The report reviews all the affairs of the territory recognizing the legality of the Kansas Legislature, and recommending the carrying out the views of the President's Special Message. They also give notice that the Committee will ask for appropriations for the maintenance of peace and executing the laws. Mr. Collamer submitted a minority report attrib uting the troubles to the abrogation of the Missouri restriction, and asking for the repeal of the Kansas Nebraska Act, and the reorganization of the territo ries on free principles, and declaring the acts - of the spurious legislature inseparable. The reports occupied more than three hours in reading. Mr. Sumner had no desire to precipitate a discus. sion on this important question before the reports were printed. Both had ably treated the subject, but one was calculated to smother the true Issue while the other put the issue in a living light before the country. Let them go published together.
