Allegheny Paving Lins.—A meeting of fho citizens of Allegheny opposed to the repeal of the Act of Assembly known as the Paving Law, Was held yesterday afternoon, in the Town Halt - On motion of IL IL Davie, .Est - . 6 the assemblage was organized by calling his honor, Mayor Adams, to-the chair. The following geotlemon were selected as Vice Presidents: • First Ward: Wm. Robinson, jr., John AtwelL Stet,id Ward : John Ramsay, H. P. Swartz. Third Ward : Thomas F. Farley, Col. Garet. Fimrth Ward: ~ Thomas M. Howe, John Solana. Messrs- IL C. Flecson and Robert Grey were ap pointed Secretaries. After the organization of the meeting, Mr. C. H. Paulson moved the appointment of a cottimittee of five, to draft resolutions. The motion was adopted, and the following gentlemen - appointed: Messrs: C. H. Paulson, Josiah King, Cleo. L. Robinson, James Parke, jr., and IL H. Davis. At this stage of the meeting., as the room was get ting too much crowded, a motion wairmftde and car ried to adjourn to the market house. ~ - i . •• After re-assembling in the upper end of the New Market House, Mr. L. Wilmarth was called upon to address the meeting, which he did briefly, but with great force. Ile said that a week ago, on Saturday,, while in Harrisburg. he received the first intimation that it was in contemplation to report a bill in the Lbgislaturo, repealing the Paving Law. On the Monday following, he spent a few hours in the Capi tol, where he was shown a copy of the repealing law, and conversed with the Senators from Allegheny county, Messrs. Wilkins and M'Clintwek, relative to the matter. He asked of them a postponement of the Subject, until an expression of opinion could ba had from the citizens of Allegheny, and Mr. Wilkins assured him nu further action would be taken until such was made. On Friday he also mot Col. Black, who was working vigorously fur the passage of the repeal, and was astonished to hear from him it had passed the Senate, and that he i Black I would go be fore tlic'Jpaiei.ry Committee of the House, and have It put through this latter lowly immediately. t The gentleman here read a copy of the repealing act, as originally reported. which he had made while in Harrisburg; the act, as passed, is the third section of this.) Any sensible man will readily recognize the sophis try employed to pass this act. Many members of the Legislature were told that the present law was so op pressive as to have ruined many and one man, a heavy property holder here, told them he was a liv ing illustration of the fact, when I have ascertained since my return be has never paid his county or city taxes. The repeal of the a•t was got up for the pur pose of screening Capt. Schenley, who owns forty acres in the Third Ward, which has remained a mod hole for the last twenty years. Any person passing along there now will lee that the property has been increased two-full in consequence of the paving already made. The deliberate opinion of the citizens of Allegheny in favor of the Paving Law, was.expressed through the ballot box, when called upon several years ago, to vote upon this 'matter; and yet, notwithstanding, a few interested persons go on to lianishurg, and clandestinely get s Lill passed contrary to the sentiments of the people. The proceedings in this case have no analogy in the history of legislation, at Harrisburg, Lad as it eometimes is. It is grossly unjust and diseonittous its We people to repeal an act that you have asked 'through the ballot box to be enacted. The repos would be an act of the, grossest injustice to those who have already paid out money for paving And grading. The bill is a good one, and is the only way that could be devised to insure a speedy improve• -meet of the city. Several other gentlemen also addressed the meet ing hrinfly. Messrs. C. H. Paulson, Hugh S. Fleming, James Park, jr., Adam Heineman and Mayor Adams were appointed to carry the proceedings to Harrisburg, and lay them before the legislature. A motion was lilso unanimously adopted, instruct ing our re..prosentatives to oppose the repeal. The committee appointed to visit Harriaburg were instructed to wait upon Gov. Pollock, and request him to veto the bill,. in case it was passed. The Wheeling Tinics.says that Mr. a. W. Smith, of this city, has purchased the farm of Dr. H. W. Chapline, containing between four and five hundred acres, and lying near Wheeling—for $30,000. It is the intention of Mr. Smith to concentrate his entire brewing operations now divided between this city and Wheeling, in the latter place.
