HALL OF CoNVPNTION,
Cincinnati, une a, 15:,,;.
Deer Post: The machinery of a National Con
vention is rather complicated, and will bear a
brief description. The National Committee
meets, generally, at Washington, at the call of the
Chairman. That Committee issues the call for the
Convention, fixing the time. The counties or dis
t,b.ts of each State then elect delegates to County
Conventions: the County Conventions elect deli•.
gatesjo State Conventions: the State Conventions
elect delegates to the National Convention. The
several County and State Conventions passresolu
tions supposed to be expressive of the popular
will, and the National Convention is supposed to
he thus "posted up" as to public sentiment.
But just at this point the politicians step in and
undertake to serve their own purposes. And
sometimes they succeed. We trust they will not
this time. The National Committee appoints a
sub-Committee of Arrangernents to provide n
hall, give out the tickets, and make all other
preparations. When the Convention assembles,
the Chairman of the National Committee calls it
to order, and nominates a temporary Chairman,
who is generally elected by acelanituation. Ile
is of course expected to make a short speech .n
taking the chair, which is hound to he reeeived
with great applause. The first business then is
to appoint two Committees, one on Credentials—
that examines as to the right of delegates to
seats; the other, a Committee on Permanent
Organization; that is, a Committee to select of
ficers for the Convention. These Committees
consist of thirty one member , , one front each
State, named by tae delegation from each State

tee on Resolutions. That done, the Convention
adjourns. By the next meeting sotne r•f the
Committees are ready to report, and thus pro
vide business for the Convention. If not, the
Convention adjourns again, after discussing in
vain various propositions about providing out
riders with seats. Of course some one alwa}•
moves to admit the ladies; and then some
else declares that be is just as much devoted to
the ladies as the mover, but lie must oppose ;he
motion: and after debate it is uniformly vol' I
down. Then the ladies all say the mover of ih.•
resolntion is a gentleman, and the one Wilo c;

You may be assured that it is no easy matter
to preside over such a body. About six hun
dred men crowded into one hall, nearly all ready
debaters, and ready to •' pitch in whenever
there i 4 a chance, are pretty hard to keep in
order: and the President's hammer and lungs
are severely tried. The President of this Con
vention "knows how," and makes an excellent
presiding officer.
When the Committee on Organization report , .
a motion is made that the report he concurred
in, which is carried. The man thus selected as
President is conducted to the Chair and makes a
short speech. Mr. Ward, of Georgia was t-elet t
ed this time, and his speech was a good one, and
received with rounds of applause.
It is the general remark here that this Con
vention is composed of a " good looking and
able body of men. There is considerable "noi-e
and confusion, - hut no ill-feeling or want of
harmony. I predict that the platform will suit
the party, and that James Buchanan will be the
nominee for President. In regard to the candi
date for Vice President not much is said, but
Gen. Quitman stands a good chance. Pennsyl
nanians care but little about that so we get the
Presidential nominee. ;
REPUBLICAN COUNT] CONVENTION.
The County Convention held yesterday to
nominate delegates to the Republican State and
National Conventions was rather a slim affair.
Many of the county districts and even some
the city wards were unrepresented: nor was the
spirit that prevailed among its members calcul.i•
ted to in-pire the votaries of Mark Republican
ism with any hope that the factions opposed to
the Democracy can work harmoniously together.
A long and ex!eedingly prosy string of resolu
tion was adopted, after some demurring, in
which were vented, the a-nal u-hriek, - for
Kansas, abuse of the Federal go cern in en t, Rol
indignation against Brooks the caner f Sumner.
A number of valiant gentlemen delivered Sc!y
brave speeches on the latter novel and interesting
topic. When the choice of delegates was made
it was discovered that there was a con.iderabl o
sprinkling of Know Nothings among them (4,
of the leading members of the Convention, and
an original Republican, wished to know the
politics of some of the delegates who were known
in have taken a leading part in the movement of
the Know Nothing party, and declared that if
such men were recognized by the Republicans he
would leave the party. lie was, however, choke.l
off, and Mr. Kirkpatrick. n prominent leader
of Know Nothingism was permitted to represent
the great Black RepubliCan party in their ensu
ing Convention , .
At the conclusion, R. P. Neville offered the
following very racy Resolution which constituted
a decided feature of the proceedings of this rt*.
markable Convention :
llcsote,/, That the contributions of this Conven
tion he solicited for the purchase of a guttn ',cretin
cane of the most substantial sort, for Preston It.

of n. ree and Leo .--giv e it to him to the last possible
end of gutut percha—give it to him with a heart
nod a will —on the seat of "his honor as a gentle
man:"
This resolution elicited unqualified and unani,
mous applause, but as the worthy gentleman
who offered it felt some misgiving that in accord
once with parliamentary courtesy, he, as mover
of the resolution, might tie appointed chairman
of said committee of one, and as he doubtt•ss
felt some misgivings as to his fitness to perform
the arduous and somewhat perilous duty imposed
upon the committee, modestly expressed a doubt

IWe are told that among other eloquent speak

who delivered a most warlike and spirit moving

famous " Reef' Beef:" speech of Patrick Henry.
Mr. Marshall has already gained some notoriety
