When the said Company shall havb ex pended in the further construction of their work the sum of three millions five hundred thousand dollars, in addition to the $4,000,000 almtdy ex pended or provided, and shall also 'have wised another million of dollttisdly-Tirivatt subscription. (making their whole investment in their said' work $8,500,000,) the State Treasurer shall sur render to them one milli - on of dollars of the bonds so held by them as additional security ; and for each subsequent addition to their capitarof $l,- 000,000 by the said Company, the State Treasu rer shall surrender to them an additional $l,- 000,000 of the said bonds so held as additional , security,—the last $2,000,000 of said bonds not to be so surrendered until authorized by a joint resolution of the Legislature, who must then be satisfied of the security ; so that the last $2,000,- 000 are subject to the future action of the Legis lature, and th , . State will at all times be secured by an investment on the part of the Company to double the amount of the bonds secured upon their works. "•Ith. The tonnage tax to be collected and paid into the State Treasury as heretofore, until the completion of the Sunbury and Erie Railroad to the Harbor of Erie, and credited seini-annual ly on account of interest on the purchase money of said works. Ten per cent. of the purchase money to be due and payable in ten years, and ten per cent of the balance annually thereafter, until the whole amount is paid. .t sth. In default of payment of interest or any instalment of the principal for ninety days after maturity, the State may sue out the mort gage and sell all the property of the Company, as in the other cases of mortgage of real estate." SCIENTIFIC TREASURY ITUNTINO.—A chartered joint stock corporation exists in Boston, called the Submarine 'Wrecking Company, the object of which is the recovery of valuable wrecked ves sels, by means of submarine machinery, pumps, armor, diving belle, and other aparatus. They have a patent machine for raising sunken vessels, known as Gwynne's pump and engine. By the use of this invention twenty-five sunken steamers have been relied in the Mississippi river audits , tributaries. The Nautilus Diving Bell is adopted •, by the company. At present the capital stock' , is $50,000, but the Directors have been ern,: powered to increase it largely. Last summer, on an experimental trip to the Gulf of SL LAW rence, a small schooner of the Company's, with ten men and a single diving apparatus, recovered. one hundred and ten pairs of railroad wheels; with their axles, and other property, invoiced - it over $15,000, and loaded them in two smacks, in the space of four and a half days. An expedi tion sent out by the company to recover the treasure scattered by the explosion of the Span ish naval ship Pedro, on the coast of Venezuela, to the amount of several millions . of 'dollars, has arrived safely at the scene of operations, and commenced work. An agent of the company has obtained from the government of Ecuador a grant to participate in the pearl fisheries on that coast, and, also, to recover the wreck of a Span ish ship of war lost there in 1801, with $1,700,- 000 on hoard, and also, a British frigate, lost in 1793, with $500,000 on board. Both wrecks have been visited, and found to lie in Shallow, water. The pearl and sponge fisheries will be worked with the submarine armor. The com pany designed having a staunch propeller steam er, provided with powerful pumping apparatus, the most approved submarine machinery, a corps of divers, and a competent engineer, to be sta tioned in Boston harbor, in readiness to proceed to any point upon the New England coast where wrecks may occur, to aid in the recover of prop erty wrecked or submerged. The report of the Treasurer ^f this corporation exbibits its finan cial conditii as as sound and prosperous, though no dividend haa yet been declared. From the facts stated, it seems clear enough that there in a tine field for profitable operations. The total value of the live stock in 'lreland, in each of the years of 18,52, 1853, 4854 and 1855, calculated according to the rites assumed by the census commissioners of 1841, viz :—for horses, £8 each ; cattle, £6 10s ; sheep, 235; and pigs 25s each, shows an increase in value from 1852.t0 1855, in horses, of £243,584 ; cattle, 3,000,069 ; sheep, £1,082,981 ; pigs, $126,957 ; making a total increase of X.4,453,- 591. The increase in numbers in 1853 over 1552 was—in horses, 30,448; cattle, 461,549 sheep, 984,528; pigs, 101,566. the total in crease in the extent of land under crops in 1855 over 1854, is 122,382 statute acres. In 1855 there were of acres under wheat crop-in Ireland, 445,509, being an increase over the previous year of 34,225 acres; of oats, 2,117,955, being an increase of 72,657 ; of barley, here, rye, &c.,, 267,565, being a decrease of 19,589; potatoes, 081,529, being a decrease of 8,131; turnips, 366,497, being an increase of 37,327, other green crops, 95,094, being a decrease of 3,683. The total number of acres under cereal crops was, in 1855, 5,831,029; in 1854, 2,743,736, showing an increase last year of 87,293 acres: of green crepe there were 1,417,607 acres in 1854, and 1,443,120 in 1855, being an increase last year of 25,513 acres. In meadow and clover, there was lin increase of , 53,873 acres, but in flax a decrease of 54,297. GROWN WHEAT AND GROWN FLOVR.—The De troit Advertiser has the following:—" For the edification of farmers and millers in the interior, who are holding on to their Wheat and Flour with the expectation of getting higher prices we wish to state a few facts concerning the estima tion in which our Flour is held in English mar kets. A firm in this city, whose name we could easily give, have shipped to New York since last harvest about 30,000 bbls of of which was bought for, and shipped:oo,English mar kets. This Flour is still undisposed of in Eng land, and letters were received by the steamer Persia, from the English house which holds it, to the New York house of whom it was purchased, (in connection with which the house in this city operates,) s t a ting that much of the Flour is unfit for human food, that they dare not place it upon the market, and cannot do so except at a very great loss.. The letter also states that the loss which will be sustained in this unfortunate busi ' "elm will exceed $2 per barrel, besides the re linquishment of all interests and commissions, and asks the New York house to sustain a por tion of the loss. We give.the facts exactly as they came to us, for the.truth of which, so far as the letters are concerned, we are able to !vouch. Those who are holding Flour and Wheat for higher prices, can draw their own conclusions. We refrain from comment." Fsuarx EIPACITLATOILS would be a rarity, in deed, upon our Stock -Exchange. But in Paris, women of fortune are very fond of the excite ment of the Bourse, and persist in dealing in stocks, though the government takes every means of keeping them away. An , item in a late Paris journal informs us that they appear upon the Bourse dressed in .male apparel, to mingle in the throng and speculate. The valley is hound ed on the east and.weat by high, and, in some places, perpendicular hills—the channel has a continued bed of solid rock. Immediately at the head of the Falls, the river takes a direction to the south-east, until it meets it bold and rocky precipice, along which., it circles to the !south, leaving on its western shore an extensive ;plain of from 20 to 50 feet above the level of 'low water. This is the site of Brighton, early distinguished for its iron works. The first plain on the west side is in extent amply suffi cient for a large manufacturing town—the second, on the east side, is also about one and a half mile in length, by half a mile in breadth ; whilst at Fallaton, directly opposite, it'is so nar row as to admit of but one or two streets. By this arrangement, the water-may be taken from the four dams above described, to any amount not actually required by the Slate, for supplying two miles of canal and six locks—via. : So the head .of steamboat navigation, which is two•miles up the Beaver, from its junction with the Ohio. The dam of fifteen feet, at the mouth of the Beaver, was erected by the State, for the pur pose of rendering the stream navigable foi steam boats, to the very foot of the water power already described (at Failston and New Brighton)—this is effected by menus of two enormous locks of fifteen feet lift. The water power at this place, though at most seasons of the year 'available to a vast extent, has not been -considered .of so much importance, on account of the frequent rises in the Ohio, though it is not improbable, , that at some future period, it may acquire _a value . iu the estimation of the public, Int little antici pated at this time. ..- - It will be perceived by the above statement, that the immense water power. of the Beaver. is directly, and at all times, available, for a distance of two miles, up and down the streamwith a. fall of 54 feet (now 59)—below which is a navi gable river, pool or basin of two milesin length, 1 by 500 feet in breadth; for the accommodation of..
