FIRST SESSION. WASHINGTON CITY, May 22. —Senate. —A message was received from the President of the tinned States, informing Congress that he has ceased to hold inter course with Mr. Crampton, and in making colonlUni eatiun of this fact, has deemed it proper to lay before them the considerations of public duty which have to the adoption of a measure of so much import ance. He accordingly transmits a voluminous cor respondence en the subject, the most ituportant of which is a despatch from Mr. Marcy to Mr. Dallas, dated 27th May, 1856. Mr. Marcy says the I'resi dent has carefully considered the note of bird Claren• don to Mr. Dallas of the 30th April relative to the enlistment question, and has directed him to present his views thereon, for the purpose of having them communicated - to the British government; the Presi dent is much gratified by the conciliatory spirit of the note, and by the desire which Clarendon expresses hi adjust existing difficulties, and preserve and strengthen the friendly relations between the two government: the disclaimer of any intention to vio late the laws of the United Stales, and the expression of regret that, contrary to the intention and directon of the British government, there has been such in fringement; these acknowledgments are satisfactory to the President, and the main complaint, so far as respects her Majesty's government, is thus removed: but the President extremely regrets that be cannot concur with Lord Clarendon in the opinion that Mr. Cnituptun end the Consuls of New York, Philadel phia and Cincinnati are not implicated in these pro ceedings.
