Western Hospital for the Insane.---The
Edaors of the Post : The Senate passed this
afternoon a bill granting $20.000 to a lunatic
ri, , ylum to be located in Pittsburgh. [We pre
sume this is an appropriation for the purpose of
allowing the Western Pennsylvania Hospital to
add a number of war le for the insane.]
The House amendments to the Senate's Li
cenve Intl also passed by a vote of 57 yeas to
Rh nays
The United States Senate on Monday pits'el
the hill reported by the Naval Committer for the
construction ten steam sloops-of-war. They
will cost hall a million each. and the bill alluded
to makes a preliminary appr6priation of two
millions of dollars. These vessels will be of
scarcely half the size of the six frigates ordered
by the last Congress, which were of the largest
class ; but will be nevertheless all the more useful
in navigating the shallow waters on our sea-coast.
Everybody acknowledges the truth of the maxim
that •• in time of pence prepare for war. aul
whether we all agree or not as to the certainty
of a war with England, none will deny that it la
within the verge of human probability. How
absolutely necessary would it then be for our
country to have a marine that could at least
make a show of resistance against her powerful
fleets. Although our little navy is very efficient.
all things taken into consideration, yet it can
hardly be said to exist when compared with the
innumerable steam vessels of war that are already
in commission under the British tlag.
The United States Marine, all told, scarcely
numbers three score of vessels, including less
than a dozen of steamers, and ibis embraces the
six steam frigates authorized by the last Con
gress, but which are not yet all finished. Now
compare this beggarly array with •• the British
Naval Force, a condensed description of which
will be found in to-day's paper. It is but as a
drop in the bucket. England's Mediterranean
and Black Sea fleet alone would be able to anni.
hilate it. Let us then have an increase to our
tihvy, and we neednotfear the bluster and brava
do of John Bal. It was the boast .if an English
newspaper, not many weeks ago. that there is
not one city from Passaina, l uoldy Bay in the
north to Galveston in the south which has water
enough to float a frigate, or gull boat, that the
British Navy could not batter to the ground in
twenty-four hours." Of course we on this side
of the Atlantic do not believe any such a thing,
but it at least shows what they think of our
power for self-protection.

such tall talking will be indulged in lees frequent
ly. Uncle Sam's puree is plethoric with t w,nty
three millions of gold, fur which he has no

mercantile marine when necessary. and prevent
the arrogance which our present defenceless coast
almost invites

see how this boasting is verified by time. The
new Managers, have just made their report in
which they confess that the receipt,d were less
than any previous year, the entire sum being

giments of British troops stationed in the Cana
das ; when the war broke out, all but three were
Bent to the Crimea. They are no longer needed
there, and they are accordingly sent back, or
portion of them, to Canada. This is the expla
nation which is given of the order for removal of
troops, which created such a sensation upon the
arrival of the Baltic.

the U.S. Senatorship in the Golden State. Th.•
American party has a majority in both bratiche
of the Legislature, and has nominated ex-Gover
nor Foote for the honor, but the House of Re
preseatativos by a decided vote has resolved not
to elect a Senator this session. Against next

Great excitement was occasioned in New Or
leans on Saturday last, by a reported discover}
o(a defalcation by Col. Garland, the City Treas
urer, amounting to $200,000. The accused had
left the city in a schooner, but was overtaken
at the Balize and brought hack to answer tb ,
charge.
It is thought not improbable that Lyman Trum•
bull, Republican Senator from Illiooie , may be
unseated. He was elected C. S. Senator whil,
holding ffie office of Supreme Judge, which, it h
considered, makes him ineligible.

The above aggregates show an increase in nun
ber of 214,338. We have yet to hear front
places in Ohio. nineteen in Indiana, eight in lotjs.
twenty-two in Illinois, three in Wisconsin. and four
in Missouri; besides some new places, the return
from which will, no doubt, increase t h e ex ,.„„,
season, to four hundred thousand. At eighty-nine
of the place*eported, the increase in thu weight
ranges from three to forty per cent., chiefly ranging
front nine to thirty per cont., and at seventeen pho.es
there is a decrease in weight reported, of two to ten
per cent,

some general change in the wants of society, or the

The candidate for the highest civic honors has not
before him a more worthy object to prompt his am
bitious aspirations. Hence he often encounters la

not to be misunderstood, and the members are
now quietly returning to their several homes.
The telegraph trammtitted an outline of what
was going on :—it will be my endeavor to give
you a detailed account of the proceedings. In
the first plaoe, then, Messrs. Editors, the Con
vention was very full—every district wits repre
s.•nted by earnest, able men, who came here de
termined to do their whole duty to the Demo
cratic party and to the country. The lobby of
the Hall of the House was crowded during all
s s •ssions, by men from all parts of the Com
monwealth —Democrats who feel a deep interest
in the success of the only truly national party in
tih•e Union.

try, that this old Commonwealth—one of the
thirteen of the original States of the federal
compact—should have a delegation of other por
tions of the onnfederacy in favor of one of her
own men. We have been postponed from time
to time: but when has Pennsylvania faltered"
In the times that tried men's souls, she won the
proud name of the: Keystone of the Federal
Arch: and now, when we are in the midst of
times similar to those past, she will, again, as
she did before. preserve the Union. (Great ap

we had better look to the welfare and happiness
