It may he de pended upon as correct in this morning's issue, which is more than can be said of its appear ance heretofore. The Philadelphia Councils on Thursday even ing passed the bill for the payment of the balance of the city's subscription to the Sunbury and Erie Railroad. The Northern Central Railroad Company paid $l4OO for extra labor during one month, at. one depot alone, in consequence of the extreme se vere weather. The Judiciary Committee in the Pennsylvania House of Representatives has reported adverse ly upon the bill changing the venue in the case of Passmore Williamson vs. John K. We find in the St. Louis Herald a grand scheme proposed by a young man in that city. lie calls it •'A Leap Year Scheme, - in which he proposes to raffle himself off at $5 a chance—the number of chances to be limited to 500. The slippery weather has boon the canoe of serious accidents to Gen. Cass and Hon. Thomas Corwin. The latter gentleman fractured his leg in Cincinnati scone time ago by n fall, and Gen. Cass, by a fall in Washington, on Friday, has probably endangered his life. By Chicago papers of Friday we have a full account of a terrible accident on the M. S. and N. J. A Wrong.—Tho Legtmleture Some years ago a law wit.: paFsed making the owners of property fronting on the .qreet.s of Allegheny, liable for the cost of grading and paving the streets. Under that law, a great portion of the streets have been graded and pared - at a cost to the owner 4 of two or three hundred thousand dollar.. The law ha. I,rell in operation several years, and generally ac.lui eseed in and approved. Each property holder paved his own portion of the street, and felt sure that, though the cost was considerable, he got the worth of his money in the inerea.ed value of his own property. A better mode of taxation for such a purpose was never devised, or one more just and equal in its operation. Taxation doe, , not appear onerous, when the tax-payer sees the money appropriated and expended at his own lim-. But now it appears that a change is sought. A bill has been introduced in to the Senate to re peal that law. - After a large portion of the citi zens' have pared their own street", ibis now asko that they be made by goparate tax - ntionto help pave their neighbor,' streets. Improvements have reached the broad acres of a few wealthy Men. and they want all the citizens to lie taxed to help pare in front of their property. They therefore ask a repeal of the existing law. This is most unjust towards a large majority of the property hollers and citizens, and it 14 all etiort on the part of a few to throw upon the public a burden they should bear themselves. The present Allegheny law is a good one, and should not be repealed. It is similar t., the law in New York and other large cities, and is every where found to work well, and secure better and more rapid improsements of the streets than by any other plan. We regret to see that the repealing act ha. , pas-ed the Senate, and is pending, in the lloive. If rightly end er,lA aid it will not pass that body We publish below re.olutions of the city Conn Mk of Allegheny city on the subject: WHEREAS, It is understood - that a bill Lett been, or is about to be, presented to the Legislature of the State for the repeal of the paving law of our city. And whereas. Resolved, That we consider the Paving Law one of the most beneficial ever passed for uur city, and that we are unanimously UppltFtte W ila repeat coolvt-d , That its repeal now• would be inequita ble and unjust, because it would compel those who have already paid for the (trading and paving of the streets in front of their property, to contribute to tinr payment of like improvement, in front of the proper ty of others who did hot, cannel he dads to von tribute one cent for the improvements ,i, made. Resolved, That the Finance Committee hu ered to delegate sonic person or persons at the ev pence of the city, if they should think that the in wrest of the city demand it, to go to Harrisburg tor the purpose of having the facts in relation to this law fairly represented to the members of the 'Logi. - ham-, That certified copies of this preamble and these resolutions be made and cent to tilo mem tiers from this County.
