PAe River—False Alarms.—Every body interest
ed in the river, and many who are not, were kept
in a painful state of suspense, yesterday, by the c
dition of , the river. The ratio and thaws caused
the Monongahela to rise so much as to create the
suspicion that a break up would occur some time
during the day. About tan o'clock, a heaving and
uprising of the ice above the bridge commeuced, and
the alarm was instantly started that it was coming
down. The bells on the steamers were rung, vigor
ously, the whistles screamed, and four or five thou
sand persons, alarmed by the noisy demonstration,
rushed to the wharf. The utmost excitement and
enthusiasm prevailed among the boatmen at the idea
that the icy barrier, which had so long closed
navigation, was about to be broken down. But un
fortunately the alarm proved to he premature :---the
ice only moved down a few feet., crushing in its irre
sistible embrace a few coal boats, as an evidence of
what it could do, when it was fairly loosened, and
AVM then stopped by the bridge. Several largo
masses, broken off by concussion with the piers,
floated off, but the main body remained fid tight as
before. The crowd on the wharf, finding that they
had been a "little previous," began slowly to dis
perse, while an impression generally prevailed
amongst them that somebody had been badly " sold."
At two o'clock, and at four o'clock, the bells were
again tolled, and large crowds rushed to the levee,
to be similarly disappointed. The last time the
crowd was not so great, as they had their ardor
somewhat cooled, by the two former false alarms.
The river was steadily rising all day yesterday,
and a break up must inevitably occur very soon, if
it has not already happened by the time this reaches
our readers.

_4n Errs/few Advertising Medium. —M r. M'il roger,
the editor and proprietor of the Wrocro Star, pub
lished at Beaver, is in the city, soliciting advertise
ments for his paper. Our merchants and manufac
turers who desire to extend their business, will find
the Star an excellent medium to introduce the con
tents of their stores and factories to the attention of
the inhabitants of Beaver county, as it has the
largest circulation of any paper published there. It
enjoys an excellent reputation as an influential and
well conducted journal, and any money invested in
its advertising columns would no doubt remunerate
the advertiser a hundred fold. The inhabitants
around the mouth of the Beaver, already number
thousands, and have as many wants to be supplied
as the denizens of a city. Placed iu hourly connec
tion with Pittsburgh, they naturally look here fur
their daily supplies of the necessaries and luxuries
of life. A paper, therefore, that has an extensive
this winter. In the morning, the sun came out
bright and worm. but towards noun a high wind
commenced, which continued during most of the
day. Tho sunshie was succeeded Ly raiti p and this
by a short but fierce snow storm. Tho streets were
!footled with water, and no little dexterity was re
quired to find dry land enough to get safely through
some of them.

EIGHTEEN REGIMENTS OF BRITISH

BREADSTUFF'S ADVANCED
New Yong, March 4.—The steamer Baltic arrived
today with Liverpool dates to the 20th.
All the envoys to the peace conference have ar
rived at Paris, and the sessions were to open on the
23d. The confidence in the establishment of peace
confine, uudiminished.
The excitement in the public mind relative to the
American difficulty is subsiding. The concentration
of a large British force in Canada has been ordered.
From the font that the above despatch, prepared
in Liverpool, makes no mention of the Pacific, it is
feared that no tidings of her have been received
at that place.
The Baltic reached her dock at eleven o'clock.
She brings dates to the 20th, but the papers contain
no striking news.
Tho London Times announces that IS regiments
and battalions of titles are to be despatched to Can
ada. and that several other regiments will follow. It
is also rumored that almost every regiment attached
to the home service has received an intimation that
their services may be required in Canada.
Money continues extremely tight, the demand
being in Wle(36: , of the supply.
The new loan of itseotooo, ooo announced provides
fur the funding of Exchequer Bills to the extent of
13,000,000. As these amounts have to be paid in
five instlment, in the coarse of two months, the
demand Will doubtless continue to ho active, and the
market continue stringent. Consols had improved
on the HnßOaneetnent Of the loan to 01.1: but after
a'araz, declined to OtiiatObL Itothehda,T, it is said,
propose taking the whole of the new loan.
Much gossip continues in relation to the peace con
ference. Baron Brunow is reported to have said that
Russ iu sincerely desires pence, but if it is n o t de
clared within three ur four weeks at the furthest from
the opening of the Conference, serious difficulties
might interfere within the final settlement of the
nation. Inert Clarendon had a private interview
a :ill Napoleon immediately upon his arrival at Paris.
