Meeting at New Haven, Conn., a few days ago, Prof.
Hillman, of Yale College, subscribed a Sharp's rifle;
Bev. 'Mr. Dutton subscribed a rifle :md a bade, for
one of the deacons of his church, who is about to go
to Kansas; Mies Dutton gave one, Charles Ices three,
and numerous others subscribed from one to half a
dozen. Henry Ward Beecher, who had previously
made a speech, said if twentydive rifles wen• raised,
ho would pledge Plymouth 'hunch, lirookln, jr us
many more. The rifles were raised antiikt much en -
thuiasm, when Mr. Beecher exclaimed thin!.
Kansas will now know that there is a North.''
Plymouth church at Brooklyn, it will thus I.e
seen, is mortgaged for the prier of twenty-five
titles, by the -pastor - of that happy and no
doubt pious congregation. How can it be other
wise with such a minister" Ile is very fond of
fiMing himself and makes the poor little fishes
suffer extensively merely fur the sport of a min
ister of the gospel of mercy; and he mortgage-'
Lis church to buy rifles to be used in a civil war
lii a far off land--so far off that he will, he sup
poses, be perfectly safe from its perils and disas
ters, and from the sorrow and mourning :it in
flicts upon its victims. Such is the mission and
such the pastime of a miAter of the gospel of
peace and mercy. And Vie Rev. Mr. Dutton,

in a minute, and make thereby perhaps six wi

But the great aim of those benevolent dona
tions in, in the language of Beecher, to let
" Kansas know there is a Nordt. - llow sublime
the thought—how eloquent the expression !
A North never discovered till that
church was mortgaged for twenty-five titles. It
is but a small price for so valuable a discovery,
and his wealthy congregation ought not to grudge
tie cost a bit, lint for that poor Kansas would
never hav, known that important faCt. Mr. Beech
cr is uncharitably accused by some of his best
friends of being a very vain man. Can any
cne believe' The sixteen free northern
;;fate. , have been struggling for year , : to make
the fact of their existence kn,,wn, lint in vain.
It remained for Mr. Beecher to down with

and begs the Mayor to protect Lim. Whatever
the reason may be, Mr. B. has evidently "nu
notion" of going to liansas himself to take part
in the bloody fray he and Mi-s Dutton labor ti,
arouse. hereafter, when that christian labor id
getting up a civil war in Kansas is mentioned.

The undersigned, a special committee appoint
ed on the 17th inst., to take into consideration
the communications from our Senators, Messrs.
Wilkins and M'Clintock, relative to the proposed
guarantee of the lionls of the Pittsburgh and
Steubeuville Railroad Company, report the fol
lowing answers to the questions therein con
tained:
Ist. What security can be exacted fur the pro
per use and application of the proceeds of the
endorsed bonds"
Ans. We can exact front the Board of Direc
tors a bond, with sufficient security, for the pro
p..r use and application of the proposed bonds,
and the Board has voluntarily offered to enter
into such an obligation. The City and County
besides, hold a large majority of the stock of
the road, and au absolute control in the choice
of Directors. The Councils can also place the
bonds in the hands of the Finance, or sonic other
committee, with directions to hand over limited
amounts at a time, and to exact a faithful ac
count of the outlay of those handed over, before
others are given.
2.1. Will they he applied to the payment of old
debts, or rigidly to the finishing of the road ?
They will be applied to both. The
amount of the limit of the guarantee, be
lieved by the officers of the road, will be suffi
cient both to liquidate present liabilities, and
finish the road. The debt of the company is
$317,000 ; the estimate of the Engineer of the
amount needed to finish the road from river to
river, is $513,000; besides which, it is estima
ted that it will take $200,100 to stock it and
put it in running order.

the city as prudent business men, and give their
personal pledge to manage the road skilfully and
with rigid economy ; and Councils hold in their
hands the power of so managing their guaranty
as to withhold it if there be danger of additiow
al loss following additional liability.

Ina. a hill for the right of way through Vir
ginia has lately been defeated in the legislature
of that State, but the Itoard of Directors dis
claim having asked for the passage of such a
bill, alleging that they have a legal right to build
and operate their road in Virginia without such
grant, the facts connected with which, the Pre
assur,,s us, have been or will be laid be
ford the proper committee of the legislature.

As.i. So far as the councils aro concerned,
the utmost caution, prudence and discretion will
be used ; and if the power grahted by the bill
shall be deemeo dangerous to the interests of the
city, not be exercised.
Ath. Should you deem it inexpedient to use this
great power can you answer for tailors, your suc
cessors in office?
An.,. The act of the legislature asked for
right to guard against any apprehended danger
from this source, contains a clause limiting the
exercise of this power to the present year.
The Councils think that the power to guaran
tee these bonds ought to be placed in their hauUs
as a possible means of saving the city from lops
on the investment already made in the road. If
they think the issue of such mortgage bonds will
result in the early completion of the road, and
rendering it productive, they can then exercfne
the power conferred upon them; and if they think
their issue would be injurious to the city, they
can, and doubtless will, refuse to issue them 4--
The mere grant of the power to issue bondses
not imply.that it will be exercised, and ides
been asked for simply as a means of defence ch
it may or may not be prudent to use, according
to circumstances.
