I consider the consolidation measure of 155 , 4 ir great disaster to the community, eeonom cally, socially and politically, and I have no doubt that if it were practicable to submit the question of its repeal to the people, a large ma jority of my fellow citizens would heartily vote f,•:- it. lint the worst of such legislative exper iments is that there is no stepping backwards. The instant n new form of municipal government i- established, especially if it be constructed out of old ones, broken up for the purpose, new re lations arise, new obligations arc recognized, the complex net work of administration extends over the new creation, and repeal becomes difficult, if not impossible. However .reluctantly, we have to bear and make the best of what our specula tive legislative masters inflict on us. This is ex actly our situation here. Consolidation became the law in IRa4. It wits a sort of judgment by default—a flood rushed over us of what seemed to be public sentiment, but which really, had it licen resolutely faced, would, in my opinion, have out to be the shallowest. frothiest, torrent ever encountered. and this measure be , came the law. It has been amended several times, and certainly it needs amendment yet. I speak of title as a hrwyer who has ball occasion to study and and act upon a portion of it. I have not time, and perhaps my opportunities are not such as to enable me in detail, to point out the mischiefs which this measure has wrought 1 , 010 us. Some general results may he stated: 1. The public indebtedness has increased. 2. If there be no increase of debt, no new burthen of expense, why, it may well he asked, thus in crease the taxes. and thus raise the assessments And yet everybody concedes—even the reluctant victims who have to pay, that the additional tax ation is necessary. The whistle that was blown so loudly two years ago has to he paid for now. This. then• is the first fruit, larger taxation. larger expense, anti larger debt. but aside from all matter of detail, however striking Is LIM pnrent etil of all -- the diminution of direct responsibility in the government which bas been created, and which had to be created when consolidation yas horn. 1 once had the honor, in days of relative simplicity, though only fifteen years ago, of being a member of one of the branches of the city government—what was called the Select Council--a body to which Stephen Girard and Robert Ralston and John W. Thompson, merchants of the olden time, and Joseph It. Ingersoll, and William M. Meredith, and James S. Smith, and John M. Scott, and Henry J. Williams, of a late day belonged. It eon,i st el of twelve members. Its legislation ex tended over the ancient city from South to Vine streets and its ditties were discharged quietly, without display, and certainly without that Os tentatious mode of discussion that belongs to all our deliberative bodies on a large scale. It was the conference of business men about business, and the business was done. The present Select Council is exactly twice large, its members being twenty-four—but with its parliamentary machinery, and with its attendants of a Mayor with a veto power on one hand and a popular branch of legislature—a Common Council of seveuty-five members—on the other, 111.14 its gal leries, and its audiences, and. 1 doubt not its lob- Ity members, it has, as a matter of necessity, lost its charneter of simplicity soil business energy. It has become part of a grand legislature such as eonsoltdation required. I speak of the Select Council and its contrasts, mainly becanse in its •onstitut ion and number-, it is yet comparatively limited. I have not the slightest doubt its mem ber: labor assiduously and conseientiously in the discharge of their duties, but they have tom to do even iu the way of check on a more I,,,rw lcir body.
