Mr. Salisbury petition for the new county, of
Monongahela. Also, petition praying that the
High School law may be sustained.
Mr. Fulton '• a supplement to the act incor
porating the Perrysville Plank Road Company ;
allowing them the privilege of increasing their
maximum rates of toll fifty per cent." Will the
country people stand this I have been in
formed that this well managed road pays from 12
to 15 per cent yearly. This, 1 take it, is suffi
cient for the investment ; excessive tolls injure
the markets by keeping back produce.
Mr. Dock presented the following, which was
read from the desk of the Clerk, and created no
little excitement with the bachelor members.
L. The Woman of Philadelphia, signers of this
memorial to your honorable body, respectfully
but earnestly appeal to you to protect us and
our children from the terrible evils resulting
from the sale of intoxicating liquor.'
We are threatened, as is manifest by the re
cent action of the House of Representatives,
with a return to the former system of license,
from which so much mischief and misery flowed.
We ore not, indeed, voters, but we have as deep
an interest in the matter of this earnest petition ;
fur none suffer as women by the pernicious sale
of intoxicating drinks. As we do not enjoy the
right of suffrage, we appeal to those who do to
protect us from the manifold and terrible wrongs
to which we are subjected by the liquor traffic."
This memorial was numerously signed by Mrs.
Cox and other, who arc opposed to handling the

Petitions were presented from many of the
western mid northwestern counties of the State
for an increase of the Judges' salaries through
out the Commonwealth, and arguing that Judges
having to hold Courts in the different counties
are as well entitled to au increaseas city Judges.

for, should city Judges he Letter paid, there is

Judges. Equal sad exact justice to all is the
Democratic motto. There are a number of gen
tlemen here who think it bad pelicy to increase
the pay from the fact that it would he a reflec
tion cast on the Democracy for depriving the
sinking fund of the amount. We will look on
with composuro, and be as calm as a summer
morning. The Know Nothings that have come
from your county and relatives of your Judges
will work imp sibilitie with Democratic mem
bers, who have been sent here to crush the mon
ster spirit.

debated for nine time, and then, on motion,
were postponed to certain dap.
The House adjourned pending a bill of the
Lauer'Ater and Harrisburg Itailroad, which was
oli second reading.
The Liquor hilt was up iu the Senate, and pro
grei.sed to the fourteenth section when the Sen
ate adjourned. I herewith give you lee pro,
cuedings on severed sections, that you may be
aide to judge of how the Liquor question is han
dled in the Senate. lam of the opinion now
that Mr. Brown's bill may giit through the Sen
ate, for tie voting indicates anal points that way.
It will nyt in its present shape snit this end of
the State (louse; hut, as a last resort, may Lo

The conehieration of the Liquor bill was re

Mr. Wilkins resumed his remarks, and pro
ceeded at length to review and compare the pro
% isions of the two MI6, to point out wherein
they differe.l, and how they would affect the in
terests of the public. After going through the
comparisons, and commenting upon the several
urovisions, as he proceeded, he assumed that the
whole matter was narrowed down to the simple
question id the regulation of a License system.
After some discussion between Messrs. enthh,
I;rowne, Buck:dew, Wilkins and lidlinger, as to
the ellect of the adoption of the first section on
the original bill, it was decided that the adoption
of the section would strike out the original bill.
The first section of the amendment—being Mr.

'kentlers vinous, spirituous, malt, or brewed
liquors, or any admixtures thereof, either wlth
or without other goods, wares and merchamlize,
shall authorize sales of said liquors or admix
tures thereof, in less quantities than one gallon,
except as heruinafter provided; nor shall any
license fur the said sales in any qutintity lie
granted to the keeper of any restaurant, eating
house, oyster house or cellar, theatre or other
place of amusement or refreshment.
The third section being before the Senate, as
fellows:

SEC. 4. That the provisions of this act shall
not apply to importers, selling imported wines,
brandy, liquors or ardent spirits, in the original
bale, cask, package tar vessel, as imported, and
said importers shall be returned, classed, as
sessed and licensed, as provided by an act to pro
vide revenue to meet the demands on the trea
sury, and for other purposes, passed the fourth
day of May, A. D. 1841, upon the payment of
three times the additional rate or tax, in the
10th section of the said act proscribed.
The sth section was adopted without the yeas

compound or roll any admixtures of wine, alco
hol, spirituous or brewed liquors, in tke prepa

Westmoreland and others.
The matchers fiom the county of Philadelphia
presented numerous petitions in opposition to
the Senate hill relating to foreign Insurance
Companies. Should the hill from Senate be
come a law it would he injurious to the best in
terests of the State, for it would, in that event,
drive immense capital from us. Competition is
the life-blood of busineAs. I will on some other
occasion have more to say on this important hill.
I have been requested tu call public attention
to hill 17, House tile—" an act to abolish the
office of County Superintendent of Common
Schools: and with this you have the bill. You
can make what disposition of it that may suit
you best. lam not prepared at present to give
an opinion on the bill ; but there is a disposition
here to pass it. Those personally interested
had better see to their own interest, and that in
due time.
Mr. Smith, of Allegheny, asked and obtained
leave to withdraw certain papers and petitions
relating to the consolidation or annexation of
Manchester to Allegheny city. This, I presume,
ends the matter for the present.
The bill returned from Ilouse to Senate, adore
it originated on the resolution of Judge Wilkins,
relating to the paving, grading, &c., in Alle
gheny city, fell under a rule of Senate ; there
fore, the Councils have triumphed so far under
the directions of the committee composed of
the gentlemen named in former letter.
An act to extend the limits of South Pitts
burgh. Reported as committeed.
The new county of Monongahela reported
with negative recommendation.
Several new counties met like fate; there is
hut a poor show for such this session—at least
in Committees. lint there i§ no telling what
members will yet be induced to do before the
session comes to an end. Committees reporting
negatively often get negatived themselves when
the questions come to a direct vote.
Mr. Riddle, from the Committee on Divorces,
reported bill divorcing Helena B. Jordon from
her husband, John B. Jordan. The member
from Washington moved that the House proceed to
Hie consideration of the same. [Agreed to.]
- The bill was then read, and after a brief ex
planation from a few of the members—detailing
the wrongs of this much injured young lady, and
the high character of the Chairman of the Com
utittec—( who by the by is looked upon as the
father of the Legislature) the bill on the call of
the yeas and nays passed nearly unanimously,
there being but two nays. This verifies the
song that -Jordon is a hard road to travel:" but
he can roll up his sleeves and try it " do noro."

the office of State printer. This does away with
the present 'node, and returns to the good old
times when partisans were rewarded for faithful
services.

1 am under many compliments to the Sergeant
at-Arms, and Mr. Smith, Messenger, for their at
tention and politeness, they are obliging and of
fieent officers. There are too many old broken
down men pensioned on the Legislature, this ses
sion—some of them would be better employed at
home in rocking their great grand children than
attempting to wait on members. It is worse than
folly to ring iu and impose such on members, for
they are of no manner of nse here.
In the Senate, Dr. M'Clintock read in place an
" act to charter the Commercial Bank of Pitta
burgh. in Allegheny county." Also, nu " net re
latiug to manufacturing of curtain articles by
steam."
Faxtus.--The New York Jourpoil of commerce
says that much of the flour which arrives at that
port is short in weight., and a false tare for the pack
age is by no means an uncomtuou occurrence, but it
is difficult to determine *hat is the best remedy.
Sometimes the barrel is badly made, and the flour
silts out in transportations; this is especially true in
winter, e ben flour is brought in from a long distance
over the railroads, :I. 10:16 of from three to five pounds
being almost certain. There aro many millers, how
ever, who do not give full standard weight, and some
thing should be done to prevent the fraud- In dry
goods the statutes of Now York and Pennsylvania
exact a penalty for short measure. If the same rule
wore adopted with regard to flour, and sellers were
obliged to restore threefold the deficiency, there
would be fewer complaints of light weight.
FROST LN RAILROAJ) CAR-WHEELS.—The Albany
Journal says that during the last three weeks, upon
the eastern end of the Albany and Utica division of
the Central road, six largo six-inch axles in driving
wheels were snapped-off. Last week the spokes of
one of the five foot driving wheels of an express en
gine were all jerked off the hub at a crack, and the
rim of the wheel was thrown up on to the cab. The
fracture of the axles takes place in all cases close to
the wheel. The break is vertical, and with a eons.
panatively plane face where the iron is inferior, and
jagged and stringy whore it is excellent.
The fracture of wheels and a.sles takes place
mostly in the early morning, abo4l. sunrise. Tho day
succeeding one of intense cold is more f a t a l to i ron
under strain, it is said, than the cold day i t,tlll.

A PROCLAMATION
Whereas indications exist that public tranquili
ty and the supremacy of law in the Territory of
Kansas are endangered by the reprehensible acts
or purposes of persons, 'both within and without
the same, who proposes to direct and control Its
political organization by force: It appearing
that combinations have been formed therein to
resist the execution of the territorial laws, and
thus, In effect, subvert by violenie all present
constitdtional and legal authority: It also ap
pearind that persons residing without the Terri
tory, but near its borders, contemplate armed
intervention in the affairs thereof:- It also ap
pearing that other persons, inhabitants of remote
States, are collecting money, engaging men, and
providing arms for the same purpose : And - it
further appearing that combinations within the
Territory are endeavoring, by agency of emissa
ries and otherwise,' to induce individual States of
the Union to intervene in the affairs thereof, in
violation of the Constitution of the United States.
And whereas all such plans for the determina
tion of the future institutions of the Territory,
if carried into action from within, the same will
constitute the fact of insurrection, and if from
withont, that of invasive aggression; -and will, in
either case, justify and require the fOrcible in
terposition of the whole power of the general
government, as well to maintain the laws of the
Territory as those of the Union.
Now, therefore, I, Franklin Pierce, President
of the United States, do issue this my proclama
tion to command all persons engaged in unlawful
combinations against the constituted authority
of the Territory of Kansas or of the United
States, to disperse and retire peacefully to thtiir
respective abodes, and to warn all such persons
that any attempted insurrection in said Territo
ry, or nggressivp intrusion into the same, will be
resisted, not only.by the employment of the local
militia, but also by that of any available forces
of the United States, to the end of assuring im
munity from violence, and full protection to the
persons, property and civil rights of all peaceful
and law-abiding inhabitants of the Territory.
If, in any part of the Union, the fury of faction
or fanaticism, inflamed into a disregard of the
great principles of popular sovereignty which,
under the constitution, are fundamental in the
whole structure of our institutions, is to bring on
the country the dire calamity of the arbitrament
of arms in that Territory, it shall be between
lawless violence on the one nide, and conservative
force on the other, wielded by legal authority of
the general government.
I call on the citizens, both of adjoining and of
distant States, to abstain from unauthorized in
termeddling in the local concerns of the Territo
ry, admonishing thorn that its organic law is to
be executed with impartial justice; that all indi
vidual acts of illegal interference will incur con
dip punishment; and that any endeavor to
intervene by organized force, will be firmly
withstood.
invoke all good citizens to promote order by
rendering obedience to the law; to seek remedy
for temporary evils by peaceful means ; W dis
countenance and repulse the counsels and the in
stigations of agitators and of disorganizers; and
to testify their attachment to their country, their
pride in its greatness, their appreciation of the
blessings they enjoy, awl their determination
that republican itwtitutions shall not fail in their
hands, by co-operating to uphold the majesty of
the laws, and to vindicate the sanctity of the
constitution.

Tue MACKEREL CATCH OF 1855.—1 t appease ac
cording to the inspector General's report, that during
the year 1955, 211,952 barrels of mackerel wore in
spected in Massachusetts, of which 29,187 were No.
l's: 91,125 No. 2's; and 90,301 No. 3's. In 1854
the whole number of barrels was 135,349. The
greatest catch was 383,058 in 1831. After that the
falling oIT was pretty uniform to 50,400 in 1840;
and since they have almost constantly increased to
1848, when they reached 317,101. In 1849 there
were 231,850; in '5O-252,572; in '5l-329,440; in
'52-317.544 ; in '53-133,340. This year I:Bottoms
ter has the largest catch, 73,102 barrels; next Bos
ton, with 43,930 ; 11'611101g, 311,837 ; Newburypor4
13,240. The .Newburyport lirrald says :—" The
prices have varied more than the numbers ; and the
&oboe from 1632 was more on that aceouu t than any
other; and so has been the increase since 1840; their
great value causing noire vessels to engage in the
pursuit. But even at the prices of the last few years,
enormously high, much over the actual value, unless
they are regarded IL9 u luxury, it is a poor business
and will never pay of itself. It is very well, how
ever. as connected with shoe-making, and for fear or
tire months in the year, if there is not too much ex
pense on the vessels, is pleasant and profitable.
FINANCES or OHIO.—We learn from the,annual
report of the Auditor of Ohio, that the receipts into
the Treasury in 1855, from all sources, were $4,215,-
851. 28, and the disbursements $3,512,484 20, lea v i ng
a balance in the Treasury, on the 15th November
last, of $703,370 OS. Of the disbursements, the
heaviest items were the State Common Selma)! Pund,
apportioned and paid to counties, $4217,110 Ci 4,
payment of interest on the gtatellotkftB s4o69 pa,
and the cost oP the Statiil;TgireM ew t, whi c h
amounted to $445,072 00. The legitimate cost, of
the latter is, however, much less, as $231,864 96 was
paid toward the eupportof the five benevolent institu:
thins of Ohio, and the erection of the new State House.
With these proper deductions the expenses of the
State government were but $143,515 75, or less than
six cents per head to each individual within the
State. The total amount of taxable property in the
State is $360,877,354, of which 2:18,018,815 is in
personal property ; money and credits. In 1850 the
total taxation was only $439,000,000, which shows
that it has doubled within the last five years. The
total amount of taxes levied in 1855 in the:Stato for
all purposes, was $8,954.511 8 , .1, being about $
