I PITTSBURGII POST.
TUESDAY MORNING
PRICE-CURRENT
Those intending to advertise in the Price-Cur
rent this week are invited to send in their adver
tisements as soon as possible. THE Eniros.
THE NEWS
The State Treasurer is now paying the Febru
ary (semi-annual) interest on the debt of Penn
sylvania.
It is said the severe cold has frozen an im
mense quantity of potatoes. In the vicinity Of
Columbus, Ohio, it is reported that there are
hardlyfsound ones enough remaining for seed.
Ex-Governor Medill, of Ohio, has had very
bad health for the past year, and now that he is
releived from the care and toil of office ho pur
poses trying the, climate of Florida.. lie started
last week.
The Detroit Free Press warns all spiv the
notes of the Bank of Macomb County, Michi.
gan. It says the institution is n rickety tub
without a bottom. One fact mentioned, which
is of itself a suspicious circumstance, VII that
certain brokers are making extraordinary exer
tions to extend its circulation. Stand from
under.
Out of twenty-two Councilmen in Wheeling,
twenty-one have just been elected against the
Know Nothing ticket. The Know Nothings had
swept Wheeling clean; under the cry of " For
eigner," '• Pope," ••Jesuit," &e., but after two
or three victories, the people were unwilling
longer to countenance the humbug, and hence
the uprising of the people, and the downfall of
the Dark Lantern oligarchy.
An article appeared in our paper yesterday
morning so full of errors that we are compelled
to correct it. We were made to say that the ex
penses of Cuugrese up to the time ut organization
were over $20,000 It should have read. over
$7200, OW
We designed to say that the fault of so lung 11
delay was entirely with the opponents of the ad
ministration. The Democrats were the only par
ty in the House that showed any inclination 1..
withdraw candidates ur make any efforts to ter•
minate the controversy. They presented three
or four different candidates, while the 6.N
and Free Soilers held on to ohnuxioti candidatt
until almost the last ballot.
It makes very little difference who is Speaker.
as we have said before. A Democratic Senau
can prevent mischievous legislation, and Mr
Banks can appoint just such 'committees as In
pleases. He is too factious and rabid an aboli
tionist to preserve any degree of prudence, an ,
will not be able to secure and maintain a work
iug majority of abolitionists in the House Ili
majority was but three. He is but a ininorit .
Speaker. He and his ftieuds have neither th
prudence nor the fairness to maintain II control
ling position.
MR. SICW'ARD'S SPEECH-WAR
Senator Seward has made a speech in the
United State, Senate whial fully sustains all
that we have heretofore said in relation to Eng
lish aggressions in Central America. lle show,
from the records, and from the most reliable
sources of information, that in despite of the
solemn treaty of I:7S:k.) between our goverumeut and
that of England, the latter has seized by force upon
several important point+ along the coast of ten
tral America, and is fortifying them with a s ;ea
to obstruct and control our routes of connuere.
between the Atlantic States and California.
That treaty stipulates that England and the
United States will jointly construct a railroad
and canal acran+s the best route through Central
America. and that it should be equally open and
free to both countries, and to all nation. And
it was also stipulated that neither country should
fr urn the date of the treat• estdidssa or ' , Weida,:

either of those States Such Was the treat y
England now refuses to keep the contract. lu
has already violated it is several instances. Sit,•
holds on to her protectorate of the Nlusquito
territory. She has within a year seized upon
the large island of Ruatan un that coast, and
fortifying it. She has acquired the entire con
trol of the State of Costa Rica; and has in fact
assumed the control of the whole eastern coast of
Central America. A more palpable violation a
treaty stipulations has never been laid to tho
charge of any civiliTed nation : and Mr. Seward
proves that such has been the e.mduct of Eng
land. lie takes firm ground in favor of a prompt
resistance to such aggressions, bi/I,.,ire if tieees
aary.
aceord4 to the Pre,ident full credit f
hit ng done all in his power to enforce the
treaty, and procure a peaceful solution of th.•
difficulty: and says it now rests with Congre,l
to adopt such measures as the facts demand.
He recommends that Congress authorize the
President to give notice to the English govern
ment that if does not withdraw its colonies, pr.-
tectcrrntes and hostile armaments from that re-
gion, according to the terms of the treaty. in
twehe month, this country will neck to rar~•r , ..
a compliance with the trinity nt the end of that
time. H e then recommends that we mat,

Such sentiments from the head and front
the Republican part} must ttecasi, , u home lithe
surprise to those who Lave hitherto pretended to
believe that it is the Democrats who are w1:1-
ing to embroil thie country in a war. (len.

THE PHILADELPHIA CONVENTION
The Convention of K. S.'s which meet , at
Philadelphia on the ltsth inst., will have quite a
number of nuts to crack. It is is national Con
vention, and is designed to make a platform for
the whole party, north, south, east and we , d.
and nominate a candidate for the Presidency
The slavery question will he up again for discu
sion. They failed to agree upon it before. Will
they succoed better now
But other questions have to be settled also.
In Louisiana native born Catholics are admitted
to the order, and there numbers, it is said, have
joined. Can a national platform be adopted that
will not exclude them! Again, in Wiseousin
the President of the State Council has issued a
decree to the subordinate Councils, making
eligible to office protestant foreigners who are
thoroughly trained and educated in American
principles ; and as a consequence such protestant
foreigners may bo admitted to the order, but
never in numbers exceeding one third of the
native born citizens in each council.' Can this
uew feature be worked into the national plat
form': We shall see.
What a flattering invitation to our natural
ized citizens: Provided they are thoroughly
trained in American principles they can, on proof
of that fact, get into the secret order, provided
they only go in sufficient numbers to bo out-voted
three to one on every question of difference of
opinion. We are compelled to conclude that the
Convention of the pith will result in two or.
three splits, instead of one no last year. A
large portion of the N. N.'s are opposed to a
nomination for the Presidency so early. So the
Convention may not undertake that nt this tim e .
But in an effort to make a national platform the
Convention will in all probability break down as
before, and the party be utterly dispersed and
broken ujf thereby.
OMR RIVER IMPROVEMFENTT •
The 11e:ii. , 1 tit 'Fla.le of thi, city ha, made
movement in the right direction in reference to
the improvement of the tILio river. It Will be
seen that they'Eave proposed n convention to be
held in cincinnati on the Ist of May, to take into
consideration the whiffe subject, including the
various modes of impteving the river, that have
been proposed. This is a step in the right direc
tion. Subscriptions to the stock of the company
cannot readily be obtained until the kind of im
provement to bo made is decided upon, and until
the different States and cities inrerestt4 in the
work are aroused to its importance. If the nu
merous cities that would be benefitted will send
delegates to that convention crime uniform plan
of operations can be adopted, and then legisla
tive action in the several Statev bordering on the
river can oe obtained.
FEBRUARY
It will he seen that Mr. Copley k to be em
ployed to visit the legislatures of the several
westerly States, and bring the subject to their
attrntion lie k. well qualified for that task.
lie ha: devoted much time and thought to the
matter and thoroughly understaudtt it. Nothing
is wanted to enlist most of the western States in
the undertaking but that the ~übject be fully ex
plained, and it+ importance urged in a proper
manner. We like the idea of a convention and
Cincinnati as the place for it: Below are the
resolptions adopted by the Board of Trade:

THE CIRCLE or CULD.—The range of cold is
wider this year than in any year on record.
They are putting up ioe four inches thick, formed
in the river about Austin, Texas, in about lati
tude 304, or only about live degrees north of the
tropics. The effect on vegetation, south, par
tiouiy, is bad. Florida, the orange trees, it
is feared, are ruined. in the neighborhood of
Louisville, Ky., the peach and other fruit i.rpen
have been killed by the frost. In North Caro
lina, thousands of dollars, It Is said, have been
lost by the Injury done to the pine trees of that
region, though we supposed that that tree could
stand cold. In Virginia the apricots have been
almost entirely destroyed. In Boston, the cold
weather was so severe that the linden trees which
adorn the sidewalks, split with the frost as if
a wedge have been drivep into them, But these
will close up again in the spring. The phe
nomena of the life awJ grpwth of vegetation. an
der polar colds, is yet unexplained,
