THE QUEEN'S SPEECH ON THE ASSFINBLING OP
The following is Queen Victoria's address on
the opening of Parliament, January 31:—
MY LOADS AND GF:STLEMEN :
Since the close of the last session of Parlia
ment the arms of the allies have achieved a sig
nal and important success. Sebastopol, the
great stronghold of Russia in the Black Sea, has
yielded to the persevering constancy and to the
daring bravery of the allied forces. Tho naval
and military preparations for the ensuing year
have necessarily occupied my serious attention ;
but_ *tilt determined to omit no effect which
could give vigor to the operations of the war, I
have deemed it my duty not to decline any over
tures which might reasonably afford a. prospect
of IL safe - and honorable peace.. Accordingly,
when the Emperor of Austria lately Offered to
myself and to my august ally, the Emperor of
the French to employ his good offices with the
Emperor of Russia, with a view to endeavor to
bring about an amicable adjustment of the mat
ters at issue between the contending Poweri. I,
in concert with my allies, agreed to accept the
offer thus made, and I have the satisfaction to in
form you that certain conditions have been agreed
upon, which I hope may prove the foundation of
n general treaty of peace. Negotiations for such
a treaty will shortly be opened at Paris. In con
ducting these negotiations, I shall be careful not
to lose sight of the objects for which the war was
undertaken, and I shall deem it right in no de
gree to relax my naval and military preparations
until a satisfactory treaty of peace shall have
been concluded, although the war in which I am
engaged was brought on by events in the South
of Europe. My attention has not been with
drawn from the state of things in the North, and
c•mjunction with the Emperor of the French.

CIATION announce a brief pasthomement of the Distribu
tion of the Work. of Art from the 31st of January to the
:pith of February next, (the same as last year,) Ar 'amen
Ties IT WILL MOST IMEITIVELY TAKE PLACE.
The above change in the time of the Distribution has
been (contrary to the expectation of the Ilinagement
deemed expedient in order to receive the reports of distant
E.icretaries; which, owing to the late storms throughout the
country and the consequent deningement of the malls, will
be delayed from reaching the Western Office by the Slat of
January.
To those who have already become members of the Asso
ciation, the Management most respectfully request their in
fluence to increase the list of subscribers. Should each
member Increase his subscription for an additional Periodi
cal, or induce a friend to subscrilxcthe future benefit to the
Association would be at least trebled—enabling the Manage
ment to make still greater outlays for Works of Art in future.

of the Magazines for one year, and to six tickets in the distri
bution. The net proceeds derived from the sale of member
