IS:"iti will be of the ordinary kind, except the re-
Imilding of the aqueduct over Squaw run.
SaNwh.tnito Division. —As this portion of the
canal is Increasing in importance, as will Ite secs
from the inersase on tolls at Liverpool, it is es
sential that it should be kept in such repair as
to enable it to pass nut only that increase which
arises front its local trade, lint that which is
thrown upon it by the North and West branches.
To do this it will not be necessary to estimate
the cost of repairs for ISCW, beyond the appro
priation for lota, The ihamokin dam is he
touting very leaky, and will require some re
pairs. For this purpose the sum of $fi,r,04.1 is
included in the estimate for 1856. The inlet
lock at Shamokin dam, and the lift lock at Her
roll's, must be partially rebuilt.
Baruch Pirision. —The repair of Queen's
Run taut was not attempted, owing to continued
high water. It is, therefore, recommended that
the appropriation fur that object be renewed.
Lower North Branch Dirixion. —No extraor
dinary repair will be required for IS:A, except
the rebuilding of the aqueduct over Fishing
Creek, which is estimated to cost $1C„170 1 re
pair to Mill Creek aqueduct, rebuilding two
aqueducts at Pittston, and fitting up it dredging
machine.
helau•are Divisinn. —ln addition to the ordi
nary repairs for the opening of nasigation next
spring, it will be necessary to rebuild the To
hielion and (billows Run aqueducts, and to par
tially rebuild the wheels at New Hope. These
expenditures will swell the estimates for IMG
beyond those of 1855. In the last annual report
to the Legislature the Board recommended the
enlargement of this division. The same thing is
reiterated, as it is contended the same reasons
for it wlibch then were applicable are now doubly
so.
Thc Allegheny Portage Railroad.—The new
Portage road fur avoiding the inclined planes is
so
for completed as to admit of freight be'ing
carried over it. But there is a debt on it of
$115,453, nnd the tunnel yet requires..s32,l2o
more. The first estimated cost of this road with
a double track was $1,496,000. The actual cost
of a single track, except eight miles, has born

The Upper North Branch Canal has .not yet
'been brought into use, so that the gross receipts
of tilt works last year are less by $200,000 than
the estimates. The repeal of the tonnage tax on
coal and lumber has also diminished the receipts.
There is no certainty when the Upper North
Branch Canal will be completed. The Board ex
press dissent from some of the recommendations
of Mr. Matlit, the superintendent. They plainly
disapprove of Mr. Mafft t's appointment,consider-.
that his salary is higher than ho is worth, and.
regard the law under which he was appointed as
having failed to accomplish its purpose. The
report urges tho restoration of the tax on emit
and lumber carried by the Pennsylvania Railriend
:Company, and advannes,nratuabor of argument;

Not only has the trade on this line been dimin-'
ished ever since the completion of its rival, but,.
:is before stated, the competition became so
•itriing the past season that the principal trans
porters on the canal left it altogether in July
• tart, and the Poimiylvimia Railroad has since
that time monopolized almost the entire carrying
trade between Philadelphia and Pittsburgh.
In regard to the future of the main line of

contributed no little towards producing the re
sult referred to, was the oil Portage road. In
the active competition of the Pennsylvania rait- .
road company. the detention incident to the in
clined planes on the old Portage, has operated as
a serious drawback to the transporters on the
canal. This obstruction tieing now removed, the
change will he sensibly felt by those who may
engage in the business of transportation the ap
proaching season. The completion of the new
road will facilitate the transit of freight very

The Board, as it has been constituted for the
past three years, have not discussed the question
of the sale of the main fine. For the reasons
which have governed them heretofore, they will
refrain from doing so new ; but they would most
respectfully suggest that some definite action
should be had. and, if possible, on end put to
the suspense which has been hanging over the
!natter, to the prejudice of the revenue for the
past two or three years. it' the ownership of
the line is to remain in the Commonwealth, then
po'cy would dictate flint every effort should be
exhausted to make it as productive as possible.
T,, this end it has been suggested that the ex
periment he tried of holding out inducements to
have it stocked. It is alleged that there ale
parties willing to du this, if the proper guarantee
be held out. it is therefore submitted for the
consideration of the Legislature, whether the
passage of an net providing that if companies
would put stock on than line, and the work
should be sold Within a given time, the parties
purchasing it should be required to take the
stock at a fair appraised valuation, might net
be proper. 'IS bile it is not perceived that such
an act wool 1, Gt any eXtent, embarrass the sale
of the line, should the sale be subsequently
determined upon, it is alleged that it would be
such an inducement 1, business men as would
secure the stocking ~f the line at once. This
done, and proper care taken ~f the transporters
on the canal, in the adjustment of the toll sheet,
new life would be ionised into the business;

on the other hand, none would be found willing

at a heavy annual loss to the Treasury, either of

great eastern and western emporiums of the
State, as well as to the people along the
line of the abAndoned portion, as it would led
to a pm feet monopoly of the carrying trade by
the tailr,ol e, , mpany. The latter would be felt
by the people of the whole Commonwealth, as it
would be a constant drain upon the Treasury.
Rut it may be sail, " why not sell that portion
which might thus become valueles3 The an
swer is, if it he unproduetivedo the State, it is
not probable that individuals would be willing to
purchase, or even take it as a gift, and he bound
to keep it up at an annual pecuniaro loss.

Auditor General Banks, of Pennsylvania,
replied ton resolution of the House, passed on

had railed to render their minuet return, pre
scribed by law, of the money revel veil by them
tin premiums, or deposits for insurance, or for
annuities, and to pay the tax thereon." Ile re
