- FIRST SESSION.
ksiiiNoTON Cm, March 6.--Sennte.—Mr. Brown
introduced a bill fur the construction of a Railroad
and telegraph line from some point on the Missis
sippi river, south of latitude 37, to the Pacific Ocean,
at San Francisco. The bill grants about forty mil
lions of acres of land, fur which the company are to
pay 50 cents per acre before obtaining a title, and
also requires them to deposit half a million of dollars
as security that they will faithfully carry out the
work according to the provision' of the bill, and for
the completion of 1110 miles within DI months ; the
government to pay itfitto per mile for carrying the
mail until the road is finished. and fur ten years
thereafter, and such reasonable sum as the Secretary
of War may determine for carrying troops, munitions
of war, ote. The road is to be forfeited if not built
within ten years. an I all the land paid for to revert
in that event to the United States. The bill grants
the right of way 400 yards wide, hut gives no exclu
sive privileges, allowing any company to construct
the roads when and where they please, and obtain
such favors from the goverur c ueut as they can. It
was referred to a Committee on Pacific Railroad.
Mr. Weller said the Committee would endeavor to
report next week.
The Senate then resumed the considaration of the
Fortification Bills.
The Senate pasted the usual Fortification Bill.
That providing new works was postponed.
Tho Senate considered Mr. Stnner's resolution di
recting the Committee on Foreign Relations to con
sider the expediency of some act of legislatnrehaving
the concurrence or bulb Houses in effectually to
abrogate the treaty with Denmark, repudiating the
payment of Sound tines.
Mr. Sumner argued that notice was given by the
President, by direction of the Senate, in executive
session, of the termination of the treaty, which is
defective. inasmuch as treaties aro port of the su.
Kunio law of the laud, and can only be abrogated
by the action of both Houses, and approved by the
President.
Messrs. Seward, FesSenden, Collamer, Crittenden
and Stewart sustained Mr. Sumncr's views, and
Messrs. Mason, Tourey and ORSs opposed them.
The resolution was passed, and the Senate a d.
journed until Monday.
