MONDAY MORNING We gave the substance of the foreign news on Saturday morning, but will add the following particulars: A despatch has been this morning received from the Earl of Clarendon, Her Majesty's Principal Secretary of State for Foreign Affairs, dated Paris, March 30, announcing the signature of peace at 2 o'clock on that day, at the Foreign Office in Paris. The plenipotentiaries of Great Britain, of Austria, of Prance, of Prussia, of Russia, of Sardinia, and of Turkey, have affixed their sig natures to the treaty which puts an end to the war, and viiitch, while definitively settling the Eastern question, pstablishes the tranquility of Europe on solid and durable bases. The exchange of the ratifications will take place at Paris in four weeks, or sooner, if possi ble ; until that time the stipulations of the treaty cannot be made public. KNAI' h WADE. [From the Supplement to the London CM7ette Extraordi nary, March lion. Spencer Ponsonby arrived at the Foreign office this morning from Paris, with the definitive treaty for the restoration of peace, and for the maintenance of the integrity and independence of the Ottoman Empire, which was yesterday signed at Paris by the plenipotentiaries of Her Majesty, of the Emperor of the French, of the King of Sardinia, and of the Sultan, and also of of the Emperor of Austria and of the King of Prussia, im the one part, and of the Emperor of all the Russian on the other. The plenipotentiaries of the Congress met at noon yesterday, in uniform, at the Ministry of Foreign Affairs, to sign the treaty. Immediately after the sitting all the plenipotentiaries pro ceeded in a body to the Tuileries, where they had the honor of being received by the Emperor. At 2 o'clock a salvo of 101 guns announced the conclusion of peace to the population of Paris. In the evening the whole city was spontane ously illuminated in the most brilliant manner." Paris (March 30) cortospondence of the London Times The great question that has kept all Europe in suspense for weeks past is at last resolved. The treaty of peace with Russia was signed be tween 1 and 2 o'clock this day, at the Ministry of Foreign Affairs. The guns of the Invalides have announced the fact to the population of Faris, and before the hour at which 1 am now writing the tidings will have been borne on the electric wires to the remotest part of the French territory. I telegraphed to you at miday that within an hour or two l'i'aoe would heconcluded, and again when the intelligence was communica ted in a supplement to the .tfoniteur. A Council of Ministers was held at the Tuiler ies at 114 o'clock, and remained sitting till 12} o'clock. The Emperor presided, and gave his last in structions, and Count Waleweki returned to his official residence to receive the Plenipotentiaries. They appeared in full uniform, and wore all their orders and decorations. They assembled in the Salle de Conferences before 12 o'clock, and after the treaty was read over, proceeded to sign it, in the same alphabetical order in which they have been wont to take their places during the conferences. Crowds of people had been out from an early hour, as it was known that something important was to occur, and numerous groups of spectators gathered on the quays opposite and close to the Foreign-Office, to see the Plenipotentiaries pass. These were received, both on going and return ing. with marks of great respectfrom the people. Everything took place as mentioned. The mo ment the signatures were completed the expected signal was given and the cannon from the es planade of the Invalides proclaimed the news, before the Plenipotentiaries had quitted the hall. (Signed,) PIETRE, Prefect of Police. The notice was read by thousands, with intense curiosity and with great satisfaction. Soon after appeared a supplement to the Monitettr contain ing the same announcement. The effect produ ced is, of course, all that could be imagined, and the feeling would very probably have been much more strongly expressed, had it not been that for two or three days past the conclusion was confidently expected for this day. The weather is fine, the sky serene, the sun warm and un dimmed, and ell the thoroughfares are thronged with people. Already preparations are made for the illuminations of tonight, which it is expect ed will rival the display on the birth of the Im perial Prince. The Plenipotentiaries will' continue. to meet during the present week, as before, for the set tlement of other matters not of a light or unim portant character, which have not yet been set tled. They, and the resident members of the diplomatic corps, dine in full uniform with the Minister of Foreign Affairs to-morrow, The treaty will not be made public until the exchange of the ratifications; and, as Constan tinople and St. Petersburg are distant from Paris i the Plenipotentiaries remain still bound by their obligation of silence for two or three weeks to come. SAD PICTURE OF A ONCE BEAUTIFUL AND SAPPY FERALR.—The Mrs. Howard, to whom we allu ded in our last, was re-arrested yesterday morn ing, only a short time after her discharge from the watch-house, She was found by a policeman, in a stable, in company with a lot of drivers. She was of course grossly intoxicated. After being taken before Justice Davis, she was sen tenced to the Penitentiary for thirty days as a vagrant. The history of this unfortunate creature is a melancholy one. Some may censure, but we are disposed to pity her. Less than a year ago she was living in New York with her husband, who held a position of honor and trust in one of the large mercantile houses in that city. She was admired for her beauty and intelligence, moved in an exalted sphere, and was surrounded by friends and relatives, who respected and loved her. Last fall her husband was sent upon a collecting tour, and she accompanied him. On their way hither the husband fell in with a com pany of "confidence" or "patent safe" men, and was induced to join in their nefarious busi ness. In this city his guilt became known—he was arrested, convicted, and sentenced to the State Prison, at Auburn, for a term of years, where he now remains. This fact becoming known to her family and friends, they at once disowned her, leaving her alone in the world, and surrounded by the disgrace which her husband had brought upon her. In her desperation she resorted to the wine cup, and is now a poor, dissolute, drunk en wretch—fit only for pity and compiesion. Her'trunks, which were filled with fine clothing and other articles, are detained at a hotel as se curity for the payment of hills contracted by her husband. Her jewelry was long long since left at a pawnbroker's, and she is without friends, without a home, without money, without everything that once was hers. Lost, lost, lost! But she will not have lived in vain if her sad fate shall cause any who may be tempted to imi tate her course to curb their desperation and to restrain themselves from evil. Such a shipwreck as hers can only be intended for some wise pur pose. If its moral is not observed, then, indeed, is it thrice terrible.—Buffala Courier.
