.NIoNL).I MORNING
In this country of ours, it is not always easy
for the suitor to get his mistress' consent to
marry him; even when that is obtained, mam
mas and papas still foolishly interfere ; and, in
short, a thousand things may occur to prove the
truth of the say ' ng, that the course of true love
never dues run smooth. But once it comes fairly
to marriage, the difficulty is at an end. Every
thing then is as easy as lying. TO get married
in England is a very simple at.fair indeed, for
there are several ways of tying the knot-matri
monial, in order to meet the requirements of
every taste, and the condition of every pocket.
In the first place. a man may be !parried at his
parish church, by his parish priest, and by his
parish clerk, either by license or aster dire pub
lieation of banns on three sneres , ive Sunday.,
after the form and fashion of his forefathers :
he may lie married in any chapel or
ineeting - house belonging, to persons of any re
ligious person-ion whatsoever, provided it lie
July registered for the purpose ; and lastly, he
rimy di-pense with the religious ceremonial alto
gether- - he may decline availing himself of the
it-sistance of either priest or minister, and be
married democratically at a register ' s office. In

In any case, there is not the least diniculty in
gorting the work speedily and efficiently per

backsmiths, being real} enough at all times to
earn their fees. and the law, in this case at
least, cannot tie said to insi-t on vexations and
seedless formalities. It throws no difficulties in
the way which can try the patience lit ' the most
ardent lt,ver, or risk the scaring away of the
shyest of all bachelors.
It is not so, however. in France. There. if

way, but with great politeness, tickled, as I had
hoped, by the tint tery administered in my opening

cause of some expense, and what Monsieur will
probably disrelish far more—delay: " nod here
Monsieur facetiously turned out his hands, shrug
ged up his shoulders, dropped the corners of his
mouth, and raised his brows, in true Gallic
fashion.
"The expense is of little moment, but delay
will be inconvenient," I stammered out with a
faint attempt at a smile—for the delay of a
month to a man about making a love match ap
pears like an adjournment aine. die.
"Monsieur is not married—there are no legal
impediments to the step he is about to take?"
Married!" I cried, laughing, in spite of my
vexation at the threatened delay, at the: gravity
with which the question was put, '• I no not con

not aware of the existence of any legal impedi

Ne vows facbek pas, monsieur. We must
proceed with due caution, and indeed with more
than our usual care, since monsieur is a for

I am a single man ; and, moreover, if you desire
it, that I was never married in my life. What

You cannot marry until you are twenty-five

"My mother, yes. My father died more than
twenty years since."
"That monsieur, must be proved by a certi
ficate of his. death ; and I must also have that of
his birth."
" Why," I asked, "of his birth'." For, owing'
to peculiar eircumstamees, I knew that such a
certificate could not easily be procured. "A
certificate of his death would seem to me to be
all that can he requisite. If he be dead, and I
reeve that he is so, I should think that eveln the
law, if curious on the point, might take for
granted that he had been born !"
The sneer was irrepressible, but the indulgence
in it was attended with disastrous consequences.

Monsieur is evidently not aware of the gravi

shall certainly insimt on the production of the
pieces I have mentioned. It by no means follows ;
that I am to yield a point because monsieur can
not see the necessity of it." Having delivered.
himself of this reproof, he resumed his inter
rogatory:
Does Madame votre mere intend to be pre
sent at your marriage ?"
" She does not."
" Eh Bien ! monsieur," said the mayor brisk
ly, as if delighted at being able to give me this
extra trouble, " since you area minor as regards

authorities."

Tribulations of Victoria, Albert and
Queen Victoria and Prince Albert are severally
mei individually in a fog of excitement raised
about themselves personally, and the Empress
Eagentn is lamenting that the dress she wore at
the closing ceremonies of the Crystal Palace, has
been voted unbecoming, in fact, a tint failure,
though it was tremendously hooped. The Queen
of England has long been suspected of not being
precisely orthodox in her notions respecting the
doctrines of the church of which she is the visi

ring last slimmer, at her highland home, it was
her habit to attend the neighboring a - March of
ltalmoral. The pastor was a Mr. Cued, a man
described as fitted fur his high calling by "high
mental and general emotional faculties.' and his
sermons, while lie did not attack the formalities
of the church in open terms, were enough too
earnest and practically Christian to anake them
obnoxious to Lis straight laced colleagues. But
the Queen was greatly pleased with him. The
New York Timea says:—
It appears that the Queen took ocmsion to ea
pre,'s, without reserve, her opinion of the prac

,,,,,❑.. As long as this was but a private senti
ment. it was passed by ; but a mark of public
re,gnition which has recently been. given, has
suddenly struck. the Church of England, and
roused every languid person in the land,
The Queen has expressed, through Prince Al
bert, to Mr. Cain!, her admiration of his discour
ses, and command the publicatiOn of one in par•
titular, entitled, The Religion of Common Life.
In this sermon not a word is uttered about the
rubric, genuflexion, bowing towards the East;
candles, confession, and things of that class, but
imply that which Christ commanded, " to love
our neighbors as ourselves." If this were but
enforced, whence would come the caparisoned
steeds and splendid mansions, and purple and
fine linen of the Established Clergy of the Chttrch
of England?
Prince Albert is in trouble, because ho signed
a petition gotten up by some of the most sensi
tive and worthless sprigs of the Aristocracy, for
continuing the odious special privileges of the
Gorse Guards, the Court troops in London,
The petition was intended to be a private matter,
but the London Times found it out, and created a
sensation by launching one of its most potent
and sulphurous leaders at him. He is now in
decidedly bad odor with the people, who have
been exasperated almost beyond endurance by
the aristocratic mismanagement of military mat
tens.
The dress worn by Eugenia at the closing of
the Exhibition, has given rise to much disappro
val, awl its failings are gravely discussed by the
Court journals , The Loudon court Journal of
December Nth says :
The whole costume was a failure, and there
fore, from courtesy, we abstain from mentioning
the mane of the c,,u;ttrU!re to whom its execution
wa s confided. It was of rich velvet, neither ce
rise nor peneeati, nor dahlia. This indecision of
color was already a great mistake, as it was ren
dered liable to be entirely effaced by Hit first
bright frank tint placed near. The truth of this
criticism was indeed so visible that, before hor
Majesty had reached the steps of the throne, her
head alone seemed to detach itself from the dra
peries and banners with which the passage to the
throne was decorated. Then, for the first time,
was observed a want of distinction in the fall and
movement of the skirt, which, considerably too
full for velvet, completely disguised the exqui
sitely graceful walk and bearing of her Imperial
Majesty, and made her whole demarche appear
laborious and overburthened. The waist of the
corsage was also judged too long, giving thereby
a pinched and retrousse appearance to the bust, to
which we find it hard to accustom ourselves, af
ter the easy and elastic carriage we have been
used to gaze upon. Although we do not name
the couturiere, yet we think it but justice due to
two hitherto successful artistes to declare that
the dress was not made either by Madame Vignon
or by Madame Roger, to both of whom an invid
ious world has ascribed it.

Food and Population:
The Railroad Record, after having remarked upon
an increase of the town or civic pdpulation over the
rural, has undertaken to prove that food, vegetable
and animal, has not increased in a proportionate
ratio to the population of this country. The editor
gives very imperfect statistics, and proceeds to say
that "in this respect other parts of the world are
even less fortunate than ourselves," and that there'll
a pressure on this country to supply the wants of
Europe. "The exports at this time," says he "are
beyond anything this country has ever known?'
This remark, it seems to us, is inconsistent with the
conclusion the editor seeks to arrive at. If. there
has boon such an unprecedented demand for our
Breadatuffs, we have shown ourselves to be fullYabbi
to supply it. Breadstuffs, as well as other kinds of
food, had, it is true, advanced greatly in price, but
that advance can be attributed to other causes than
a scarcity of these prodnets. The fact that ade •
pressiun in prima has since occurred would contra
diet that assumption, anti show that we have still a
surplus on hand.
The following table is annexed by the Record as
the basis of its argument. Thu first column gives
the number for 1840 ; the second for 1850; the third
the ratio of increase, and the variation from idiot

The Record shows by the above that there is a de
ficiency in every thing but Corn, 15,00.0,000 bushels
of which go to 'the manufacture of whiskey, and is
consequently abstracted as an article of food; after
deducting this the following results aro attained •

The editor having arrived at, the conclusion that
the Corn crop is the only one that keeps up and
goes beyond the increase of population, gives the
following additional data in referen9 to that staple :
Corn crop of 1840. 377,531,370 !testicle.

So much for the statistics and calculations of the
Record i its editor may have endeavored to get at the
truth, but we think we discover an attempt to prove
a 'foregone conclusion. The ratio of population .is
placed at 36 per cont. when the figures presented by
the accompanying census reports indicate but a frac
tion over 35 per cent., while with regard to the crops
the fractions are so disposed of as to make the dis
parity as large as possible. But this is not all : the
editor dots nut deem it necessary to give the
smaller crops, among which we suppose he includes
rico, 4heaiystapleof the South, which does notappear
in his table, besides roots and grasses, which consti
tute a large proportion of the fond of the animals
he has enumerated. Ile has also been careful to tell
us that 15,000,000 bushels of corn aro used for the
manufacture of whisky, and that wheat is almost ex
elusively used among the white inhabitants for bread,
but has said nothing about the fruits which have
been so very abundant throughout the-country the
past year as materially to lighten the consumption of
the grains.
But why rely so entirely upon the statistics of ten
and sixteen years back for data upon this subject?
An entirely difficrent condition of things Dew e xists.
Tho emigration to this country has not only changed
in character, bat has decreased materially within the
past year. During the year 1854 the number of emi
grants amounted to 319,223 ; during 1855, but 136,-
233, being a decrease of 182,993. Previous to the
year 1953, the emigration to this country was prino'-
pally Irish, a large proportion. of whom, it is well
known, de not go into the country to farm, but lin
ger in the cites and towns. Subsequent to that pe
riod the largest number of emigrants have been
Germans, who, it is equally well known, almost in
variably settle in the rural districts, and people our
western wilds. The following is an 'Molesting table
of the emigration for the past three years :

But we will dismiss this subject for the present, as
we have no time to pursao it further. We will, how
ever, say, that the Record's estimate of the crop of
'lndian corn does not agree with any other statistics
that we have seen. - For instance, the editor places
the corn crop for 855 at 500,000,014 bushels ; .the
Now York Historical Society furnishes a table in
which this crop is estimated at two billions; a slight
disparity, we should say ! We will, howevei; odd
that the Hon. Edward Everett recently delivered a
speech in which he alluded to the yield of Indian
corn for the past year, and after vouching for the re
liable character of Wells' Tear Book, gave its esti
mate of the corn orop, viz; 1,000,000,000. -
It is said that " figures never lic," hut we think
they may be pressed into almost any sorC of service
by inexpert or unfair statisticians. This subject is
an important one, and we would like to see it. han
dled by able and unbiassed pons; such as cannot be
induced to swerve from the truth through fear of the

IMPROVEMENT OF TIM OHIO
In another part of this paper will .be found
a letter from the pen of Mr. Copley to the
Pittsburgh Board of Trade in relation to the im
provement of the Ohio river, in which that wri
ter sets forth, in clear and strong tends, many
reasons for undertaking the work. lie contrasts
the year 1854 with 1855 to show that when that
river is in good navigable stage, Pittsburgh, and
the Pennsylvania improvements prosper; and
when it is low through the season our prosperity
is greatly reduced. The experience of the last
two years certainly proves that fact; and no
stronger argument can be urged for commencing
an undertaking that will make the river navigable
the year round. The loss to the commerce and
business of the country by suspended naviga
tion for ono season, may equal the cost of the
improvement.
In looking about for the means to accomplish
this magnificent enterprise, Mr. Copley affirms
that the receipts of the Pennsylvania railroad ,
for the last year were $BOO,OOO more than. for
the preceding year, and this fact is attributed
mainly and justly to the good navigation of the
river for most of the time last year, and the sus
pended navigation of the year before. T,his fact
must satisfy the railroad company that the Ohio
when navigable permanently will be' the most
valuable feeder of their road.
The use of the water in the pools by side
'canals for manufacturing purposes would also
yield a large annual revenue to the improvement
company. Such is the case on the SchitYlkill,
and would be still more so on - the Ohio in the
midst of the numerous and thriving cities and
towns that stretch 411 along its banks. It would
greatly promote the prosperity of those cities,
and enhance the value of every acre of land,
coal or minerals within ten or twenty miles of
the river. The States bordering pn it have
thus an inducement to aid the work by liberal
donations.
Two-thirds of the people of the United States
are interested in this project, and are every year
becoming more fully convinced that its comple
tion is becoming an absolute necessity to aie
wants and business of the country. When , 4he
great valley of the West' becomes filled with that
thronging and immenselmpulation that it must
at no distant day contaia, all the natural and ar
tificial channels of commerce that can be pro
vided will be thronged with business. And the
cheapest and most valuable of all thoroughfares
will be the Ohio river improved as is proposed.
Congress should grant a liberal appropriation
for this work. The Pennsylvania, and Balti
more and Ohio railroad companies cannot fail
