The aetion of the Navy Board continues to
occupy the attention of the Senate. The Com
mittee on Naval -Affairs of that body are, pre
paring a very voluminous report, sustaining the
action of the Board, and the manner in which
the efficiency bill has been executed by the Pres
ident and the Secretary of the Navy. When the
report is presented, some of the retired -ofhcers
who have been most active in bringing their
cases before Congress and most ready to malign
the character of the Board, must stand from un
der. They have told their own stories, and re
peated all their meritorious services; when the
Committee come to examine the other side, and
to make it public, if they determine to do so, it
is barely pussible that these gentlemen will wish
they had acquiesced in silence, an d h a d grate
fully enjoyed the liberality extended them by
their country.
There are a good many plans proposed to get
around the action of the Board, hut none com
mand the general assent because noneare feasible.
One argues the calling of a revisory Board;
another urges the repeal of the Asti a third
thinksit.uneotuditutional and therefore void, and
every one is individually anxious for his own re
storation. But no plan yet proposed is general
ly acceptable, and it is therefore fair to presume
that nothing will be done to reverse the . action
of the Board, and that, after a lengthened dis
cussion, it will be sustained and the nominations
made in consequence of the organization of a
retired list, confirmed. I have no doubt that a
inaority of both houses are now ready to sustain
the Board, and the longer a decision is postponed
and the more the matter is discussed, the snore
decided will he the approval of Congress.
The correspondence and documents transntitted
to the Senate yesterday by the President on
Kansas affairs presents a history of the past, and
it correct statement of their present position. It
discloses the fact too that the recent prochima- '
tion of the President was issued at the urgent
solicitation of the Free-St-ate leaders of Kansas,
and consequently the diatribes of the New York
Tr6rine add its co-laborers of the Republican
party, inveighing againk the President's action,
fall in fast open the Free-State men. The cor
respondence also discloses the prudent and con
dilating course pursued by Gov. Shannon ; hi
successful efforts at one time in preventing a
collision between the two parties, all also the

probabilities are that such will not be regarded

time will he pretty certain to give the Repulili
cans the vantage ground, perhaps leading to a
complete absorption of the “Americans " by the

ment of this process.
The Organ, of this city, and its clique of pro
prietors has been most shabbily treated by this
Know Nothing Congress. Not one of its candi
dates for place at the Capitol has been chosen ;
Rev. F. S. Evans was defeated for Sergeant at-
Arms by Glossbrenner, it failed to get even the
nomination fur printer ; and now the binding of
the blouse Documents is given to an Ohio man,
the editor of the Toledo Blade, and the Organ's
claim again overlooked. Verily, its sufferings
must be intolerable! It is rumored also that
while the election of printer was pending, the
Organ Company offered to sell out its establish
ment, subscription list and Congressional influent.,
for $20,000. The offer was not accepted, Mr.
Wendell being of the opinion that its influrnc ,
the largest item in the price asked, wasn't worth
a continental d— dollar. It will be a serious
loss to the Democracy if the Organ is discon
tinued ; as the embodiment of Know Nothing
consistency, and an examplification of the man
ner in which office should sock the man, it is now
a standing illustration, free of cost, for the use
of the Democratic press.
The news from Europe continues to have a
peaceful tendency. Strenuous efforts will be
made this winter to establish a peace. Napoleon
is in favor of it, and therefore it may beset down
at this moment as a foregone conclusion, even
should the English Government object to the
terms of settlement. If peace is now made,
Russia will really come off with credit. She has
sustained herself for two years against the com
bined forces of the two great powers of Europe.
()no half of an important fortification has been
lost, and a few miles square of territory; but
she has taken Kars, made prisoners of a whole
army, possessed herself of a whole Turkish
province, and has command of the route between
Europe and Persia. The presumption is that
neither England nor France alone, could have
achieved any important success against Russia.
The Canada's mails have not yet arrived, lint
the telegraph announces the opening of the
British Parliament, and the rather singular fact
that American affairs are not at all alluded to in
the Queen's speech. Lord Derby most irrever
ently characterized the whole speech as redolent
with water gruel! The Earl of Clarendon in
his defence, refers to the Clayton-Bulwer treaty,
and states that he has proposed a second time
to submit the difference as to its interpretation
to arbitration. Having once rejected this mole
of settlement, it is hardly probable that the
President will now accede to it. The fact is, the
possession of the routes across the Isthmus to
California is to us a question of prime import
ance t while to the English it should be of minor
consideration only. Hence it is, that the offici
ous intermeddling of England In Central Ameri
can affairs excites so much interest here. It
cannot be regarded as n fair subject for arbitra
tion, as the interests involved are by no means
equal. Should the umpire pronounce against
the construction of the British Government,
England would lose but little; but shonld the
decision be adverse to the United States, it would
he a serious matter. For this reason alone, our
government cannot consent to arbitration, but
must retain the negotiations under its own eon

The Natio Ileauvan, in 1801, was a - rugged
plain, through which vehicles passed with iliffi
culty, and when the rains had softened the soil
and almost liquified the mud which spread
treacherously over the many deep holes and
ruts, the Place became a series of traps in which
the unwary passenger often floundered most
absurdly, and even dangerously, as upon the
quicksands of an noknownshore.
It it was after two days' storm, in the month of
November of last year, that a slender young roan
threaded the dubious path of this slough, evin
cing the greatest caution in picking his dainty
steps, as he directed his course toward the bou
levards.
The youth seemed scarce beyond the age of
childhood, so small and delicate was his figure,
so fair and smooth his cheek, and might have
been well taken for a frolicksome young girl, in
masquerade, from his slender waste• tiny feet
and hands, and his long, fair, curling locks.
Ile was habituated somewhat foppishly in the
uniform of the Royal Hussars, and displayed
great agility, as well as extraordinary care, in
leaping from stone to stone, clearing each mu lily
rivulet, and tripping daintily over the dry inter
vals of ground, when his attention was distracted
by a burst of loud laughter, and he perceived
four grenadiers of the Guard watching his gym
nastics with mocking glee.
Although indignant at their insulting comluct,
the young gentlemen continue,l his route until
the grenadiers directly addressed him.

The third grenadier strode forward. fie wa. ,
gigantic in size, and the great length of his arm
hindered all the little Hussar's efforts to get
within the reach of his huge carcass for a long
time. But the boy, evading with great dexteri
ty all his savage thrust, and tierce blows, beset
him so constantly and actively nn every side.

and causing the great bulk of his adversary to
make most tiresome efforts in guarding his quick
assaults, that the giant failing from very weari
ness, and dropping his guard for a single second
sealed his doom. In that second, the Hussar's
sabre drank his life blood, and he fell beside his
brother-in-arms ; while almost in the same mo
ment without a pause, the relentless youth

The spectators emild no longer restrain their
applause within the limits of murmuring. T 6,•,
clapped and braved the young conqueror, :IA it ey

difficult role, exhorted him to the last tom bat
with hurray of sympathy and encouragement.
The last grenadier of the Consular Guard ad
vanced with a mournful resignation, as if he
foresaw the fate - which awaited him. And his
forebodings were not deceived. Scarcely had
three blows been exchanged, when the Hussar
drove his sabre through his skull down to his
very eyes.
The applause of the crowd now rose to a pitch
of intensity equal the the rejoicing over a signal
victory achieved by their own prowess, or rather
that of their chosen champion. They surrounded
the youthful gladiator; they grasped his hands:
they embraced him in regular order, and, finally,
when he had been thus passed entirely round
amid his enthusiastic admirers, they lif ced
in spite of himself, on their shoulders, an.d., light
ing torches, for the night had gathertM, they
fairly commenced a triumphal march through
the streets of Paris with their young conqueror,
shouting and singing, and replying to the, numer
ous questions of the fast gathering followers,

he reached his quarters.
This, however, was not all. His regiment
gave him a grand jubilee; the master-at-arms
of the army offered him a banquet; the ladies
of Paris got up a ball by subscription for him.

example before their song as gloriously worthy

Most fortunately these extravagances did not
turn the brain of the youthful soldier. 110 pos
sessed too much real courage and good sense to
waste his fame on individual quarrels, and his
future efforts for " the bubble reputation " were
at the cannon's mouth on the field of battle ; for
this same little ITUssar was no other than the bravo
General Trobriant, whose name became so dis
tinguished in all the conquests of the succeeding
campaigns of his country, and who, after attain
ing many high honors of rank and fortune, be
came so disgusted with a long interval of peace
and retirement, that, throwing up all his hard
won hatreds, be departed for Sicily, to ConllllClloo

knew so well how to handle.
