A GLANCE AT TUE PAST—DEMOCRAT IC DIEASVRES. It is a singular fact that most of the great leading measures of the Democratic party have at their first inception, encountered the most rancorous opposition, and been but moderately popular at first. And yet, with them all, a few years of trial, and calm reflection, have cm mended them to the general approbation of the people. Let us refer to some instances in proof of this. In Jefferson's time as President, France owned the whole Louisiana territory, extending from the Gulf of Mexico to the great lakes of the north, and from the Mississippi river to the Pa cific Ocean. It was a vast empire, almost as large as half Europe. France was at war with England, and England' ruled the sea. This vast territory might be wrested from France and be come a British conquest. The French govern ment offered to sell it to the United States for a less sum than half the present value of Allegheny county. Jefferson and the Democrats were in favor of securing so splendid a purchase. It Was violently opposed by the Federalists and all who opposed the Democratic administration. It was declared unconstitutional and inexpedient, and a dissolution of the Union was threatened if the purchase was made It ?Nil , made by the Democracy. We thus gained the entire control of the Mississippi river and the outlet to the Gulf of Mexico ; and we gained territory enough to make twenty large republican States. A for eign power was removed from our western bor der, and seven hundred miles of Pacific coast added to the vast prospects and facilities of our future commerce. Yet it was years before that acquisition was fairly estimated. Who now doubts its immense—its inestimable value ! About a quarter of a eentury ago wo had a lank of the United States. It was a monster fi nancial power that could depress or inflate all the financial operations of the country as suited its own selfish or political purposes. It specula ted in government monies, defied government control, and bought members of Congress to do its bidding. Gen. Jackson, as President, re .nh•e,l to place the government funds in safer and less corrupt hands. He "withdrew the depos its'. from it. A war seldom equalled in bitter nes.s. wad at once aroused against the democratic administration and party. .k bill rechartering the monster was passed by Congress. (ion. Jack - sin vetoed it. The war of the bank on the go remittent nearly ruined the country fur a time. Thousands left the democratic party. misled by the excitement. The hank was re-chartered by the Legislature of Pennsylvania, and in a few -port years exploded in utter insolvency. Thou -ands were swindled and mined by it. Who now doubts the wisdom of the democratic adminis• tration in taking from it the public money, mad refusing its re-charter Who now proposes to build up again such an institution Time ha.. , hown all that the democracy was right. Twelve p ars ago Texas was an independent nation. It WA+ large enough to make four states. and is one of the richest agricultural regions of tlio globe. It L.ffered annexation to the United t-ltateti. The democracy accepted the offer rapids! a storm of execration and denunciation that frightened the timid, and almost elected a Presi dent. It was constantly fluctuating and changing, and creating i•ectiona3 dissatisfaction. In that year a democratic ad minimtratien and Congress adopted a tariff for revenue as the principle, and protection as the inrwinit. All remember the clamor that wa, raised against it : the ruin that was predicted Ten years of trial Las-satisfied nearly all of it, wisdom. It has, with its low scale of dutier. produced too much revenue, and the countr:, has prospered within the last ten years as never before. For Many years past, Congress awl the coun try has been afflicted with constant agitation on the subject of slavery. In that year a demo cratic administration and Congress resolved to sever the federal government finally from all connection with the institution of slavery, awl to establish the policy of letting the ',nide of the territories, as well as the Staten, choose and de cide upon their own local institutions. So the territories of Kansas and Nebraska were organ ized free from any restrictions affecting the local institutions their settlers might. choose. Freedom was thus left free to run the - race with slaver), not only north but south of all lines of latitude. The result of that race is nu longer doubtful. But fiercely as democratic measures had been before assailed, the clamor against this exceeded them all. The whole country has been convulsed with agitation on the subject for a year and a half, and it is threatened that this excitement shall wind up with a civil war and a dissolution of the liniop. But now let us see how public sentiment is coming round in regard to this measure also. The following ie from the regular correspon dent of the Cincinnati 7'rtnes, a leading Know Nothing opposition paper, and one that has abused the Nebraska bill without stint: ARTIINGTON, Man•h 21, 1856 It does not require a very sapient judgment to foresee that the Nebraska bill Is fast becoming and will noon be a popular measure: The feeling in and out of Congress, the signs of the tittles in every State, is ample evidence of this fact And it is per fectly clear that agitation on the subject is only kept up by strenuous efforts, furred and unhealthy ! • I feel confident that the resolution in favor of the rest.. ration of the Missouri Compromise would not com mand in this house a respectable vote! Another ev idence is, the change of feeling towards Mr. Douglas, so abundantly manifest throughout the country by intelligent and rational men, to whom the Nebraska hill has lost its terrors. The people are rapidly com ing to their senses again; and noting that neither ruin or desolation shocks our country, as was pre dicted—that Mr. Douglas, in the language of the great Daniel, " still liras; " that the demagogues are making....capiW of khe wholt matter for their own aggrandizement; that the overwhelming influence of the north, its. wealth, its industry, its tireless enter prise, rehdoss Slavery in Kansas perfectly impossible ; Lotting all these self-eYident facts, the people, I con tidantly believe, artif looking upon the Kansas-Ne braska bill in a more deliberateand reasonable ma". ner. The bill to repeal the Allegheny Paving Law_ . received a death-blow in the House this morning.' The question came up on a motion to pre§ent, l the majority and minority reports of the 6orn mittee on Roads-and Bridges, which were pre sented this morning. The majority report was strongly for the repeal, and the minority against. An amendment was otTored referring the whole subject to a Select Committee, to be composed of the members from the county of Allegheny. The House was addressed by Messrs. Fulton, Salisbury and Smith, in favor of the reference, and Messrs. Magee and Hippie, (author of ma jority report,) against the reference to a Select Committee. The House agreed to refer the whole subject to the members front Allegheny county by a veto of e. 2. yeas to tA •nayes. This looked upon here as equivalent to the defeat of the repealing measure—four of the five metribers from Allegheny being decidedly against the re peal. The speech of Mr. Salisbury on this occasion was exceedingly able and effective. Ire reviewed the hi,tory of the Allegheny Paving Law, showed its beneficial and equal operation by imposing the burdens where the benefits were enjoyed, and dealt upon the iniquity of repealing the law after a large portion of the city had been paved under the operation of the law. Allegheny City had never been more prosper ous than since the paving law was passed. With in five years she had greatly increased in popu lation and resources. Sot a word had ever been uttered against their paving System until the work of public improvement approached the property of a Man worth millions. Ile haggled and tried to evade the payment of his share of the public hurthen after hundreds of men who had earned a lot by the sweat of their brows had paid without a murmur. Mr. Salisbury further urged that this was tt local question, well understood by the members from Allegheny. They knew what their constit , cents wanted better than any other committee would know, and they would be held responsible for their conduct here. Ile would cheerfully ac cept the consequences of his vote here, and of . preparing a report on this measure, if referred to a select committee as he proposed. Ile thought there was an evident propriety in refer ring a local . question to members more particu larly representing that locality here. The above i+ but a meagre outline of the speech of Mr. Salisbury. It was decidedly the strongest effort I heard during three dayi sojourn here.
