But Buchanan has the majority of the Virginia delegates, and it is probable the vote of that state will he cast as a unit. That may do for the nations agreeing to it, but the United States will become a party to no such arrange ment. Ptivateering is a bad business—so are all wars. In case of. a war with England or France, our prtvateering would be our main arm of defence. 'We have -lore ships than any other nation, and'by throv - og armaments aboard two or three thousand ..; them, the ocean would be swept as with a I.loom. The immense navies of England and France could not protect their mer chant ships from such a fleet of cruisers. Unless we have a navy four-fold as large as at present, we cannot afford to agree to abolish privateering. The London Daily News, in closing an article \I \ 1 1 on the peace, Bays: "We oast our eyes across the wide Atlantic, and invoke our kinsmen there, disregarding the petty differences which have arisen between them and Eng land, to accede to the declaration respecting Mara time law, and thus entitle themselves to be repro Belated in some future Congress, in which wider is sues may be raised for the benefit and liberation mankind." We eannot_agree to any such thing, and as to entitling ourselves as a nation to a seat or repre sentation in European Congress. that is an honor not considered ou this side of the water worth a button. PICTORIAL CYCLOPEDIA OF BVOORAPHT. — Dr. Francis L. Hawks, of New York, has commenced the publication of a periodicol that cannot fail to secure a wide circulation. It is issued once in two weeks, in a neat form, each number con taining about fifty pages. It is " a series of original memoirs of the most distinguished per sons of all times, " with illustrations, portraits, and wood cuts representing views of the resi dences of distinguished men. The Doctor is well qualified for the task he has undertaken, as the five numbers already received abundantly pr.ve. The biographical sketches are arranged in alpha betical order, and all the distinguished men o ancient or modern times are noticed briefly or more extendedly, according to the interest of the subject. We have seen no work that bids fairer to become popular and successful. When the twenty-four numbers of a year are bound in one volume, it will be a handsome and interesting book, and invaluable as a book of reference. The Doctor has hit upon a happy project that cannot fail of great success. The work needs only to be made known to be widely patruhiied. .1. IS. Mby 11, 1856 The deficiency bill has her,the a sort of shut tlecock, driven from one branch of Congress to the other by the .fisagreethent of the Committees of Conference. It is now in the posse lion the third Committee, with some prospect of an agreement between them. As usual the gyms tionable items are referred to a committee o f three members of each body, and their action must be accepted or the Lill lost. The present bill, originating in the House of Itepre-entatives, provided for deficiencies only numerous amend ments were added by the Senate, and the amount appropriated more than doubled it is returned to the house, where some of the Senate's amend ments are agreed to, and others rejected. It passed to the Senate again, when its former ac tion is insisted on, and a Committee of Confer once asked for. At this period of the session there need to bent. haste in reaching it conclusion, but it is apparent that when such committee is required, on the last night of a session, to de cide upon many amendments of doubtful propri ety, minor considerations must yield to the press ing emergency, and an agreement arrived at, even if many objectionable measures are retain ed. To this mode of perfecting the appropria tion bills is attributable much of the louse and imperfect legislation of Congress. The struggle between. the two Houses is i.vcr three of the Senate's amendments —one to cmi• tinue the construction of the water works, another to supply deficiencies in the support of the Judiciary, and the third fin- deficiencies in the Quarter Master's 0 thee — the Senate insisting and the House disagreeing. SCEINU AN ARCIIITIN'T.—The congregation of the First Reformed Dutch Church of Jersey City has sued Mr. Welch, an architect. for $2. - ossi damages. They employed him to furnish a plan and estimate for building a Church. lle furnish ed an estimate, which made the cost $20,000, but the congregration, in erecting the building, has already expended $25,000, and it is as yet only half completed.
