ORDERS GfVEN TO SUSPEND HOSTUJTIES BRILLIN, January _'l.—Letters from St. Pe tersburgh state that orders were sent off On the ISth to General Hortschakotf to suspend hostili ties in the Crimea. The General is expected without delay at tit. Petarsburgli, tii be invested with the functidns of Governor of Poland. VIENNA, January Count Bind's instruc tions to Count Esterhazy, December 16, direct ing him to urge the acceptance of the proposi tions of Count Nesselrode, the following sen tence occurs :—" The signature of these prelimi naries would be immediately followed by a t it,_ eral armistice and definitive negotiation," The NC. rdri FEBRUA Y 12 The Berlin correspondent of the Morning Chronicle states that the question whether Prus sia is to take part in the coming conferences is nut yet decided. For many good reasons there will be every disposition to admit her; but to do that, there must be, as it were, a legal title; there must be the signing of a convention be tween Prussia and the belligerent powers. But it is doubtful whether Prussia, who has hitherto been unwilling to make any engagement, the scope of which it would be difficult to calculate, will now consent to take one that, it must be confessed, may lead to very serious consequences. The Journal de Frankfort, of the 18th, ob serves: '•The universal joy reigning in Europe un account of the acceptance of the preliminaries of peace by Russia, will be still further Aug mented by the new announcement that 'negotia tions have already commenced for the conclusion of an armistice.' Hostilities, temporarily sus pended during the winter, will soon be so by a formal convention, the avant-courier of peace. it will be objected, perhaps, that an armistice was also concluded in June, 1813, and yet in Au gust the war was raging fiercer than ever. But the armistice of Poischwitz was not accompanied by any preliminaries of peace; whilst now such preliminaries are agreed on, to which an'arruis tire is the necessary sequel, so that it will have a very different citar:Oter to that of 1813. It is true that the conclusion. of peace is not an abso lute and certain consequence of an undertaking as to preliminaries. But as the energetic attitude of Austria has resulted in inducing Russia to ac cept the preliminaries without reserve, so it will hinder that power from retracting in detail during the negotiations what she had before acceded to in the gross. Jmq, also, as at the prayer of Ana l; i.i. the Western Powers gave their consent to ,tich moderate conditions, so they will not over -tel. them iii the negotiations to a degree that An,trin can ether approve nor Russia accept. lu n word, the pAal faith of all the powers inter tcd guarantees the speedy conclusion of peace." The following has been received from the inal Board relating to the canal at Pittsburgh. It is said to he worth two hundred thousand del lar.,--that which the bill would give away. I sin not :mare that it is worth that figure; but it certainly must be worth something: CAN COMMISAIONRIte OFFICE, Harrisburg, February ti, 1856. lion. Wm. M. PI ATT, Speaker of the Senak: ant :--The llonrd acknowledge the receipt of the following resolution passed by the Senate on the '2.1 instant, viz: f:rod,d, That the Canal Commissioners be, and they are hereby requested to furnish to the Senate their views, as to the propriety of abandoning that portion ,)r tho Pennsylvania canal situated between the end of the tunnel through Grant's Hill and the Mononcabela ricer; and also furnish the Senate with a ,tatemeat of the eost- of construction of said par tem of said canal, and the amount of damages paid Fri% le property-holders along the same. That portion of the canal embraced in the reso lution has not been used for molly years, and, during that period, has, nu doubt, from the ILO cumulatiore%f filth, been a serious annoyance to the inhabitants along its banks. Originally con structed as a convenient entrance to the canal from the Monongahela side of the city, and us a moans of saving the cost of drayage, the business done upon it has not justified the expense of keeping. it in repair. Whether the future will hold out any inducement to retain the possession of it, and to keep it in navigable order, time alone Call determine. the opinion cute/bailed by souse, that the increase of the trade of Pittsburgh, as well as that dewing froni the improvements of the Mum Ligahela and Youghiogheny rivers, will ultimate ly require this inlet to the pmb i lic works, should ever be realized, then there can be nu doubt that this portion of the canal through the city would be of value to the State. This is a brief statement of the condition and prospects of the work. From it, the Legislattire can form an opinion as to the propriety of aban doning it, as well ns to the effect an abandonment, .at the present time, would have upon the sale of the main line, if such a saleshould be determined upon by the Legislature. The coot of that portion of the canal embraced in the resolution of the Senate, cannot be stated with any precision, as the work from the east ern end of the aqueduct on the Allegheny to the ?%lorioni.7,:thela appears to have been originally al lotted to one set of contractors, and tho esti- Inntes . t , ttusetweptly . do. not . site% the cau l , centor any particular portion. The aggregate cost of construction between these two points was $148,160 25. The damages to property holders from the west ern side of Grant's huh tunnel to the Mononga hela was $9,677 37k. If an abandonment should be determined upon by the Legislature, it would be proper to author ize the Canal Commissioners to dispose of the old materials.
