Columbia was last seen at St. Thomas. has been had of the long-missing sloop Albany, which has been given up as lost. The Brazil Squadron consists of the frigate Savannah, Captain Salter: the sloop tiermantown, and the brig Bainbridge ; the Secretary remarks that these+ vessels have been " industriously " cruising between Rio de Janiero and Montevideo; hut, as there has been no especial necessity for squadron there during the past twenty yeaus they have done nothing but cruise. The African ti,publron, under the emnmand of Capt. t 'rabbe, consists of the sloops-of-war Jamestown, Dale. Si. Loins, anti brig Dolphin. The sloop Marion, recently attached to the Afri can Squadron, has been condemned as unworthy. The slave trade south of the Equator has been broken up, The Mediterranean Squadron, commanded by Captain Breeze, consists of the frigate Congress, the steamer Saranac, the sloop Constellation, and the storeship Supply. Nothing has been done in the Mediterranean. The East India Squadron, under the command o f Captain Abbot, consist of the sloop Macedo nian, the steamer PoWhattan, the sloop Vandalia and the stereship J. P. Kennedy. The civil war in China has afforded some employment for our vessels in the East. The Secretary recommends sending one or two steamers of light draft to navigate the Chinese rivers. The steamer San Jacinto sailed from New York in October to re lieve the Macedonian, whose time abroad has ea pined. The survey of Behring's Straits and the North Pacific, under command of Commander Rogers, has boon carried on with satisfactory re , salts. The Squadron is under the command of Captain Mer vin°. .1 \ The Michigan steamer hasleen usefully em ployed in the upper Lakes. Like all of his predecessors, the Secretary earnestly recommends an increase of the Navy, and particularly an addition of steamships of a light draft of water. A great Naval force, the Secretary hints, cannot be improvised by the tap of the drum, like a great army. lie considers our Navy to diminutive too contend with that of tiny respectable power, and too feeble to protect even our own harbors. The aggregate tonnage of the United States in. 1812, was 1,249,997 tons. For the year ending Juno 30, 1855, it was 5,- 212,000 10-95, and our sea-coast is now greatly increased in extent, and the damage wlinettintight I,e effected by a respectable enemy in six months would greatly exceed the cost of a Navy suffi cient to protect our commerce efficiently. The question of the increase of the Navy the Secre tary regards as one of peace rather than of war. The Secretary enlarges at great length upon the apprenticeship system, which he hits adopted , as a means fur furnishing a reliable body of seamen for the Navy, and gives the testimony of officers in its favor. Lut we look in vain fortuity original idea or suggestion in Mr. Dobbin's re port ; it is entirely destitute of anything of the curt, and exhibits no special knowledge of the service, beyond the figures which aro furnished by the heads of bureaus. The old aristocratic plan, which has resulted in the state of affairs which rendered the action of the Navy &thing Caard• necessary, is to he continued, and the Secretary adopts the old plan (which has worked so badly) of educating men to be common sailors, without the hope or prospect of bettering their cmulition by good behavior. The estimated expenses of the Department for the ensuing year are $13,524,505. 7, which is less, by nearly $'3,090,000, than the estimates of the last fiscal year. LIABILITY OP SUBSCRIBE - ILS TO STOCK.—In the superior Court nt Boston, on Saturday, the case of the People's Ferry vs. Balch, was brought a llot to close, after a trial of nine days. It was a test 1 - t brought to try the question of compel ling s iiscribers for stock to pay up the amount of their subscriptions. The verdict was for the Company for the amount claimed, with interest, thus establishing the principle that subscribers to stocks are liable iu full for their subscriptions. This has for souse time been a mooted question with companies and delelict subscribers to stock The impression has heretofore prevailed that the forfeiture - prescribed in the company's charter was the only , remedy of the company against defaulting subscribers. This, when com panies were create works of utili ty., and such as Wiii**titianted by timpublic want, was deemed tillWielen.t. The five dollars or ten dollars required to be paid at the time of subscribing, used to be of such binding force as L'ensure the payment of remaining instalments. It was not the fashion, a few years ago, to sec shares of improvement compauies, banks, eta, sink snore than the first instalment below par. Spa-, the providing of charters is one thing, and that of carrying the business or thing author ized into operation, another. Works of im provement were formerly made by those apply ing for the privilege to construct them. Now, tb blow huge schemes, involving millions of dol lars. into notoriety and favor by illusive and•de ceptive practices, is the business of a more im posing set of "Jerry Diditlers," whose purpose it is to secure to them Selves a largo slice of the fins funds realized, too often leaving the Jiro ject cd enterpri,:es with empty coffers to their victims. Under the Boston decision, above quoted, the discovery by subscribers that they livo been deceived in the character and cost of tin c contemplated road, canal, or whatever it may hr, is no excnipti,,n from the payment of the full amount subselibcd, although it may be shown, and often is ohown, by the market :Alcor shares, that the work is not worth a half, and sometimes not a fourth of its cost.
