PITTSICUOII, January 3, 186:., There is no unusual stringency In our money mar ket for ,tho season of the year. Our Banks con tinue to discount good paper to the extent of their means, and there is but little if any paper offered outside, of the description that is over discounted by the Banks. The recent proposition of eastern capitalists to lease the Pittsburgh and Stauberrville Railroad caused no little stir amongst Ile, and much diversity of opinion existed as to the propriety of an accept ance of the offer. Various projects have been sug gested, but the prompt action of our city councils in making arrangements for the payment of the interest on the city bonds, rendered a hasty action on the mutter unnecessary. The subject is still before them, and they will have ample time to erinsidur a subject of such vital importance to the interests of our city and county. This gratifying result was at. tained by means of a loan effected through the liber ality of our Ranks ; the money was promptly placed in the hands of Messrs. Duncan, Sherman k Co., of New York, for disbursement to the respective credi tors, and has doubtless been paid are this. What will be the action of the County Commissioners with raga: d to the payment of the interest on the Bonds issued by the county of Allegheny, we cannot say, but presume that if not met by the Railroad Com puny, the credit of the oounty will not be permitted to suffer. While on the subject of our city and county credit, it may not be Inappropriate to allude to the an nouncetnout made in the N. Y. Triburu of the list ult., that Messrs. Winslow, Lanier it Co. would pay on the Id of January nearly a million of dollars in coupons, dividends, cte. In the long list, vrbich in made up mostly of Ohio securities, appears the bonds of the city of Pittsburg}, issued to the Ohio and Pennsyl. rnnia Railroad Company, sii per rents; bonds of the city of Pittsburgh, issued to the Pittsburgh and Con nellsrille Railroad Company, six per cents! bonds of the cit . , of Altsglieny, issued to the Ohio nod P o en. srlvanin Railroad C. inpany, six I,er cents ; bonds Allegheny county, special loan 0f....f.75,000, six per rents ; bonds of Allegheny county, issued to tho Pittsburgh and Connollveille Railrcrad Company. six per cents, Ae. In the case of Jervis Spencer against the Bank of Baltimore, a verdict was given in a Baltimore court in favor of the bank; under the instructions of the court the important questions were derided :—That a note drawn to order, dated in the city of Baltimere, and endorsed by a resident at - Baltimore, and made negotiable at a bank in the city of Baltimore, that the payment of said note properly demandable et the counter of the bank where made '• negotiable," though the drawer may reside out of the city, and the place of his residence known to the bank ; that the word '• negotiable," In commercial sense, is synonymous with payable ; and that a bank may retain out of de posit_- in a bank by an endorser on such note a auto sufficient to cover the amount of the note, i n t eres t, The one will he carried to the saki cost of prulost court of appemii At Chicago money was very tight during the past week. Meet of the strongest banks were lending but little. and as notes are constantly maturing further stringeltey must be anticipated. Collections for tbe past ten days have been sery difficult, and manufac turers and merchants are suffering. The brokers' rates are firm at from 2 to 5 per cent.. per month. The most noticeahle event of the pact week is the ap pearance of a circular, signed by more than a hun dred of the merchants, requesting the banks to throw out all Georgia issue+ after the 15th of Jaanary. The Louisville Democrat of the Ist instant sup •• The stringency noticed In our last has increased, and the demand is large. This, however, as before remarked, is the result of a healthy, seasonable de mand, and the usual retrenchment of circulation on thu part or the hanks preparatory to the January ex hibit_ A reaction will occur 60011 after the first, and we confidently look for au easy money market at an early day. Eastern exchange is heavy at to 3 dis., buying rates, with a moderato demand at par for the selling rates. We look for greater activity in the ex change market in the opening of the year. The in creased demand induced by a large amount of disi dtn.l4 which will be due and payable in li . M.Stern Clue, on the let of January will impart more firmness to the market. The estimate is "2,000 barrels against 10,000) of last year. Of the last year's crop, about 4,000 barrels were shipped to the East, leaving for Western consumption 6,000 bar rels : therefore a large deficiency is to be suppli from some other source. In London, the etock of Oil is 1:2..0n0 caie , against 32,000 wiae time last year: and Ow sup pUesgoing there from Calcutta, being alincst nuthing, and the price has advanced, during Ow last two months, from 4 - 4 d. to 80.
