Our city has been quite enlivened by the arrival of many strangers, delegates and others, on their way to the Democratio National Convention, to be held at Cincinnati on Monday next. This has given quite an impetus to the passenger business on the Western Railroads, as every car that has gone out for some days has been loaded with Democratic passengers. Another meeting of the City Councils was held for the purpose of devising some way for permitting the Allegheny Valley Railroad to enter into the city. The Councils, however, again chose to differ on this vexatious question, and the Valley Road will be kept in suspense for a time longer. It is to be hoped that, for their own credit, the City Councils will soon come to some determination on this subject. There is somewhat more stringency in our money market than formerly. Our Banks, although dis counting freely unexceptionable paper, are not able to accommodate wants of the community at large, sod a good deal of paper has been offered outside. The official average of the Banks of the City of New York, for the week ending Saturday last. May 24th, present in the aggregate a large and somewhat unexpected gain in the Specie reserve,with a further decline in the Loans and Discounts. The statement altogether is a highly favorable sign of the healthy movement of Money affairs, and its very conservative features took the street this afternoon by surprise. The change in the line of discounted paper, wrought by no effort of the Bank managers to further reduce it, is, if possible, more important in its bearing upon the market than the accession of Specie.
