S.'s which meet , at Philadelphia on the ltsth inst., will have quite a number of nuts to crack. It is is national Con vention, and is designed to make a platform for the whole party, north, south, east and we , d. and nominate a candidate for the Presidency The slavery question will he up again for discu sion. They failed to agree upon it before. Will they succoed better now But other questions have to be settled also. In Louisiana native born Catholics are admitted to the order, and there numbers, it is said, have joined. Can a national platform be adopted that will not exclude them! Again, in Wiseousin the President of the State Council has issued a decree to the subordinate Councils, making eligible to office protestant foreigners who are thoroughly trained and educated in American principles ; and as a consequence such protestant foreigners may bo admitted to the order, but never in numbers exceeding one third of the native born citizens in each council.' Can this uew feature be worked into the national plat form': We shall see. What a flattering invitation to our natural ized citizens: Provided they are thoroughly trained in American principles they can, on proof of that fact, get into the secret order, provided they only go in sufficient numbers to bo out-voted three to one on every question of difference of opinion. We are compelled to conclude that the Convention of the pith will result in two or. three splits, instead of one no last year. A large portion of the N. N.'s are opposed to a nomination for the Presidency so early. So the Convention may not undertake that nt this tim e . But in an effort to make a national platform the Convention will in all probability break down as before, and the party be utterly dispersed and broken ujf thereby. It Will be seen that they'Eave proposed n convention to be held in cincinnati on the Ist of May, to take into consideration the whiffe subject, including the various modes of impteving the river, that have been proposed. This is a step in the right direc tion. Subscriptions to the stock of the company cannot readily be obtained until the kind of im provement to bo made is decided upon, and until the different States and cities inrerestt4 in the work are aroused to its importance. If the nu merous cities that would be benefitted will send delegates to that convention crime uniform plan of operations can be adopted, and then legisla tive action in the several Statev bordering on the river can oe obtained. FEBRUARY It will he seen that Mr. Copley k to be em ployed to visit the legislatures of the several westerly States, and bring the subject to their attrntion lie k. well qualified for that task. lie ha: devoted much time and thought to the matter and thoroughly understaudtt it. Nothing is wanted to enlist most of the western States in the undertaking but that the ~übject be fully ex plained, and it+ importance urged in a proper manner.
