
Lions. It is the rule of every State of the Union.
Every State makes its own local laws, and shapes
its own local institutions. But the abolitionists
say Congress should make the local laws and
regulations for new States. If fur neu. States,
why not fur old States too 7 Are the people 0f
old Pennsylvania so much wiser and better than
the people of Nebraska that the one shall make
their own lawn, and the other receive their laws
from a legislature twelve hundred miles off"
Why should such a degrading distinction be made'
The people of Nebraska are from the old States,
and are as capable of self-government as when
they left their former homes. The Democrats
would give them the right of self-government ;
- the abolitionists would deprive them of it. And
the same principle belongs to the people of Kan
sas. Such is one of the issues now before the
people.
And now as to the application of this great
principle of popular sovereignty in Kansas. If
it is right everywhere else it cannot be wrong
there; and under its operation Kansas was as
sure of being a free State as New York. Even
the abolition papers admit this. They all assert
that the Free State men of Kansas now out-num
ber the pro-elavery men three or four to one;
and such is doubtless the fact. Under such cir
cumstances there needs but a full and fair ex
pression of the popular will at the ballot box and
slavery is forever excluded froth that territory.
That such an expression can beobtainedwithout
interference from Missouri or elsewhere it is idle
to doubt. It is well known, too, that the Demo
cratic presses of the North have as fully and em
phatically condemned the interference of the
Missourians in the Kansas elections as any other
papers have. Whig, Know Nothing and Democrat
io towers at the South speak a different language,.
but neither of those parties at the North are

any way responsible for that. Northern papers
all condemn-it; and conservative and Demecrat
