an editorial appeared, headed " City:Taxes—
Ex - planation Wanted," in which is giveia the ex
penses of the Pittsturgh High Bch - eel for -the
current year, the total cost being $13,550, and
as the amount set down for the purposes of the
High School does not appear too much, or to in
volve an extravagance of expenditure, you ask,
and justly, how it happens that on a throe-story
building situated in the First Ward the nigh
School tax amounts to $21,50, the watt
school tax is only $11,75. In answer to this,
we would state, there is only one school tax
known to the law, which tax is assessed by the
Central Board of Education. The general schOol
law, as well as the special law governing this
city, empowers IVard Boards of Directors to levy
and assess a special tax to be used for building
purposes only, so that collectors, in giving out
receipts, commit a great mistake and do a pal
pable injury to the present system of education
by wording their receipts similar to the one pub
lished and signed Caleb Russel. By substituting
the words "School tax" for " lfigh School
tax," and "Special tax' for "Ward School
tax." the receipts would be right, and had col
lectors followed the wording of their duplicates
there would not have been so great a misunder
standing as to the expense of the High School.
There can be no doubt that many persons have
signed petitions praying for the repeal of the
school law, that would not have d o n e so h a d th e y
known the purposes for which the tax receipted
for by the collectors as High School and Ward
School tax were to be applied. It may still be
asked of the money thus collected. This, we
Will answer in as short n space as possible.
Most of the wards were compelled to levy a
larger special tax this year than will be required
hereafter. When the law went into operation
there still remained a balance of debt incurred
by building large and convenient school houses,
and as the special tax will he applied to the paj
ment of this debt, it cannot be long till thi• , lay
be reduced to the necessary expenses of keeping
the school house in a proper condition for the
reception of pupihi. This will take but a small
