WASHINOTON, February 3, 1856. A speaker has been elected! After a struggle of nine weeks the contest has been closed by the triumph of a sectioned party, organized on sec tionalprinciples and proclaiming a sectional plat form. N. P. Banks, of Massachusetts, is the representative of thin party, and the presiding officer of the House of Representatives. On Friday the plurality rule was rejected by two majority only, thus indicating the anxiety of the liouSeto close the contest to be increasing, and that its adoption was near at hand. The conservative side began to cast about for some man upon whom they could all unite, and a reso-' lotion was offered to elect Mordecai Oliver, an old line Whig from Missouri, who received - 101 votes. This was followed up by another resolu tien to elect Gilchrist Porter, also of Missouri, another old line Whig, who has supported Mr. Feller for Speaker :he received 68 votes A res olution to elect Mr. Banks received 92 votes. This was followed by another resolution donlaring William Aiken, of South Carolina, Speaker, which received 103 votes. The Black Republicans be came alarmed at this stage of tho proceedings, and for once-voted for an adjournment. With this record of Friday, it was believed Gov. Aiken's chances for an election under the pharaliy rule were about equal to those 'of Mr. Banks. This consideration doubtless had great weight with the Democrats, who determined to bring the COMA'S! to a close by aiding in its adoption. It was carried by a majority of nine, and pro vided that if rio election was made by a majority by the three succeeding ballots, that then on the fourth ballot, the person having the plurality of the votes cast: should he declared Speaker of the House. Aecordingly the ballotings commenced amid a good deal of excitement on all sides, the also being crowded with a dense assem- Eiage,4interested spectators. The three prelim inary balloting" , presented the same result,— Banks 102, Aiken Na. scattering 19. The excite ment increased as the last anti final balloting commenced: would the National Americans give the same site they had done yesterday, or would they stultify themselves by throwing away their strength Several of these gentlemen did not vide when their names were called by the clerk. These came ferward at the close of the call, and before the result of the ballot had been made up tind (4.cl:wed, and cast their votes for Gov. Aiken, some under protests, others with explanations. When the result was finally proclaimed to be 103 fit Banks and 1(0) for Aiken, and the former an t/minced to have been elected, there was immense applause on the It-publican side of the house and in the galleries. At this point a scene of great confusion ensued, some saying that a plurality could not elect, that the tellers were not authorized to declare Mr. Banks to have been elected, and others, that if there was any doubt as to its legality, it should be settled by the passage of a resolution declara tory of the sense of the House. In the midst of this cotifusien, Gov. Aiken addressed the Clerk, and asked permission of the House to conduct the Speaker elect to the chair. The delicacy of feel ing prompting this request, struck a sympathetic cord throughout the House and the auditory, and again there was a tumult of applause. However, to remove ail question as to the legality of the election, a declarritorY resiihtlion was attoptettty a large majority, that Mr. Banks had been duly elected. With the general acquiescence of the House, col. Forney, the Clerk, appointed Gov. Aiken, Mr. Campbell, of Ohio. anti Mr. Fuller, a com mittee to wait upon Mr. Banks, inform him of It electien, and conduct him to tile chair. In a few moments the committee proceeded to Mr. Ranks' seat and were seen passing up the aisle cenducting him to titejipeaker's desk. Here Mr. Banks bowed his adinowledgments to the Com mittee, thee bowed to the House, and proceeded to return his thanks for his elevation to that post of honer. Ilis address was brief and unexcep tionable, couched entirely in general terms. Thu out.h.of °thee was administered by Mr. Giddings, being die eldest member of the House. Imme diately thereafter, ut 7 o'clock, an adjournment was curried, tool thus closed the Math week of the session, and the struggle over thetlection for Speaker =MI Tile election of Mr. Banks and the defeat of e v. Aiken, is accounted for by the fact that fi.or gentlemen who voted for the latter on Friday, ‘l,clined to do so on Saturday. Mr. Aiken had the benefit of one additional vote not present on the day previous—that of his colleague, Mr. Keith The four gentlemen alluded to above,.are Messrs. Broom, of Penn., and Messrs. Clark, Whitney and Valk, of New York. It is passing strange that gentlemen should do a thing deliberately to-day and squarely back out to-morrow. Mr. H. M. Fuller did not vote,. Mr. Cullen-,-.PDelaware, and Mr. Henry Winter Davis, of Maryland, both Know-Nothings, it appears, felt less hostility towards a sectional Know-Nothing like Mr. Banks, than a national man and a Democrat, al though he was before the House as the nominee of nn party. Four Anti-Nebraska votes were cast for Mr. Campbell, of Ohio. That a majority, consisting of Know-Nothings and Republicans, would control the organization of the Douse, was anticipated by the Democratic minority. yet the result now reached is greatly deplored by all national men. it is the first time within the history of the country that a strictly sectional party, actuated by intense hostility t.. ) - wards one portion or the Union, has had the eon- !VA) I 111) trot of any branch of the G o vernment. The Southern members are apprehensive that this is but the first of other triumphs that will push thou/ to extremities. They de not fear present consequences, fur the Senate and the President are now effectual barriers against the assaults of their enemies. But it is evident that a syste matic effort will be made to arouse another slit- Tory excitement, and that the House of Repre sentatives will he the centre from which this agitation will radiate. No legislation useful to the country can be - expected from this Congress. The programme is said to be to remain in session - . until October, adjourning but a mouth before the ('residential election. This will allow eight mouth, from this time, to be devtrod mainly to the management of the Presidential contest. Forney, the Clerk, for the distin iguished ability, fidelity and impartiality with which he presided over its deliberations during pie protracted contest for speaker. This is a ;handsome compliment indeed, and one which Col. Forney richly deserves. MERCER. STEAMBOAT ' MEETING IN CINCINNATI.—A meeting was, held in Cincinnati last week, of steamboat men and underwriters, in reference to opening the navi gation of the Ohio. At the time there were twenty nine steamboats ice-bound at the levee. These boats and their cargoes were valued at one million dollars. The object of the meeting was to protect the ice-imund boats. Patented November 20, 1855. f-IwEDISE DECREE REMITTING EXPORT AND hi- POnT DUTIES UPON IRON.—The Washifigton Union, referring to the royal Swedish decree, which took elect on the Ist of January last, in relation to So import and export duties upon iron, says : The most important point in it (says our corre spondent) appears to be the abolition of export duty upon bar iron. The former duty was four Swedish shillings (about 3i cents) per ship pound - of stapler studs weight, of which 7i are equal to one ten. In udditiou to this duty four more shillings rero charged per ship pound for town dues. These nib . - also discontinued; town dues being only payable up on articles which pay duty. Thus, tho annual ex pert of Swedish bar iron being about 600,000 ship pounds (80,000 tons,) tho revenue on the State and towns is diminished by about 100,000 rix dollars bunco ($40,000,) and the annual export to the United States being about 100,000 ship p0und5„,(13,333 tone,) the Swedish tax hitherto levied upon this quantity (namely, $6,066) will of course bp no longer payable. All trade with foreign countries in pig and ballast iron (the lacer being pig iron used as ballast for shipping) had been, previous to this decree, forbid den, but now this kind of iron may he exported and inspOrtedagainitta.datped,rmarix... dollar . barest; (19- cents) per ship-pound. With regard to this exporta tion, it may be said that the average value of Swo-. dish pig iron in the interior of Sweden is about $4 per ship-pound, ($3O per ton.) The Cost of 'trans portation to the coast would be at least SO. cents per ship-pound; and when it is considered duly that this expense, together with that of town dues, export duty, sea freight, and the like, must be paid Upon a material which yields only 70 per cont. of bar iron, the Swedish manufacturer of bar iron will be found to have advantages equal to about $9 per ton over any foreign forge owner who may manufacture bar iron from Swedish material. Among these advanta ges, moreover, should be reckoned the superiority of the charcoal used at the Swedish forges, by Which not only a better iron is produced, but a less , waste of material is occasioned in reducing ,pig to-has- iron. than is the case when the process is performed with mineral coal. It is, tbeeefora, probable that no groat quantity of pig iron will be exported from Sweden, as the demand for iron of this quality throughout the world is limited to about the qnnatily now pro duced, an increase of quantity would reduce iti3 mar ket value almost to that of English iron.. There seems, also, for reasons analogous to those just cited, to be no probability that any importation of foreign pig iron into Sweden will be the result -of the new law. From the N. 0. It will at once he acknowledged that this is an. interest worth cherishing, and nursing with the most es , sidious care and attention. It is a vary reasonable inference that all thissrug,ar and molasses should come to New Orleans as their natural and appropriate market, precisely as our other great staple, cotton, is as a matter of cou'rge sent hero for silo and exportation.
